which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Energy Conservation and Production Act to repeal certain Federal building energy efficiency performance standards, and for other purposes.</official-title></form><legis-body id="H8674F91B72414711B9D866CE2E88598A" style="OLC"><section id="H65A21107ECD7475EB52D4D5D25E8607F" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reliable Federal infrastructure Act</short-title></quote>.</text></section><section id="HED4223344A464C4D8E95A2CF97512912"><enum>2.</enum><header>Repeal of revised Federal building energy efficiency performance standards</header><subsection id="H4A92ED9B4DF74390BDE34386A4BC924E"><enum>(a)</enum><header>In general</header><paragraph id="HED8D5CFF43C24C76BD4B81964053A055"><enum>(1)</enum><header>Repeal</header><text>Section 305(a)(3) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6834">42 U.S.C. 6834(a)(3)</external-xref>) is amended by striking subparagraph (D).</text></paragraph><paragraph id="H6D4710B3C25F45A28E7321C790C389C7"><enum>(2)</enum><header>Standards</header><text display-inline="yes-display-inline">Each revised Federal building energy efficiency performance standard established under section 305(a)(3)(D) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6834">42 U.S.C. 6834(a)(3)(D)</external-xref>) (as in effect on the day before the date of enactment of this Act) shall have no force or effect, and section 305(a)(3) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6834">42 U.S.C. 6834(a)(3)</external-xref>) shall be implemented as though each such standard had never taken effect.</text></paragraph></subsection><subsection id="H9C368FC0DE22437E84EDD57997C36055"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="HE53CE0E0F48F4A788965C9F63A54FB33" commented="no"><enum>(1)</enum><header>Standards</header><text display-inline="yes-display-inline">Section 433 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="public-law" parsable-cite="pl/110/140">Public Law 110–140</external-xref>) is amended by striking subsection (a).</text></paragraph><paragraph id="HDE4DD81B423447F9BFCEAF8BD644C45C"><enum>(2)</enum><header>High-performance green Federal buildings</header><text display-inline="yes-display-inline">Section 436 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17092">42 U.S.C. 17092</external-xref>) is amended—</text><subparagraph id="H0896436D93204B448B6577873DCE0B6E"><enum>(A)</enum><text>in subsection (c)—</text><clause id="HF378C04F670040A6B607A20F82DE6E61" commented="no"><enum>(i)</enum><text>by striking paragraph (1); and</text></clause><clause id="HD1BD745D53E442848AE60E629B6D9D21"><enum>(ii)</enum><text>in paragraph (6), by striking <quote>and section 305(a)(3)(D) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6834">42 U.S.C. 6834(a)(3)(D)</external-xref>)</quote>;</text></clause></subparagraph><subparagraph id="H0ADC54F76BBA4730BE3CD2379F4E308D"><enum>(B)</enum><text>in subsection (e), by striking <quote>in accordance with the requirements of section 305(a)(3)(D) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6834">42 U.S.C. 6834(a)(3)(D)</external-xref>),</quote>;</text></subparagraph><subparagraph id="H846807A391334F4BBDBC713F5186B4F1"><enum>(C)</enum><text>in subsection (f)—</text><clause id="H0FDBEF651D144457931234BEB3353A61"><enum>(i)</enum><text>in paragraph (1)—</text><subclause id="HE921EA97F6E647689E2CD3108F2626C5"><enum>(I)</enum><text>in the matter preceding subparagraph (A), by striking <quote>, the requirements of section 305(a)(3)(D) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6834">42 U.S.C. 6834(a)(3)(D)</external-xref>),</quote>; and</text></subclause><subclause id="H7CCA2915B9D9478C9902080CD2EA25EE"><enum>(II)</enum><text>in subparagraph (A), by striking <quote>and the requirements of section 305(a)(3)(D) of that Act</quote>; and</text></subclause></clause><clause id="HBF58943A68B74716B6EFF8C281A0C6F4"><enum>(ii)</enum><text>by striking paragraph (2); and</text></clause></subparagraph><subparagraph id="H971EDBC71207450580076C972247AE80"><enum>(D)</enum><text>by striking subsection (h).</text></subparagraph></paragraph><paragraph id="HE4FB3B139B444F90B579A1AB41637866"><enum>(3)</enum><header>Federal green building performance</header><text display-inline="yes-display-inline">Section 437(a)(1) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17093">42 U.S.C. 17093(a)(1)</external-xref>) is amended by striking <quote>, section 305(a)(3)(D) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6834">42 U.S.C. 6834(a)(3)(D)</external-xref>),</quote>.</text></paragraph></subsection></section></legis-body></bill>
