Short title

This Act may be cited as the Blue Envelope Act of 2025.

Highway safety improvement program

Section 148(a)(11)(B)(ii) of title 23, United States Code, is amended by striking laws; and inserting laws, including a project to improve interactions between a motor vehicle operator who has difficulty communicating through speech and a law enforcement officer during a motor vehicle stop, commonly referred to as a blue envelope program;.
