<section id="HB24732F0939D43369C5C3F800C1363A0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Schools and Communities Act of 2025</short-title></quote>.</text></section> <section id="H9C904382ECAB4CE5A6686C6BEAFF2C3B" section-type="subsequent-section"><enum>2.</enum><header>Grant program for training</header> <subsection id="H598FF5CAB31C4AE38E9FD68A3A9B832A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Secretary shall award, on a competitive basis, grants to local educational agencies to carry out the activities described in subsection (c).</text></subsection>
<subsection id="H5052F953513F4E5998F04BA98D53E274"><enum>(b)</enum><header>Application</header><text>A local educational agency desiring a grant under this section shall submit to the Secretary an application at such time, in such form, and containing such information as the Secretary may require.</text></subsection> <subsection id="HD561392292CD462185975CFE369133DF"><enum>(c)</enum><header>Grant uses</header><text display-inline="yes-display-inline">A local educational agency that receives a grant under this section shall use such grant funds to—</text>
<paragraph id="H5C9C855981774F1397EBB51FD4FC4B87"><enum>(1)</enum><text>provide, to school personnel who work at elementary schools and secondary schools served by such agency and who are in contact with students on at least a weekly basis, training on—</text> <subparagraph id="H907CAC67D10D43E0831FEA967EE19826"><enum>(A)</enum><text display-inline="yes-display-inline">human trafficking risk factors, indicators, and protocols;</text></subparagraph>
<subparagraph id="HC6257FB743354E32A437F678A2B5F3FF"><enum>(B)</enum><text>fentanyl and drug abuse prevention;</text></subparagraph> <subparagraph id="H6F16B76803FF412F92E24E9AD3B7682F"><enum>(C)</enum><text>strategies to prevent, intervene, and reduce participation of students in gang activity; and</text></subparagraph>
<subparagraph id="HE6A816ECD0ED431EAB9A8E23F9458D22"><enum>(D)</enum><text>local and community resources for the prevention and intervention described in subparagraphs (B) and (C).</text></subparagraph></paragraph> <paragraph id="H48992EF408784970907786CA6DF55441"><enum>(2)</enum><text>cover the costs of providing such training, including with respect to instructor and program fees, training supplies, and educational materials; and</text></paragraph>
<paragraph id="HC7DC696AF2364B19907F5E73B854298B"><enum>(3)</enum><text display-inline="yes-display-inline">implement—</text> <subparagraph id="HD6340765F2264A49A392D1CBA26EB41D"><enum>(A)</enum><text>specialized human trafficking curriculum;</text></subparagraph>
<subparagraph id="H9FE340D1C1A8483A8CA932CF7E453F40"><enum>(B)</enum><text>fentanyl and drug abuse prevention instruction or materials; or</text></subparagraph> <subparagraph id="H8269AD630AC64403A6BBBBE81797C083"><enum>(C)</enum><text>gang education and prevention programs.</text></subparagraph></paragraph></subsection>
<subsection id="HCEBD2E0A943F46AEB9BBEE9E4357D5C2"><enum>(d)</enum><header>ESEA terms</header><text>The terms <term>elementary school</term>, <term>local educational agency</term>, <term>secondary school</term>, and <term>Secretary</term> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></subsection> <subsection id="H4E6A41CC760F48378DB8E1350BB3071E" commented="no"><enum>(e)</enum><header>Funding</header><text display-inline="yes-display-inline">Section 4103(a)(3) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7113">20 U.S.C. 7113(a)(3)</external-xref>) is amended—</text>
<paragraph id="HC76A51AB946D4027BA2592E96BE712B2" commented="no"><enum>(1)</enum><text>by striking <quote>technical assistance</quote> and inserting</text> <quoted-block style="OLC" id="HAC27C99491554DC6BAB8344371D82422" display-inline="no-display-inline"> <subparagraph id="H369572504DE546E98E6865AF61E0D130"><enum>(A)</enum><text display-inline="yes-display-inline">technical assistance</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph>
<paragraph id="HE88D084F9A9041558D9C75E1B20B76E1"><enum>(2)</enum><text>by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph> <paragraph id="HB81600443F704947AAC3F5BF14565274" commented="no"><enum>(3)</enum><text>by adding at the end the following:</text>
