<section id="HB3AADDC5D677420990F42E905EBBD5ED" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Limiting Extremist Travel to the United Nations Act</short-title></quote>.</text></section> 
<section id="H1F3E8CC8B7244FF18A717FA124D61ABB"><enum>2.</enum><header>Travel conditions required</header> 
<subsection id="H4C9AE0C9CA09470899DDAAFFB91C731E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall implement travel conditions described in subsection (b) for the officials of the following countries, entities, and United Nations organizations for attending any official meeting of the United Nations at the United Nations Headquarters Building in New York City:</text> <paragraph id="H4069156A22A34C29BA190845DF2EE894"><enum>(1)</enum><text>Any official of Iran.</text></paragraph> 
<paragraph id="HC89940144DA54AE3B52D0288ED0EDCE3"><enum>(2)</enum><text>Any official whom the Secretary of State certifies maintains any official association or membership with any Foreign Terrorist Organization (FTO), to include any political wing of such organization.</text></paragraph> <paragraph id="H4D06CD230DFC406DB5600378E1A5DA3C"><enum>(3)</enum><text>Any official of a United Nations organization to which the United States is not a member.</text></paragraph></subsection> 
<subsection id="H3E4187A3645D4863A7F65E1A3C989880"><enum>(b)</enum><header>Travel conditions described</header><text>Notwithstanding any other provision of law:</text> <paragraph id="H37A420DD44D046AE8BF98F4DC51C1C25"><enum>(1)</enum><text>Any official described in paragraph (1) or (2) of subsection (a) attending any official meeting of the United Nations, to include the United Nations General Assembly, may not be physically present outside of the following areas:</text> 
<subparagraph id="H468CA86048B44705800404B6304DB502"><enum>(A)</enum><text>The closest route between John F. Kennedy International Airport (JFK), Newark Liberty International Airport (EWR), Teterboro Airport (TEB) and the United Nations Headquarters Building.</text></subparagraph> <subparagraph id="H77B28DF3E69F48EDBDBDF9D663BA6F6B"><enum>(B)</enum><text display-inline="yes-display-inline">The closest route between the United Nations Headquarters Building and—</text> 
<clause id="H95E21413DE5C401AACD197691C11A834"><enum>(i)</enum><text>the official’s hotel or other accommodation; or</text></clause> <clause id="H6844BCF787564A9EAD74749D1513A28C"><enum>(ii)</enum><text>the official’s representative office to the United Nations.</text></clause></subparagraph> 
<subparagraph id="H49B77F7C75994312926C1CC3DF025634"><enum>(C)</enum><text>Additionally, the Secretary of State may only permit the validity of such visa for no more than one day prior to the commencement of, or one day following the closing of the United Nations General Assembly meeting.</text></subparagraph></paragraph> <paragraph id="H79FA06D448674113B5334B371AAAC322"><enum>(2)</enum><text display-inline="yes-display-inline">Any official of any United Nations organization which the United States is not a member may not be physically present outside of the 25-mile radius of the United Nations Headquarters Building, and may not be physically present at any institute of higher education within such 25-mile radius of the United Nations Headquarters Building.</text></paragraph></subsection> 
<subsection id="H078A0F523FDD4313AFDB6735925BCD8B"><enum>(c)</enum><header>Exceptions</header><text display-inline="yes-display-inline">The following exceptions shall apply with respect to the travel conditions described in subsection (b):</text> <paragraph id="HA551F20051CE43BE9436553A6E2C5620"><enum>(1)</enum><text display-inline="yes-display-inline">If the closest route to and from JFK, EWR, or TEB airports is not accessible or there exists a reasonable security concern, as determined by the Department of State or Department of Homeland Security, then the next closest route may be utilized.</text></paragraph> 
<paragraph id="H39FF4FABE5684FC1A86EE166DFA57C5E"><enum>(2)</enum><text>If the closest route between the United Nations Headquarters Building and the official’s hotel or other accommodation or the official’s representative office to the United Nations is not accessible or there exists a reasonable security concern, as determined by the Department of State or Department of Homeland Security, then the next closest route may be utilized.</text></paragraph> </subsection> <subsection id="H79CCA85880EC4DC795D3F69CD331D38D"><enum>(d)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section may be construed to apply to an individual who is a United States citizen or legal permanent resident.</text> </subsection> </section>
