<section id="H4CD016156AC04DDAA7ECB8E79ADD097E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saving Vet Halls Act of 2025</short-title></quote>.</text></section> <section id="H4446FFCD968F44B5BBD632E45D4463CE"><enum>2.</enum><header>Department of Veterans Affairs grants for veterans service organization facility and technology improvements</header> <subsection id="HF8562D30BDD0431AAA44C256A6A2DBB9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs may make grants to eligible veterans service organizations for the purpose of facility and technology improvements.</text></subsection> 
<subsection id="H2A01EC9D7C5C4D69A00F8ECE6718199E"><enum>(b)</enum><header>Use of funds</header><text display-inline="yes-display-inline">A veterans service organization that receives a grant under this section shall use the grant for—</text> <paragraph id="H444D581400C54D2C82F5B39DC4BBB4FB"><enum>(1)</enum><text display-inline="yes-display-inline">repairing or rehabilitating a facility of the veterans service organization; or</text></paragraph> 
<paragraph id="H555BFF11FA504B5196DB0B846725607B"><enum>(2)</enum><text>acquiring or upgrading technology for such a facility.</text></paragraph></subsection> <subsection id="H2C3717767CE047759A3E42D2A5C33602"><enum>(c)</enum><header>Eligibility</header><text>To be eligible to receive a grant under this section, a veterans service organization shall submit to the Secretary an application that contains—</text> 
<paragraph id="H2D0A9E96DC54489488501C4B373CA9B7"><enum>(1)</enum><text display-inline="yes-display-inline">a plan for the repair, rehabilitation, or technology upgrading and acquisition activities the veterans service organization proposes to carry out using the grant; and</text></paragraph> <paragraph id="H80DC1621B3A54E619DDE624E515D0CF3"><enum>(2)</enum><text>such other information and assurances as the Secretary may require.</text></paragraph></subsection> 
<subsection id="HD471775CA223485E889789CD09AD8CB3"><enum>(d)</enum><header>Selection of recipients</header><text>In selecting recipients of grant under this section, the Secretary shall take into consideration—</text> <paragraph id="H47C3D2BDD8FB46CBBE009EA946D22D77"><enum>(1)</enum><text display-inline="yes-display-inline">the extent of the need of a veterans service organization for a grant;</text></paragraph> 
<paragraph id="H2B523A5D08A64A85B60CBD2910954BA4"><enum>(2)</enum><text>the quality of the plan the organization submitted under subsection (c)(1);</text></paragraph> <paragraph id="H692CADBF773549859D5BF97E54DE4701"><enum>(3)</enum><text>the capacity or potential capacity of the organization to successfully carry out the plan; and</text></paragraph> 
<paragraph id="H281851493A1F42269830624F171FBCD3"><enum>(4)</enum><text>such other factors as the Secretary determines appropriate.</text></paragraph></subsection> <subsection id="H9E6071AADFE14CBEBE7F0354CF92C54C"><enum>(e)</enum><header>Limitations</header> <paragraph id="H5E155E047B174096A76FF7FB1A1F3646"><enum>(1)</enum><header>Amount of grant</header><text display-inline="yes-display-inline">The amount of a grant under this section made to any veterans service organization for any fiscal year may not exceed the greater of the following amounts:</text> 
<subparagraph id="HF581BE27E12E479FBC702122B56062A4"><enum>(A)</enum><text>The amount of the total cost of carrying out the plan of the organization submitted under subsection (c)(1).</text></subparagraph> <subparagraph id="HD63391CC427B48FBBCAB8962D20CF220"><enum>(B)</enum><text>$75,000.</text></subparagraph></paragraph> 
<paragraph id="H2103671EC41844DC8E4BC36DC9223EFB"><enum>(2)</enum><header>Frequency</header><text display-inline="yes-display-inline">A veterans service organization that receives a grant under this section for a fiscal year shall be ineligible for any grant under this section for any of the succeeding five fiscal years.</text></paragraph> <paragraph id="H85EBA1EB21CE486D8D1ED69924400BE5"><enum>(3)</enum><header>Use</header><text>A grant under this section may not be used for the construction or acquisition of a new facility.</text></paragraph></subsection> 
<subsection id="HA988D6E2E48744E0BDEE4CA938A4E4E4"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary of Veterans Affairs $10,000,000 to carry out this section. Amounts appropriated pursuant to such authorization of appropriation shall remain available until expended without fiscal year limitation.</text></subsection> <subsection id="H3E7C25E55AFE47FE9B7186BCF15B2562"><enum>(g)</enum><header>Veterans service organization</header><text display-inline="yes-display-inline">In this section, the term <quote>veterans service organization</quote>—</text> 
<paragraph id="H68FEE655A51B429E84FB3E05A79A9A69"><enum>(1)</enum><text>means an organization that is chartered under part B of subtitle II of title 36, United States Code; and</text></paragraph> <paragraph id="H03A33FA19EC046369BA82E1533DB41F3"><enum>(2)</enum><text>includes any local or area chapter, post, or other unit of such an organization.</text></paragraph></subsection></section>
