<section id="H05D519423CB44EDE87D38E6733D6C135" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Agricultural and Rural Road Improvement Program Act</short-title></quote>.</text></section> <section id="H0C7F69F95E494E7CB1E82DCE59B7FDCE" section-type="subsequent-section"><enum>2.</enum><header>Agricultural and rural road improvement program</header> <subsection id="H147CE6F1E2994FD690373EC7CC0A2B81"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">Chapter 1</external-xref> of title 23, United States Code, is amended by adding at the end of the following:</text>

<section id="H60C5BF39BB4441269EF03E3918E1D2E3"><enum>180.</enum><header>Agricultural and rural road improvement program</header> 
<subsection id="HF02ACB35AFF441D0AB7337AA87BAE1F7"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish and implement an agricultural and rural road improvement program to—</text> <paragraph id="HE3254C7873AA4DB1BC6352CB5AC75545"><enum>(1)</enum><text>improve first- and last-mile access to farms and to facilities producing, supplying, storing, and transporting agricultural inputs and products;</text></paragraph> 
<paragraph id="H77095E733C2E43CBB5C378EE57A7C4D1"><enum>(2)</enum><text>reduce the number of weight-limited bridges and capacity-limited local roads and rural minor collectors in rural communities; and</text></paragraph> <paragraph id="HD04A68B5A91145DEA1D108F4D33132A4"><enum>(3)</enum><text>improve the safety, resiliency, and efficiency of the local roads and rural minor collectors that are essential to a strong American agricultural sector and a vibrant rural economy.</text></paragraph></subsection> 
<subsection id="H5E45AE0508554A7493412FEB3A536A7C"><enum>(b)</enum><header>Eligible projects</header><text display-inline="yes-display-inline">Funds apportioned to a State under subsection 104(b)(9) to carry out this section may only be obligated for a project that is on a road functionally classified as a local road or rural minor collector road and that is—</text> <paragraph id="H09E035538766431181BA1B98CBB1C70C"><enum>(1)</enum><text>a project to replace or rehabilitate one or more bridges in order to eliminate a posted weight limitation;</text></paragraph> 
<paragraph id="H7B08293E427D4C12B029EFE4E644313A"><enum>(2)</enum><text>a project on a highway or bridge that provides or increases first- and last-mile access to a farm, facility producing, supplying, storing, and transporting agricultural inputs and products, agricultural facility, or other facility that supports the economy of a rural area;</text></paragraph> <paragraph id="H95A5888342D7404EBDEE62068FA6B641"><enum>(3)</enum><text>a project eligible under section 167(h)(5)(C); and</text></paragraph> 
<paragraph id="H02EBC6307ECA4AE8AA46F515704C6CB2"><enum>(4)</enum><text>a project to improve highway safety, including a project to improve a high risk rural road (as defined in section 148).</text></paragraph></subsection> <subsection id="H9027158B845F4358808C211FBA2874EB"><enum>(c)</enum><header>Federal cost share</header><text>The Federal share of the cost of a project carried out under this section may not exceed 90 percent.</text></subsection> </section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H76F469BEEA8D48DC9880394E14DBAEBD"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">chapter 1</external-xref> of title 23, United States Code, is amended by adding at the end the following:</text> <quoted-block style="USC" id="H540939F4671A42A58C01EE88D8BBE6D6" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">180. Agricultural and rural road improvement program.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="HD7FCC22493214462832F5606D3B51D44"><enum>3.</enum><header>Conforming amendments</header> <subsection id="HB8A708195D534C6DB5F38315B0EAA18E"><enum>(a)</enum><header>Apportionment</header><text display-inline="yes-display-inline">Section 104(b) of title 23, United States Code, is amended—</text> 
<paragraph id="H90B150D520B54B769704D097ADE79111"><enum>(1)</enum><text>by inserting <quote>the agricultural and rural road improvement program,</quote> after <quote>section 175,</quote>;</text></paragraph> <paragraph id="HE28CF067F0C444FF86F8FAC2C2AEF8C6" commented="no"><enum>(2)</enum><text>in paragraph (7), by striking <quote>2.56266964565637</quote> and inserting <quote>2.02664265</quote>; and</text></paragraph> 
<paragraph id="H49A6B44D1E6A4F8A9C97A5BA1CCDACFB"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text> <quoted-block style="USC" id="HF268BB58DFA44200A5D7C85CC882156B" display-inline="no-display-inline"> <paragraph id="H3ECF19015FC243C68B38D1E24CA061D1"><enum>(9)</enum><header>Agricultural and rural road improvement program</header><text display-inline="yes-display-inline">For the agricultural and rural road improvement program under section 180, 0.536027 percent of the amount remaining after distributing amounts under paragraphs (4), (5), and (6).</text> </paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HB9D527E3D9F5454EAE595503A95D3522"><enum>(b)</enum><header>Carbon reduction program</header><text>Section 175(e)(1)(A) of title 23, United States Code, is amended—</text> <paragraph id="H19729B21C2CD4D99B7ECD1EBCF9A699D"><enum>(1)</enum><text>in clause (i) by adding <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="H986F00F5425141F4B1AAC3614A967012"><enum>(2)</enum><text>in clause (ii) by adding <quote>and</quote> at the end; and</text></paragraph> <paragraph id="H65B6EFA72D3E42E484F860FB9D1B55D9"><enum>(3)</enum><text>by striking clauses (iii) and (iv).</text></paragraph></subsection></section>
