<section id="HF73E1495AF434ACDA2F2E636FE468C30" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Public Naval Shipyards Act of 2025</short-title></quote>.</text></section> <section commented="no" display-inline="no-display-inline" id="H5BED2CC1A31147A2B74791589DD24E6C" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Prohibition on reducing the workforce at public shipyards</header> <subsection id="HE7830FB4F99F456084CACE2DE5BDD6E7"><enum>(a)</enum><header>In general</header><text>The workforce at public shipyards and any other positions at a public shipyard not specified in subsection (b) shall be exempt from any hiring freezes or workforce reductions related to spending cuts, reprogramming of funds, or the probationary status of employees.</text></subsection>
<subsection id="HFEEC2978118E4283AE028F9CFF958926"><enum>(b)</enum><header>Workforce at public shipyards defined</header><text>In this section, the term <term>workforce at public shipyards</term> includes any of the following positions at a public shipyard:</text> <paragraph id="H12357CA8BD534FF08CFECD09EBB5C82C"><enum>(1)</enum><text>Welders.</text></paragraph>
<paragraph id="H311397010DA249FD83E0EBC05055ECB1"><enum>(2)</enum><text>Pipefitters.</text></paragraph> <paragraph id="H0463D6C0E93643679219452BA62A598D"><enum>(3)</enum><text>Shipfitters.</text></paragraph>
<paragraph id="H2DC1D766031441D2A84265B8D8CD39AB"><enum>(4)</enum><text>Radiological technicians and engineers.</text></paragraph> <paragraph id="HCEF74EF2FC0E486B888A9415867A2D4F"><enum>(5)</enum><text>Engineers and engineer technicians.</text></paragraph>
<paragraph id="H874EDBED9DCD44B2A490C060C838BED5"><enum>(6)</enum><text>Apprentices.</text></paragraph> <paragraph id="H8AB376EE0E9F40A79E04A636BA2251D5"><enum>(7)</enum><text>Positions supporting a workforce development pipeline.</text></paragraph>
<paragraph id="HE941256C17A044A9BEB7D0038184DB2B"><enum>(8)</enum><text>Positions supporting nuclear maintenance and refueling.</text></paragraph> <paragraph id="HBE9B581779304C08B4F0518BF668AD20"><enum>(9)</enum><text>Mechanics.</text></paragraph>
<paragraph id="H7EF91E6F39B74065B21FAD90CCE369F2"><enum>(10)</enum><text>Painters and blasters.</text></paragraph> <paragraph id="H35AF88E486364B00A1D2C76A406AB327"><enum>(11)</enum><text>Positions supporting maintenance and operations of infrastructure.</text></paragraph>
<paragraph id="H5F632F4EEF1444DCAC31EE79CA86BB19"><enum>(12)</enum><text>Positions supporting implementation of the Shipyard Infrastructure Optimization Program.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="H3FCA3968E9D74BFC9953DB0FDC6E508C"><enum>(c)</enum><header>Rule of construction</header><text>Nothing in this section may be construed to restrict the authority of the Secretary of Defense to manage the workforce of the Department of Defense under existing procedures in cases of misconduct or poor performance.</text></subsection></section>
