R. 4628</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250723">July 23, 2025</action-date><action-desc><sponsor name-id="A000381">Ms. Ansari</sponsor> (for herself, <cosponsor name-id="B001278">Ms. Bonamici</cosponsor>, <cosponsor name-id="C001067">Ms. Clarke of New York</cosponsor>, <cosponsor name-id="D000530">Mr. Deluzio</cosponsor>, <cosponsor name-id="H001066">Mr. Horsford</cosponsor>, and <cosponsor name-id="M001234">Ms. Morrison</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 18, United States Code, to prohibit AI-based impersonation of Federal officials.</official-title></form><legis-body id="H82B5935201B6426698B3B13269884871" style="OLC"><section id="H5BCA4A04A90E4DC990A6F7AB855A0E06" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>AI Impersonation Prevention Act of 2025</short-title></quote>.</text></section><section id="HF2F460015E944929B1FA0A8834DBE7B5"><enum>2.</enum><header>Prohibition on AI-Based Impersonation of Federal Officials</header><text display-inline="no-display-inline">Section 912 of title 18, United States Code, is amended—</text><paragraph id="H277C0F31EC5C4C13A9D5A7598E523C29"><enum>(1)</enum><text>by striking <quote>Whoever</quote> and inserting the following:</text><quoted-block style="USC" id="HF6D93B1493314CACB44AF7F31A45FD2D" display-inline="no-display-inline"><subsection id="H0EF57A0AA2E2465D912A22F8157C1902"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Whoever</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HE6B94C2E26CB42149CED14AF85C2F847"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="HB3AA2FD4F51B4730B21BD3DD56829E89" display-inline="no-display-inline"><subsection id="H86871B0D8B784274AD343B2922BF1737"><enum>(b)</enum><header>Use of artificial intelligence</header><text display-inline="yes-display-inline">Whoever knowingly uses artificial intelligence to impersonate, falsely assume or pretend to be an officer or employee of the United States, including by mimicking the voice or likeness of a Federal officer without an explicit disclaimer, and thereby produces materially false or misleading content shall be fined under this title or imprisoned not more than three years, or both. Nothing in this subsection shall be construed to limit legitimate uses of artificial intelligence in satire, parody, or expressive conduct protected under the First Amendment, provided such content includes clear disclosure that it is not authentic and is not intended as such. </text></subsection><subsection id="HA9ADFFAEF4424A8B95873B9D31D1EFF7"><enum>(c)</enum><header>Definition</header><text>In this section—</text><paragraph id="HCF5C8F6E120B449F98743970BC3E993F"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>artificial intelligence</term> means any system or software that performs tasks normally requiring human intelligence, including generative models capable of producing human-like audio, video, or text; and</text></paragraph><paragraph id="HC3F3175C07344E2B955DA11AB317D0A7"><enum>(2)</enum><text>the term <term>impersonates</term> means to falsely represent oneself as another identifiable individual, whether real or fictitious, in a manner reasonably likely to cause another person to believe the content is authentic.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H1E1F1AD08A9B4838BC4D02EF409AEF01"><enum>3.</enum><header>Severability</header><text display-inline="no-display-inline">Should any specific part of this Act or the amendments made by this Act be deemed invalid, the rest of it shall remain in effect.</text></section></legis-body></bill>
