<section id="H0BD3BEB91E004376AA00AA2065792156" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Waste and Illegal Property Eradication (WIPE) Act</short-title></quote>.</text></section> <section id="HB23DEFCA65034F37B7082A17B33E9217"><enum>2.</enum><header>Use of solid waste disposal systems by Department of Defense</header> <subsection commented="no" display-inline="no-display-inline" id="HF65A91F911704E67AB97B79232C2DA08"><enum>(a)</enum><header display-inline="yes-display-inline">Expeditionary solid waste disposal systems</header> <paragraph commented="no" display-inline="no-display-inline" id="H7589170BAB094355B0C3921E64650D8C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense may use expeditionary solid waste disposal systems for the destruction of illicit contraband, including seized counterfeit materials, unauthorized military gear, illegal narcotics, and classified materials.</text></paragraph>
<paragraph id="HD78BBA680E2840CA841E061AD1F53532"><enum>(2)</enum><header>Availability of systems</header><text>The expeditionary solid waste disposal systems units deployed under paragraph (1) shall be—</text> <subparagraph commented="no" display-inline="no-display-inline" id="HC728B37733EB478797D82489C5273F31"><enum>(A)</enum><text display-inline="yes-display-inline">equipped to support operations related to border security, narcotic interdiction, and the elimination of contraband; and</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H5DC8E6637650422DB65479CC95D2A17F"><enum>(B)</enum><text display-inline="yes-display-inline">made available to military installations, forward operating bases, and partner security forces as needed to assist in countering infiltration and unauthorized use of military assets of the United States.</text></subparagraph></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="HB3B633FAB5C140C0BCF07978E29A2AC9"> <enum>(b)</enum> <header>Prohibition on use of open-Air burn pits To dispose of certain material</header> <text display-inline="yes-display-inline">The Secretary of Defense may not use open-air burn pits for the disposal of illicit contraband, classified military equipment, or hazardous waste materials.</text>
      </subsection>
<subsection id="H37EAAFED30C449D7BF2444732C825A10"><enum>(c)</enum><header>Funding</header>
<paragraph id="HC70D9DB23F1D430B87BAA2A979BDF629"><enum>(1)</enum><header>In general</header><text>The amount otherwise authorized to be appropriated for fiscal year 2026 for Other Procurement, Army, shall be increased by $8,950,000, with the amount of such increase to be available for solid waste disposal systems.</text></paragraph> <paragraph id="H3DB751FD843747BDB05B0703F812F9EB" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Offset</header><text>The amount otherwise authorized to be appropriated for fiscal year 2026 for Operation and Maintenance, Army, Additional Activities, Overseas Operating Costs, shall be reduced by $8,950,000, with the amount of such reduction to be derived from amounts for the use of open-air burn pits in contingency operations.</text></paragraph></subsection></section>
