<section id="HA9CF080755154DF5BAB9D49B0014E40A" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Utilize Standards for All Act</short-title></quote> or the <quote><short-title>USA Act</short-title></quote>.</text></section> 
<section id="H109954C546CE4240A98B6088FB8A14E2" commented="no"><enum>2.</enum><header>Importance of international standards development</header> <text display-inline="no-display-inline">Section 10245 of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/167">Public Law 117–167</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/18951">42 U.S.C. 18951</external-xref>) is amended by amending subsection (a) to read as follows:</text> <quoted-block style="OLC" id="H7782B70D94834D599EB7E3DF55130DC7" display-inline="no-display-inline"> <subsection id="HA3BCE1325A11400FA96D4391C7CEA875" commented="no"><enum>(a)</enum><header>Importance of international standards development</header><text display-inline="yes-display-inline">The Director shall carry out the following:</text> 
<paragraph id="HBC9E0113359C42B7B0D7C7D559A64275" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">Advance the principles of openness, transparency, due process, appeals, and consensus in the development of international standards.</text></paragraph> <paragraph id="H70394E0AC11243058DAC8B25E2B4D25E" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">Shall promote voluntary consensus standards, developed through a private sector-led process (domestically and internationally) in accordance with the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/271">15 U.S.C. 271 et seq.</external-xref>), as in effect on the day before the date of the enactment of this subsection, which are the cornerstone of the United States standardization system and serve as the basis for a sound national economy and the key to global market access.</text></paragraph> 
<paragraph id="H435DFABDF72A4688989A74E62A80A752" commented="no"><enum>(3)</enum><text>Strengthen the unique United States public-private partnerships approach to advance United States interests in standards development, as such is critical to United States economic competitiveness.</text></paragraph> <paragraph id="H849723FF63B94C57BEEA28AEF0976DF4" commented="no"><enum>(4)</enum><text>In coordination with the heads of relevant Federal agencies, ensure cooperation and coordination across Federal agencies to partner with and support private sector stakeholders regarding standards development for emerging technologies.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
