R. 493</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250116">January 16, 2025</action-date><action-desc><sponsor name-id="C001078">Mr. Connolly</sponsor> (for himself, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="L000602">Ms. Lee of Pennsylvania</cosponsor>, <cosponsor name-id="S001230">Mr. Subramanyam</cosponsor>, <cosponsor name-id="L000562">Mr. Lynch</cosponsor>, <cosponsor name-id="B001292">Mr. Beyer</cosponsor>, and <cosponsor name-id="M000687">Mr. Mfume</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To increase the rates of pay under the statutory pay systems and for prevailing rate employees by 4.3 percent, and for other purposes.</official-title></form><legis-body id="H0BD97ECB5716447580E7D51D457666E9" style="OLC"><section id="H9D4B38C6FFB0423BB2B4E7B71E8F9DBC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Adjustment of Income Rates Act</short-title></quote> or the <quote><short-title>FAIR Act</short-title></quote>.</text></section><section id="HA38745D03F024A209D893500938D583F" section-type="subsequent-section"><enum>2.</enum><header>Adjustment to rates of pay</header><subsection id="H8B713B12F384421DB2ABC9482402B0D4"><enum>(a)</enum><header>Statutory pay systems</header><text display-inline="yes-display-inline">For calendar year 2026, the percentage adjustment under section 5303 of title 5, United States Code, in the rates of basic pay under the statutory pay systems (as defined in section 5302 of title 5, United States Code) shall be 3.3 percent.</text></subsection><subsection id="H531CD32791794D8BA5ABB62732922AFF"><enum>(b)</enum><header>Prevailing rate employees</header><text display-inline="yes-display-inline">Notwithstanding the wage survey requirements under section 5343(b) of title 5, United States Code, for fiscal year 2026, the rates of basic pay (as in effect on the last day of fiscal year 2025 under section 5343(a) of such title) for prevailing rate employees in each wage area and the rates of basic pay under sections 5348 and 5349 of such title shall be increased by 3.3 percent.</text></subsection></section><section id="HD6F24D509B1C4EABBB613547FCBB273C"><enum>3.</enum><header>Adjustment to locality pay</header><text display-inline="no-display-inline">For calendar year 2026, the percentage adjustment under section 5304 of title 5, United States Code, shall be an increase of 1 percent.</text></section></legis-body></bill>
