which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to conduct a study on the long-term physiological and psychological effects of military aviation veterans who served as aviators in the Armed Forces, and for other purposes.</official-title></form><legis-body id="HC631E7F90FD440DBB7CAB03E9F677C6C" style="OLC"><section id="HB35B3125AF2443E093428300AFEEE777" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Warrior Impact from Neurological and G-Force Stress Act</short-title></quote> or the <quote><short-title>WINGS Act</short-title></quote>.</text></section><section id="H1271D4EE9D294E5D8FC0B7E99FBED15B"><enum>2.</enum><header>Study on long-term effects of military flight operations on brain health and mental health</header><subsection id="H941D3CEFF61C4D21865EEDACD1542FD7"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall conduct a comprehensive, longitudinal study to assess the long-term physiological and psychological effects of military aviation, including with respect to high-performance flight and G-force exposure, on military aviators.</text></subsection><subsection id="H0BA75E4FD686457A8FF3E244E3FB5CE0"><enum>(b)</enum><header>Elements</header><text>The study under subsection (a) shall examine, at a minimum—</text><paragraph id="H74AD1B8788CD4A86A5BDDFD5ABFFA4C9"><enum>(1)</enum><text>the relationship between cumulative flight hours and exposure to G-forces and incidents of traumatic brain injury, sub-concussive trauma, or cognitive impairment;</text></paragraph><paragraph id="H947672512D1D4BB9BDE2C58AF569D191"><enum>(2)</enum><text display-inline="yes-display-inline">long-term mental health outcomes, including with respect to incidence of depression, anxiety disorders, and post-traumatic stress disorder, in military aviators compared to other members of the Armed Forces;</text></paragraph><paragraph id="HF43A5BC4D0AD4B678D1020B66546AD47"><enum>(3)</enum><text>the correlation between aviation-related physiological stress and suicide risk among aviators;</text></paragraph><paragraph id="H2F517F0ACD2E4ED4A5656A42ECBACF17"><enum>(4)</enum><text display-inline="yes-display-inline">the prevalence of neurodegenerative conditions (including chronic traumatic encephalopathy, amyotrophic lateral sclerosis, and Parkinson’s disease) in current and former military aviators;</text></paragraph><paragraph id="HA06569C6E8D64113958E56E3B3AD45BB"><enum>(5)</enum><text>the effect of helmet design, oxygen systems, flight suit pressurization, and other cockpit environmental factors on neurocognitive health;</text></paragraph><paragraph id="H329E95F2DF7343A48B5B4E60978F7F27"><enum>(6)</enum><text>current screening and diagnostic procedures used to detect early signs of neurological injury or psychological distress in military aviators; and</text></paragraph><paragraph id="H43113CF2977F4F6EB3CFB198CDB7E767"><enum>(7)</enum><text>recommended improvements in the monitoring, prevention, and treatment of aviation-related brain trauma and mental health challenges.</text></paragraph></subsection><subsection id="H39C3CC9DCEA44EFDBEEB3E6EB453F31A"><enum>(c)</enum><header>Consultation</header><text>In conducting the study under subsection (a), the Secretary shall consult with—</text><paragraph id="HB503901EDB494BFCA51FDACA7349DF40"><enum>(1)</enum><text>the Secretary of Defense;</text></paragraph><paragraph id="H47E2CC22B8734330832C9D7039B29BA2"><enum>(2)</enum><text>the Surgeons General of the military departments;</text></paragraph><paragraph id="H775B30B0D80F4FB580C0403E2EC65C43"><enum>(3)</enum><text>the Director of the Defense Health Agency; and</text></paragraph><paragraph id="H6F0D3065E1164069B2B5A7EE9855C203"><enum>(4)</enum><text display-inline="yes-display-inline">relevant academic institutions and federally funded research and development centers with expertise in aviation medicine, neuroscience, and psychiatry.</text></paragraph></subsection><subsection id="H7B9F57C2C2C34784A90E60FBED6F2EE2"><enum>(d)</enum><header>Pilot health registry</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall establish and maintain a centralized Military Aviator Neurohealth Registry that includes—</text><paragraph id="H88EA7B06CB584301993A9DB615312849"><enum>(1)</enum><text>anonymized health data of military aviators voluntarily participating in the study under subsection (a);</text></paragraph><paragraph id="H5CC02410A3E94831B7AD164650FDF63C"><enum>(2)</enum><text>flight exposure metrics, including cumulative hours and G-force profiles;</text></paragraph><paragraph id="H39A5CFC573224FC8BEA6637F03126569"><enum>(3)</enum><text>relevant health outcomes tracked over time; and</text></paragraph><paragraph id="HAEC19DEF36FD45E69E4B61F170373E2B"><enum>(4)</enum><text display-inline="yes-display-inline">a mechanism for longitudinal follow-up with the military aviators.</text></paragraph></subsection><subsection id="H3C9E61AEC97A428CACABB426B29A1C52"><enum>(e)</enum><header>Reports</header><paragraph id="HC891E8A25847468ABF24F616F6D97E91"><enum>(1)</enum><header>Interim report</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall submit to Congress an interim report on the study under subsection (a), including any preliminary findings and recommendations.</text></paragraph><paragraph id="HD3B111B15A8F4AC38AC4376AADCE7479"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than three years after the date of the enactment of this Act, the Secretary shall submit to Congress report on the study under subsection (a), including findings and recommendations.</text></paragraph></subsection><subsection id="H23DA0BB68A984C6E89B42BC4D9C145C8"><enum>(f)</enum><header>Military aviator defined</header><text display-inline="yes-display-inline">In this section, the term <term>military aviator</term> means a veteran who, as a member of the Armed Forces, including a commissioned officer or a warrant officer—</text><paragraph id="H4740E5A12DD140B99538325D841AA86B"><enum>(1)</enum><text display-inline="yes-display-inline">had been designated as a pilot, naval aviator, or aircrew member by the Secretary of the military department concerned;</text></paragraph><paragraph id="H428194D8591F4253AF693D4C68A06F03"><enum>(2)</enum><text>operated, or was regularly assigned as a flight crew member aboard, high-performance, crewed, fixed-wing or rotary-wing aircraft designed for tactical, training, or reconnaissance missions, including—</text><subparagraph id="H3944C5A932A94CFB9771CD7145947F93"><enum>(A)</enum><text display-inline="yes-display-inline">fighter aircraft (such as the F–35, F/A–18, F–22, and F–16 aircraft);</text></subparagraph><subparagraph id="H053CD06375D34FC9965786A2BDB935C0"><enum>(B)</enum><text display-inline="yes-display-inline">attack aircraft (such as the A–10 and AH–64 aircraft);</text></subparagraph><subparagraph id="H9D754EBC9BCA40C5AC7491398138428F"><enum>(C)</enum><text display-inline="yes-display-inline">trainer jets (such as the T–7, T–38, and T–45 aircraft); and</text></subparagraph><subparagraph id="H85A22F21D59F4F688014AF473596F3F6"><enum>(D)</enum><text display-inline="yes-display-inline">tiltrotor or high-speed rotary aircraft (such as the V–22 aircraft);</text></subparagraph></paragraph><paragraph id="H4F329961A70644F39AFEDEB18058BB2B"><enum>(3)</enum><text display-inline="yes-display-inline">was subject to sustained or repeated G-forces during the routine execution of flight duties; and</text></paragraph><paragraph id="H68B4FAE1846042D49828C4379BDED013"><enum>(4)</enum><text display-inline="yes-display-inline">served in a role that may have included aircraft control, weapons employment, navigation, reconnaissance, or mission-specific operations requiring aircrew qualification and exposure to flight-related physiological stressors.</text></paragraph></subsection></section></legis-body></bill>
