<section id="HFAA4016877E842209CE9F32C73EC9834" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Animal Abuse and Waste Act</short-title></quote> or the <quote><short-title>PAAW Act</short-title></quote>.</text></section> <section id="HD017CF88DDD748EF8A5FD9EB97D9CBE3"><enum>2.</enum><header>Prohibition on research causing significant pain or distress to dogs and cats</header> <subsection id="H911EAA5ACF424B9CAD3FA299A5E1126B"><enum>(a)</enum><header>In general</header><text>Subpart 6 of part C of title IV of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/285f">42 U.S.C. 285f et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H338D1A1983194A01AF4B019B466E2087"><enum>447E.</enum><header>Prohibition on research causing significant pain or distress to dogs and cats</header> 
<subsection id="H4C0211228E6B48948B13E78274833492"><enum>(a)</enum><header>In general</header><text>The Director of NIH may not conduct or support any research that causes significant pain or distress to a dog or cat.</text></subsection> <subsection id="H80E91E4C42FE4652839EB3E72B60F08F"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <term>research that causes significant pain or distress</term> includes any study that includes an assignment of pain category D or E, as defined by the Pain and Distress Categories of the Department of Agriculture (or such successor categories developed pursuant to section 13 of the Animal Welfare Act (<external-xref legal-doc="usc" parsable-cite="usc/7/2143">7 U.S.C. 2143</external-xref>)).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H8A9ECA615BC8436DB35AC93354620476"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a) applies beginning on the date that is 90 days after the date of enactment of this Act.</text></subsection></section> </legis-body></bill>
