<section id="H0D34FC2E852C42549B5BF90AB2BB00D3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transportation Emergency Relief Extension Act</short-title></quote>.</text></section> <section id="H767C330BCF1142CAAEF1A24E7493FD3A"><enum>2.</enum><header>Federal-aid highway emergency relief</header><text display-inline="no-display-inline">Section 125 of title 23, United States Code, is amended by adding at the end the following:</text>

<subsection id="H93E5F9A3476B4843B5C11DE56671DBFE"><enum>(h)</enum><header>Imposition of deadline</header>
<paragraph id="H16F0495B2C7B47FD82DCA9CC08C99273"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, the Secretary may not require any project funded under this section to advance to the construction obligation stage before the date that is the last day of the sixth fiscal year after the later of—</text> <subparagraph id="H137A99EFAEE240B5B22BFC955E0CAF06"><enum>(A)</enum><text>the date on which the Governor declared the emergency, as described in subsection (d)(1)(A); and</text></subparagraph>
<subparagraph id="H5D929B981184441BBB51D2867C9B6470"><enum>(B)</enum><text>the date on which the President declared the emergency to be a major disaster, as described in that subsection.</text></subparagraph></paragraph> <paragraph id="H3BBD1C8517D54E14BF3CDB6F57ABB00B"><enum>(2)</enum><header>Extension of deadline</header><text>If the Secretary imposes a deadline for advancement to the construction obligation stage pursuant to paragraph (1), the Secretary may—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="H93E0DA7759924FA1822AFE2BE3968688"><enum>(A)</enum><text display-inline="yes-display-inline">on the request of the Governor of the State, issue an extension of not more than 1 year to complete the advancement; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H13C1FE767D834300A5E6B8C44FBDB97A"><enum>(B)</enum><text display-inline="yes-display-inline">issue additional extensions after the expiration of any extension, if the Secretary determines the Governor of the State has provided suitable justification to warrant such an extension.</text></subparagraph></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="H5E8AF98AFA7D405097BD4E5D5439C3D5"><enum>(i)</enum><header>Emergency relief manuals</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this subsection and every 2 years thereafter, the Secretary shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="H53E05A192B1B43ECBDBF6C5223B5A2C5"><enum>(1)</enum><text display-inline="yes-display-inline">update the Emergency Relief Manual of the Federal Highway Administration;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H40E0B739FD414222A0300489388C5AAA"><enum>(2)</enum><text display-inline="yes-display-inline">provide the updated Manual to each State department of transportation; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HDBA53C0BF3564C74866F27AC6C4E75F7"><enum>(3)</enum><text display-inline="yes-display-inline">make the updated Manual publicly available on a website of the Secretary.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
