<section id="H8D2E3EA98DEC497E9A03F38927F2858B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stomach Cancer Prevention and Early Detection Act</short-title></quote>.</text></section> <section id="HA087521E46434CA3B16BC43698856195"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H6E69B71FC7D44BC39D38ED690607C9BF"><enum>(1)</enum><text>Stomach cancer accounts for about 1.5 percent of all new cancers diagnosed in the United States each year.</text></paragraph> <paragraph id="H60BFBEFFF8F149638A4874A20E3F0D23"><enum>(2)</enum><text display-inline="yes-display-inline">It is estimated that there will be nearly 30,300 new cases of stomach cancer in 2025.</text></paragraph> 
<paragraph id="HFE43B1D6BCF2423ABA9748C72EF11975"><enum>(3)</enum><text display-inline="yes-display-inline">There are disparities in stomach cancer incidence and mortality among racial and ethnic groups in the United States.</text></paragraph> <paragraph id="H187D71D706864ADD805A34EEFAEA4C6B"><enum>(4)</enum><text display-inline="yes-display-inline">While there has been a decline in stomach cancer incidence, the lack of awareness and focus on risk factors and early detection through screening and surveillance may cause individuals at high risk for the disease to dismiss their symptoms.</text></paragraph> 
<paragraph id="H00EF03CD510A460289A8986BDCA4AC6E"><enum>(5)</enum><text>Establishing a basis for stomach cancer prevalence, awareness, current screening, and implications for future public health importance will allow for—</text> <subparagraph id="H8E6A585C9F3D4B4699E5ABD2B560F520"><enum>(A)</enum><text>more effective outreach and screening among individuals at risk;</text></subparagraph> 
<subparagraph id="H7352508A32424A3281EF5EBD257F3FE1"><enum>(B)</enum><text>increased awareness and education among the general public to prevent stomach cancer; and</text></subparagraph> <subparagraph id="H401C5F3B02AA495A888DB04E40F5D2C3"><enum>(C)</enum><text>increased awareness and education among health care providers regarding gastric cancer disparities, screening, treatment, and monitoring.</text></subparagraph></paragraph></section> 
<section id="H76F39ACB04BF44AAB9D4955D6F644737"><enum>3.</enum><header>NCI review on current state of stomach cancer incidence, prevention, screening, awareness, and future public health importance</header> 
<subsection id="HB1B29A0472F243B7B6068A5FC8AD4251"><enum>(a)</enum><header>Review</header><text display-inline="yes-display-inline">The Director of the National Cancer Institute shall conduct a review of—</text> <paragraph id="HDCFDD43BD5D1432CB193335EE7D7F6BA"><enum>(1)</enum><text>the current incidence of stomach cancer in the United States;</text></paragraph> 
<paragraph id="H8FAEA1E87C64458CB6558070A4A6C207"><enum>(2)</enum><text>the risk factors for stomach cancer, including the incidence of such risk factors among high-risk populations and the general public;</text></paragraph> <paragraph id="HDB9AAFAB2AAB48E49CF869BF0F3813C3"><enum>(3)</enum><text display-inline="yes-display-inline">the optimal age range to test for and treat Helicobacter pylori (H. pylori) infection, as a risk factor, for the purpose of primary prevention in high-risk populations and the general population;</text></paragraph> 
<paragraph id="H52CCA3B1E62C4F1B9B9474F60261085F"><enum>(4)</enum><text>the availability and frequency of screening for stomach cancer, including utilization and effectiveness, among high-risk populations;</text></paragraph> <paragraph id="H8A5CB70DD2D646D4AC76C5F04BA0A8E9"><enum>(5)</enum><text display-inline="yes-display-inline">the availability and effectiveness of endoscopic screenings in high-risk populations;</text></paragraph> 
<paragraph id="H9EC44F6AF54D4468A3DB60A17423A3C9"><enum>(6)</enum><text>the availability and effectiveness of endoscopic resection and surveillance endoscopy for patients with confirmed gastric intestinal metaplasia (GIM) with high-grade dysplasia and early gastric cancer;</text></paragraph> <paragraph id="H5A6BCD98D7F0406B8D4C1B5F8F9FB302"><enum>(7)</enum><text display-inline="yes-display-inline">the benefits of surveillance endoscopy for patients at elevated risk, including patients with gastric intestinal metaplasia (GIM) who are at increased risk of gastric cancer due to ethnic background, family history, or other risk stratification parameters such as smoking and H. pylori infection;</text></paragraph> 
<paragraph id="HA19B47D69E4A4818B3C2168C95FA4125"><enum>(8)</enum><text>current awareness and education about stomach cancer risk factors, prevention, symptoms, screening, and treatment options among high-risk populations and the general public; and</text></paragraph> <paragraph id="H9817F081FA7D437AA4C9E7E1CC5E989F"><enum>(9)</enum><text>current Federal efforts to increase awareness and education of stomach cancer among high-risk populations and the general public.</text></paragraph></subsection> 
<subsection id="H226EFA052DA2463997AD3CBFE6B15AF1"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Director of the National Cancer Institute shall—</text> <paragraph id="H26ECB8D1063748B0AB176DD6011D6A2A"><enum>(1)</enum><text>submit to the Congress a report on the results of the review under subsection (a); and</text></paragraph> 
<paragraph id="H0AB3A2B24C014D59AABA473043A6AACB"><enum>(2)</enum><text>include in such report recommendations for—</text> <subparagraph id="H22FD808E0BE74F8192959C6E41875ECB"><enum>(A)</enum><text display-inline="yes-display-inline">establishing a clear definition of high-risk populations in the United States;</text></subparagraph> 
<subparagraph id="H53C7C973E1C241708F903921FC71365E"><enum>(B)</enum><text display-inline="yes-display-inline">informing researchers, clinicians, physicians, patients, and other relevant stakeholders on—</text> <clause id="H09185E8CE28C49BDA5BE2633F3FBD643"><enum>(i)</enum><text>identifying high-risk individuals; and</text></clause> 
<clause id="H51955E67BD814732AEA194705893A0DC"><enum>(ii)</enum><text>effective methods for detecting precancerous lesions and early gastric cancer;</text></clause></subparagraph> <subparagraph id="HA90D7784357340FB9EE0F9C13BE81590"><enum>(C)</enum><text>establishing routine screening guidelines for stomach cancer; and</text></subparagraph> 
<subparagraph id="HFC918A40F5F54C4CB13798643E61E147"><enum>(D)</enum><text>actions to improve research on, prevention and early diagnosis of, and screening and treatment for stomach cancer.</text></subparagraph></paragraph></subsection></section> <section id="H8358E83EEA7440DEA5395CA04025DC44" commented="no"><enum>4.</enum><header>Department of Defense study on stomach cancer incidence and risk factors among military personnel</header> <subsection id="HFDE642D4BD1D4D7F8C4A60311276058F" commented="no"><enum>(a)</enum><header>Study</header><text>The Secretary of Defense, in coordination with the Director of the National Cancer Institute and the Director of the Centers for Disease Control and Prevention, shall conduct a study on the incidence, risk factors, prevention, and early detection of stomach cancer among members of the Armed Forces and former members of the Armed Forces.</text></subsection> 
<subsection id="HEA624A0DA1864A628AE17143BA702774" commented="no"><enum>(b)</enum><header>Elements</header><text>The study under subsection (a) shall include—</text> <paragraph id="H0EBF1E3E28964D10A9FFDDBCFE520607"><enum>(1)</enum><text>an examination of—</text> 
<subparagraph id="H14F0A79B6DA94FE7927CF94478321641" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">the incidence, prevalence, and mortality rates of stomach cancer among members of the Armed Forces serving on active duty and former members of the Armed Forces who served on active duty;</text></subparagraph> <subparagraph id="H3961340F724B4BDA8FE2AC10F9557CDD" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">the identification of service-related or deployment-related risk factors, including exposure to burn pits, hazardous chemicals, contaminated water, occupational hazards, and endemic infections such as Helicobacter pylori (H. pylori);</text></subparagraph> 
<subparagraph id="HA15BD4CDB8484E4B97EC6AEFF1D55BA9" commented="no"><enum>(C)</enum><text>disparities in stomach cancer outcomes based on race, ethnicity, gender, Armed Force, or geographic deployment history within military populations;</text></subparagraph> <subparagraph id="H935E071E432B4184BFC458111E28A644" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">the availability and use of stomach cancer screening, diagnostic, and treatment services within the military health system and the health system of the Department of Veterans Affairs; and</text></subparagraph> 
<subparagraph id="H43C57A0F76374165B59C02D3AE252F7F" commented="no"><enum>(E)</enum><text display-inline="yes-display-inline">opportunities to improve prevention and early detection strategies within the military health system and the health system of the Department of Veterans Affairs; and</text></subparagraph></paragraph> <paragraph id="H60A365F9A2A24F7781BC0A695632CC45" commented="no"><enum>(2)</enum><text>relevant coordination with the Surveillance, Epidemiology, and End Results Program and other national cancer registries to ensure comprehensive data collection and analysis.</text></paragraph></subsection> 
<subsection id="H110A821B326444BEB902E6CE909F4677" commented="no"><enum>(c)</enum><header>Report</header><text>Not later than 18 months after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report on the findings of the study under subsection (a), including—</text> <paragraph id="H8A491859571A476A894F771D9FB00E3F" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">policy and programmatic recommendations to reduce stomach cancer incidence and mortality among members of the Armed Forces and former members of the Armed Forces; and</text></paragraph> 
<paragraph id="HA6F58D2E836F4884A297B5A43EDF08C0" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">proposed strategies for integrating stomach cancer awareness, screening, and treatment protocols into the military health system and the health system of the Department of Veterans Affairs.</text></paragraph></subsection></section> </legis-body></bill>
