R. 4657</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250723">July 23, 2025</action-date><action-desc><sponsor name-id="F000475">Mr. Finstad</sponsor> (for himself and <cosponsor name-id="R000622">Mr. Riley of New York</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Consolidated Farm and Rural Development Act to modify limitations on access to farm ownership loans for beginning farmers and ranchers.</official-title></form><legis-body id="H494B741986F74D2AA535D65588012D18" style="OLC"><section id="HAD7BBF96BB0B48F792A5E978576C9F07" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Next Generation Farmer Act</short-title></quote>.</text></section><section id="HC47E2FD3662E484191C13C217B33412F"><enum>2.</enum><header>Experience requirements</header><text display-inline="no-display-inline">Section 302(b) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1922">7 U.S.C. 1922(b)</external-xref>) is amended—</text><paragraph id="HDE2E18A5237B4692AA1DD08306308D0F"><enum>(1)</enum><text>in paragraph (1), in the matter preceding subparagraph (A), by striking <quote>3 years</quote> and inserting <quote>1 year</quote>; and</text></paragraph><paragraph id="H0C528E8A74934D118447E25FBE8DD9E4"><enum>(2)</enum><text>by striking paragraph (4) and inserting the following:</text><quoted-block style="OLC" id="HFA705E8C6E6440229082114336E33C7F" display-inline="no-display-inline"><paragraph id="H0FA5521948DC4768AB4FE5BA0EA00F5D"><enum>(4)</enum><header>Waiver authority</header><text display-inline="yes-display-inline">In the case of a qualified beginning farmer or rancher, the Secretary may waive the 1-year requirement in paragraph (1) if the farmer or rancher has—</text><subparagraph id="H63E3799C4DF741ACA3E068386EC3E003"><enum>(A)</enum><text>at least 1 year of experience as hired farm labor with substantial management responsibilities; or</text></subparagraph><subparagraph id="H149B80ACB6694AE5BF72A30510F88813"><enum>(B)</enum><text display-inline="yes-display-inline">an established relationship with an individual who has experience in farming or ranching, or is a retired farmer or rancher, and is participating as a counselor in a Service Corps of Retired Executives program authorized under section 8(b)(1)(B) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(1)(B)</external-xref>), or with a local farm or ranch operator or organization, approved by the Secretary, that is committed to mentoring the farmer or rancher.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
