<section id="HDDE05BF09D1D42DFB6762F94889475AB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fine Arts Protection Act of 2025</short-title></quote>.</text></section> <section id="HFF62E6FA5AC8407C886F58FEF2528FAB"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HADAF51E3F9C94B14831BAE41B68B9C85"><enum>(1)</enum><text>Art plays an important role in helping people preserve and understand history.</text></paragraph> <paragraph id="H33375EE986BD47C89A5CEAB1EF0C8402"><enum>(2)</enum><text>The Fine Arts Program of the General Services Administration contains the Fine Arts Collection, one of the oldest and largest public arts collections in the United States.</text></paragraph> 
<paragraph id="H20629BD932A54990A76DE30A70A4B959"><enum>(3)</enum><text>The Fine Arts Program of the General Services Administration helps preserve historic works of cultural significance, including works commissioned under New Deal programs.</text></paragraph></section> <section id="H944D1CD125BB45D8ABB89B2C27199036"><enum>3.</enum><header>Review of Fine Arts Program</header> <subsection id="HDC10484E82B04AD1B504104DA5D32343"><enum>(a)</enum><header>Review of Fine Arts Program</header> <paragraph id="HF502492758A24AA1AB3C2B2F8DF6C489"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Comptroller General shall initiate a review of the Fine Arts Program of the General Services Administration.</text></paragraph> 
<paragraph id="H5FEC5F4D397B419DBA67F7427B37A73C"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">In conducting the review required under paragraph (1), the Comptroller General shall carry out the following:</text> <subparagraph id="H117EADF17B694E0CB888892BE75A98A2"><enum>(A)</enum><text display-inline="yes-display-inline">Survey each piece of art contained in the Fine Arts Collection of the General Services Administration.</text></subparagraph> 
<subparagraph id="HC45583918CB94739930E8A9BA7D4AD2F"><enum>(B)</enum><text display-inline="yes-display-inline">Provide an estimate for the economic value of the Fine Arts Collection, including each work commissioned under a New Deal program.</text></subparagraph> <subparagraph id="HFE045415D2354110BC8DC55C00A47B08"><enum>(C)</enum><text display-inline="yes-display-inline">Review the stewardship by the General Services Administration of the Fine Arts Program.</text></subparagraph> 
<subparagraph id="HAB8FF0E4A76F42318903DB16C30870AA"><enum>(D)</enum><text display-inline="yes-display-inline">Explore whether the staffing and funding levels of the Fine Arts Program for the fiscal year in which the review is conducted are sufficient to manage and preserve the Fine Arts Collection.</text> </subparagraph> <subparagraph id="H1BA5595F9F4F4987AA68E36A1FBBEE55"><enum>(E)</enum><text display-inline="yes-display-inline">Examine how the management by the General Services Administration of the Fine Arts Collection compares to other entities that preserve and manage art collections of similar size.</text></subparagraph> 
<subparagraph id="H4758D1E903C440F1B49B02AD53381B8C"><enum>(F)</enum><text display-inline="yes-display-inline">Examine whether the General Services Administration, given plans to continue reducing the staff and budget of the General Services Administration, has or should have plans to find a new home for the Fine Arts Collection.</text></subparagraph></paragraph></subsection> <subsection id="H5FA9EE7B55CD43BE89ED2C62E31649F2"> <enum>(b)</enum> <header>Report to Congress</header> <paragraph id="H77AFD22C3B1F47388307C8A517C9B712"> <enum>(1)</enum> <header>In general</header> <text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Comptroller General shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report regarding the review conducted under subsection (a).</text>
                </paragraph>
                <paragraph id="H2DC231B77DE547F59C9B730F270ECBC3">
                    <enum>(2)</enum>
                    <header>Contents of report</header>
 <text display-inline="yes-display-inline">The report required under paragraph (1) shall include—</text>
                    <subparagraph id="H23A5ACA0C7454DB99DFE18C324493FF0">
                        <enum>(A)</enum>
 <text>the findings of the review conducted under subsection (a); and</text> </subparagraph> <subparagraph id="H5D2A6EFFEE7646F9B2F62DE60541732A"> <enum>(B)</enum> <text>any recommendations for improvements in the management of the Fine Arts Collection, including whether the Fine Arts Program of the General Services Administration should continue managing the Fine Arts Collection.</text>
                    </subparagraph>
                </paragraph>
            </subsection> </section>
