R. 4654</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250723">July 23, 2025</action-date><action-desc><sponsor name-id="F000481">Mr. Figures</sponsor> (for himself, <cosponsor name-id="G000585">Mr. Gomez</cosponsor>, <cosponsor name-id="H001066">Mr. Horsford</cosponsor>, <cosponsor name-id="T000491">Mr. Tran</cosponsor>, <cosponsor name-id="S001190">Mr. Schneider</cosponsor>, and <cosponsor name-id="S001230">Mr. Subramanyam</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name>, and in addition to the Committee on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the imposition of duties on certain baby sleep items pursuant to the International Emergency Economic Powers Act, and for other purposes.</official-title></form><legis-body id="H59910AE111404EA5AC983AF2585A33F4" style="OLC"><section id="H058EEF06D85B47D982CEFF53764A9672" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Baby Sleep Tax Relief Act</short-title></quote>.</text></section><section id="HF2B98D06DA8B48D8B7FF5963AD57BA7A"><enum>2.</enum><header>Prohibition on imposition of duties on certain baby sleep items pursuant to the International Emergency Economic Powers Act</header><subsection id="H315DF31350164BC7A25390C4DC4DE6A6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, the President—</text><paragraph id="H876FC656A8034AB8A805A7F1EEDB9EF5"><enum>(1)</enum><text>may not impose duties on the items described in section 3 pursuant to the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>); and</text></paragraph><paragraph id="H9E502E40B0414663942F60110139770F"><enum>(2)</enum><text display-inline="yes-display-inline">shall terminate the imposition of duties on the items described in section 3 pursuant to the International Emergency Economic Powers Act that are in effect as of the date of the enactment of this Act.</text></paragraph></subsection><subsection id="H7CBDF6AFE13A4B558D107A8901261B81"><enum>(b)</enum><header>Duties under other authorities</header><text display-inline="yes-display-inline">Any duties imposed by the President on the items described in section 3 pursuant to any other authority that are substantially similar to the duties imposed pursuant to the International Emergency Economic Powers Act shall have no force or effect.</text></subsection></section><section id="H76054A68FADC40B3825FBFDB40DC3DA6"><enum>3.</enum><header>Items described</header><text display-inline="no-display-inline">The items described in this section are the following:</text><paragraph id="H43274CF8ADB6466492F5B04039A7C2F9"><enum>(1)</enum><text display-inline="yes-display-inline">Cribs.</text></paragraph><paragraph id="H2CEEFFB49C264A618B21DC1D1230DF61"><enum>(2)</enum><text>Toddler beds.</text></paragraph><paragraph id="H99233E0DC45D4880BE382B34353EBB26"><enum>(3)</enum><text>Mattresses and bedding.</text></paragraph><paragraph id="HB246E88BFCD9431CAA0CBCCCBC6BC0FB"><enum>(4)</enum><text>Bassinets.</text></paragraph><paragraph id="H370A1FCEE42B480E956CE18370FE8CAE"><enum>(5)</enum><text>Cradles.</text></paragraph><paragraph id="HB50753803E7540FF9AA34C8CA068B61C"><enum>(6)</enum><text>Baby monitors.</text></paragraph></section></legis-body></bill>
