<section id="HC0D05CB1923249EA967472CA1E88128C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Ineffective Paper Straws Act</short-title></quote> or the <quote><short-title>SIPS Act</short-title></quote>.</text></section> <section id="HAD319E81824F4260B422FEBC1AAD5A12"><enum>2.</enum><header>Ending procurement and forced use of paper straws</header> <subsection id="HCB65B21F2AEC4B1E8FACBE8CDCA03533"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">A covered agency that procures or provides for use a straw during the performance of a contract in a facility that is owned or leased by such covered agency shall ensure that any such straw has the strength and durability of a plastic straw.</text></subsection> 
<subsection id="HEF81EF8F59D64381B6865AEAC90913C0"><enum>(b)</enum><header>Representation</header><text display-inline="yes-display-inline">A person who submits a bid or offer to a covered agency shall represent, by submission of such bid or offer, that such person—</text> <paragraph id="HFED381260DCF449FA23BEA3564860045"><enum>(1)</enum><text display-inline="yes-display-inline">does not have any policy promoting the use of a paper straw or penalizing the use of a plastic straw;</text></paragraph> 
<paragraph id="H5811090B5B4F44848C91C3D9724D2183"><enum>(2)</enum><text>shall not provide any paper straw in the performance of any contract; and</text></paragraph> <paragraph id="HDE1E77CE82824ABBB2A361BF0B32B52A"><enum>(3)</enum><text>shall ensure that any straw such person provides in the performance of any contract has the strength and durability of a plastic straw.</text></paragraph></subsection> 
<subsection id="H0B6AA8BD8D7149B98EDDC48EB1A8C9B1"><enum>(c)</enum><header>Covered agency defined</header><text>In this section, the term <term>covered agency</term> means—</text> <paragraph id="H8B53B9E687B5474DBB842F6D63B3A242"><enum>(1)</enum><text>the Office of Management and Budget;</text></paragraph> 
<paragraph id="H5A682C6370AA4F88B567C12B52223194"><enum>(2)</enum><text>the Office of Federal Procurement Policy;</text></paragraph> <paragraph id="HC09016CE5BE1477FBEEB0FD19FF76A28"><enum>(3)</enum><text>the Department of Defense;</text></paragraph> 
<paragraph id="HE1D7C02471784300A697465BF695A07F"><enum>(4)</enum><text>the General Services Administration; and</text></paragraph> <paragraph id="H07DE5028EFD14BA79A364043C36BD505"><enum>(5)</enum><text display-inline="yes-display-inline">the National Aeronautics and Space Administration.</text> </paragraph></subsection></section>
