<section id="HB2A1BF7E701741F1831A8DEA3EB14F61" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combating Lethal Elements and Narcotics in the Pacific Act of 2025</short-title></quote> or the <quote><short-title>CLEAN Pacific Act of 2025</short-title></quote>.</text></section> 
<section id="H4642A3DA013942F8AF446F93555CC50A"><enum>2.</enum><header>Establishment of the Pacific Counternarcotics Initiative</header> 
<subsection id="HAA4B643C4485435BADF4DF750E1D230D"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish a <quote>Pacific Counternarcotics Initiative</quote> program to assist beneficiary countries with the following:</text> <paragraph id="H93B4BA3063D348B9887336EDE799A85E" display-inline="no-display-inline"><enum>(1)</enum><text>Improving and increasing the rates at which listed chemicals are seized and destroyed.</text></paragraph> 
<paragraph id="H687976862964483CB0F02453AD7F6E4E"><enum>(2)</enum><text>Alleviating the backlog of—</text> <subparagraph id="H0BF43C3BF02441B7965600C1B40A7558"><enum>(A)</enum><text>listed chemicals to be destroyed; and</text></subparagraph> 
<subparagraph id="H23B2142754F640499BBAE62682A8CA02"><enum>(B)</enum><text>hazardous waste, generated by illicit drug trafficking, to be disposed of in an environmentally safe and effective manner.</text></subparagraph></paragraph> <paragraph id="H104D9D119AAC4134A0A1723668EFEFE1"><enum>(3)</enum><text>Ensuring that seized listed chemicals are not reintroduced into illicit drug production streams.</text></paragraph> 
<paragraph id="HD2F98135F17F4AEA961BCA376EE7FB1E"><enum>(4)</enum><text>Freeing up storage space for seized listed chemicals.</text></paragraph> <paragraph id="HC0DC240A1B8E4A65821CCA02EB5CBE40"><enum>(5)</enum><text>Reducing the environmental impact of listed chemicals and associated waste.</text></paragraph> 
<paragraph id="H196EAFF6A59B498D98C62AE26FB3DE01"><enum>(6)</enum><text>Promoting international law enforcement efforts, such as international training and interoperable systems and other shared equipment.</text> </paragraph> <paragraph id="H3713682856A54185B910EA184C79A72E"><enum>(7)</enum><text>Improving the capability of, and infrastructure necessary for, law enforcement to seize and destroy listed chemicals.</text></paragraph></subsection> 
<subsection id="H0D99A7DD8DAB45A59A49CB800FC8279E" display-inline="no-display-inline"><enum>(b)</enum><header>Implementation plan</header> 
<paragraph id="H8C3B1DF225E94721B5F7D19BB226ACB8"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary shall submit to the appropriate congressional committees a plan explaining the manner in which the Secretary will implement the Pacific Counternarcotics Initiative program established in subsection (a).</text></paragraph> <paragraph id="H4D76A5E97D5D47F0B1CCC375BB2788EE"><enum>(2)</enum><header>Components</header><text>The implementation plan required under paragraph (1) shall include the following:</text> 
<subparagraph id="H08292BF4D9184CF0ACF0E85D1A8EBEF7"><enum>(A)</enum><text display-inline="yes-display-inline">A timeline for when assistance to beneficiary countries will begin.</text> </subparagraph> <subparagraph id="H78060273FB0148A0A99A312C68E94AE3"><enum>(B)</enum><text>A 5-year strategy for each beneficiary country that includes a timeline, budgetary projections, anticipated outcomes, and an overview of objectives.</text></subparagraph> 
<subparagraph id="HD344D58FB20C446EA2B3CA37BF5141EA"><enum>(C)</enum><text>Specific, measurable benchmarks to track the progress beneficiary countries make towards achieving the outcomes listed under subsection (a).</text></subparagraph> <subparagraph id="H3F01F26F8DBB48A3AE9E55AB32192F5D"><enum>(D)</enum><text display-inline="yes-display-inline">The roles and responsibilities of each relevant Secretary, their respective department, and any other Federal department or agency in carrying out the Pacific Counternarcotics Initiative program.</text></subparagraph> 
<subparagraph id="H232DFBCD228F4083A7A06AC5450A7C17"><enum>(E)</enum><text display-inline="yes-display-inline">A plan to address security vulnerabilities and corruption risks, that directly impede the seizure, storage, and destruction of listed chemicals, in each beneficiary country.</text> </subparagraph> <subparagraph id="H3328EFF16B44418EA7A64E11CB58BFCB"><enum>(F)</enum><text display-inline="yes-display-inline">A plan to update the appropriate congressional committees on the results of the Pacific Counternarcotics Initiative program.</text> </subparagraph> 
<subparagraph id="H1271204E92714146AE66FE267AA93524"><enum>(G)</enum><text>An itemized list, for each beneficiary country, of the law enforcement capabilities the Secretary determines—</text> <clause id="H71C62890E8934B22A214CB03417CB2FA"><enum>(i)</enum><text>are necessary within the beneficiary country to achieve the outcomes listed under subsection (a);</text> </clause> 
<clause id="H4E899D895D8B4812A4CCC7308A978DF2"><enum>(ii)</enum><text>are not offered by law enforcement in the beneficiary country; and</text></clause> <clause id="H02A3179A5A02418BB384BBD0FE0C1FE2"><enum>(iii)</enum><text>that law enforcement in the beneficiary country are capable of offering.</text></clause></subparagraph> 
<subparagraph id="HD0660C5AEC00475D95E1011CDEE74F98"><enum>(H)</enum><text>An itemized list, for each beneficiary country, of the law enforcement capabilities the Secretary determines—</text> <clause id="H8011C873FCBE4737B27DCB0BA7325CAE"><enum>(i)</enum><text>are necessary within the beneficiary country to achieve the outcomes listed under subsection (a);</text> </clause> 
<clause id="HB08AAF2A12E2466EB838EE606327F73B"><enum>(ii)</enum><text>are not offered by law enforcement in the beneficiary country;</text></clause> <clause id="H23212C91767A4D38BD8156548066D06C"><enum>(iii)</enum><text display-inline="yes-display-inline">that law enforcement in the beneficiary country are not capable of offering; and</text></clause> 
<clause id="H0B82FF5229E3410BA289CE21FA911EE4"><enum>(iv)</enum><text>that the United States is capable of offering to law enforcement in the beneficiary country.</text></clause></subparagraph> </paragraph> <paragraph id="HBA0CE0141A234509ADA02C11F59816A3"> <enum>(3)</enum> <header>Annual progress report</header> <text>Not later than 1 year after the date on which the implementation plan is required to be submitted under paragraph (1), and annually thereafter for 5 years, the Secretary shall submit to the appropriate congressional committees a report on the results of the Pacific Counternarcotics Initiative program from the previous fiscal year, including—</text>

                                                  <enum>(A)</enum>
 <text display-inline="yes-display-inline">the progress of each beneficiary country participating in such program towards achieving the outcomes listed under subsection (a);</text>
                                                  </subparagraph>
                                                  <subparagraph
                                                  id="HCCF36EAA5CA24ECD914EC3DFD75993FE">
                                                  <enum>(B)</enum>
 <text display-inline="yes-display-inline">with respect to each beneficiary country participating in such program, compliance with, and progress toward, meeting the benchmarks listed for each such country in the implementation plan; and</text>
                                                  </subparagraph>
                                                  <subparagraph
                                                  id="H594B8794891743A1A156F949FFB2DB84">
                                                  <enum>(C)</enum>
 <text display-inline="yes-display-inline">the type and quantity of listed chemicals destroyed by each beneficiary country participating in such program from the previous fiscal year.</text>
                                                  </subparagraph>
                                                </paragraph></subsection> </section> 
<section id="H9BCC2D64EC4E485C9EDEB43906238B4E"><enum>3.</enum><header>Funding</header><text display-inline="no-display-inline">The Secretary of State shall use amounts otherwise authorized to be appropriated to carry out section 481 of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2291">22 U.S.C. 2291</external-xref>) to carry out this Act.</text></section> <section id="HCB9DD4BABD234A0C83BDFF2FB5CD70BB"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HAC0902DE730A4AD7BF20E69F57B4A3A2"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means—</text> <subparagraph id="HC4C50EF7FA994F6A8D764693A409D4E9"><enum>(A)</enum><text>the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate; and</text></subparagraph> 
<subparagraph id="HD52B8EE1329F405DA33CBC2B1E726B56"><enum>(B)</enum><text>the Committees on the Judiciary of the House of Representatives and the Senate.</text></subparagraph></paragraph> <paragraph id="H65845C63659B478492821AD3F8CFF19E"><enum>(2)</enum><header>Beneficiary countries</header> <subparagraph id="H37D7EB7E488442EAB18810EF47396F43"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), the term <quote>beneficiary countries</quote> means—</text> 
<clause id="HCBCBA19C08BC4EA2A7E82BF434AFA4AB"><enum>(i)</enum><text>the Cook Islands;</text></clause> <clause id="H66246BE57C4344CFACDCE0C4ADAD5D79"><enum>(ii)</enum><text>the Federated States of Micronesia;</text></clause> 
<clause id="HC18E2582743D40A3A8AF41390C967972"><enum>(iii)</enum><text>the Republic of Fiji;</text></clause> <clause id="HCEAC2840EFAA424B8A07AB033EDDD54B"><enum>(iv)</enum><text>French Polynesia;</text></clause> 
<clause id="H0997CCA1A7BE4965941005F00F3AB881"><enum>(v)</enum><text>the Republic of Kiribati;</text></clause> <clause id="H6C252A7AF05E445F967D81F1D3FBF0C7"><enum>(vi)</enum><text>the Republic of Nauru;</text></clause> 
<clause id="H935031443F754E8FAE041913E42D3545"><enum>(vii)</enum><text>New Caledonia;</text></clause> <clause id="HE659898632D944848F9C5878B672D53C"><enum>(viii)</enum><text>Niue;</text></clause> 
<clause id="HA696960267BC44EFB45E1D20E2CFD98A"><enum>(ix)</enum><text>the Republic of Palau;</text></clause> <clause id="HB6969146587544BE928FAE02C84C8FC8"><enum>(x)</enum><text>the Independent State of Papua New Guinea;</text></clause> 
<clause id="H300BBE7D919A42869F8663131A4C33C9"><enum>(xi)</enum><text>the Republic of Marshall Islands;</text></clause> <clause id="H266EC3703B30453391875A4EAD2F9F9F"><enum>(xii)</enum><text>the Independent State of Samoa;</text></clause> 
<clause id="H1AEE7CED74B346098E9126181DB5C762"><enum>(xiii)</enum><text>the Solomon Islands;</text></clause> <clause id="HB38F728D319243589747CE75FF58BB69"><enum>(xiv)</enum><text>the Kingdom of Tonga;</text></clause> 
<clause id="H52105E51AB864565A423DB4D13A4B830"><enum>(xv)</enum><text>Tuvalu; and</text></clause> <clause id="H84DBE59D000C429BB87A11428A3442C6"><enum>(xvi)</enum><text>the Republic of Vanuatu.</text></clause></subparagraph> 
<subparagraph id="H8FD0119A585146E1BAC3A152609C6417"><enum>(B)</enum><header>Updates</header><text>The Secretary may add or remove any country from the list under subparagraph (A) after providing written notification of such change to the appropriate congressional committees.</text> </subparagraph></paragraph> <paragraph id="HA37599F9343C45538F41EE86F90199B8"><enum>(3)</enum><header>Listed Chemical</header><text>The term <quote>listed chemical</quote> has the meaning given such term in section 102 of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/802">21 U.S.C. 802</external-xref>).</text></paragraph> 
<paragraph id="HC73361A5DD5B49DDBD0A20D9C32254DB"><enum>(4)</enum><header>Relevant Secretary</header><text display-inline="yes-display-inline">The term <quote>relevant Secretary</quote> means the Secretary of State, the Secretary of Defense, and the Attorney General.</text></paragraph> <paragraph id="H909CB146DE2A46F8877A85474CC61311"><enum>(5)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the Secretary of State in consultation with the Secretary of Defense and the Attorney General, except as otherwise specified.</text></paragraph> 
<paragraph id="HE2C8E3AAEEC64382835941E38953A06C"><enum>(6)</enum><header>Interoperable systems</header><text display-inline="yes-display-inline">The term <quote>interoperable systems</quote> means communications, data sharing, and operational equipment that enables seamless coordination between beneficiary countries and United States law enforcement agencies.</text></paragraph> </section> </legis-body></bill>
