R. 4500</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250717">July 17, 2025</action-date><action-desc><sponsor name-id="H001100">Mr. Hurd of Colorado</sponsor> (for himself, <cosponsor name-id="M000871">Mr. Mann</cosponsor>, <cosponsor name-id="E000300">Mr. Evans of Colorado</cosponsor>, and <cosponsor name-id="R000612">Mr. Rose</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To exempt certain livestock hauling vehicles from regulations relating to hours of service and electronic logging devices, and for other purposes.</official-title></form><legis-body id="H3F0C678CFA9E4E838641090404001F72" style="OLC"><section id="H05CAF0AF68B44DE6860ED88B8E27A378" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Hauling Exemptions for Livestock Protection Act</short-title></quote> or the <quote><short-title>HELP Act</short-title></quote>.</text></section><section id="HA98CF5CE01224F81B44A988C9BB6A8B0" section-type="subsequent-section"><enum>2.</enum><header>Exception from electronic logging devices and hours of service regulations</header><subsection id="H91362B55644941E1B94AC0201050DBAA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">A covered livestock hauling vehicle, including the individual operating such vehicle, shall be exempt from—</text><paragraph id="H7C4BAD033FF643D2B3A7B33DEA9A8303"><enum>(1)</enum><text>any requirement relating to hours of service established under—</text><subparagraph id="H526F06BA587444ADBC7620A7AA4941EA"><enum>(A)</enum><text>subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/311">chapter 311</external-xref> of title 49, United States Code; or</text></subparagraph><subparagraph id="H4E4C72F938034160ABE75D723B0C93A4"><enum>(B)</enum><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/315">chapter 315</external-xref> of title 49, United States Code; and</text></subparagraph></paragraph><paragraph id="HF4E8207BEC1E448980E0259ACFF21DC6"><enum>(2)</enum><text display-inline="yes-display-inline">any requirement relating to electronic logging devices established under section 31137 of title 49, United States Code.</text></paragraph></subsection><subsection id="HDB1F235172AE4A54A225294ED118B2F3"><enum>(b)</enum><header>Unladen vehicles</header><text>An unladen covered livestock hauling vehicle picking up or returning from delivering livestock shall be covered under the exemption under subsection (a).</text></subsection><subsection id="HB0EE9AB55822455D956BAD285D117AB3"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H7F8691E815474C1098ABF8D6E0D382A2"><enum>(1)</enum><header>Commercial motor vehicle</header><text display-inline="yes-display-inline">The term <quote>commercial motor vehicle</quote> has the meaning given such term in section 31132 of title 49, United States Code.</text></paragraph><paragraph id="H2ACF14B07E524B0696DB62E74AB45EC1"><enum>(2)</enum><header>Covered livestock hauling vehicle</header><text display-inline="yes-display-inline">The term <quote>covered livestock hauling vehicle</quote> means a commercial motor vehicle transporting livestock, insects, or aquatic animals.</text></paragraph><paragraph id="H6927BD7D21214113956135F3854ED52E"><enum>(3)</enum><header>Livestock</header><text display-inline="yes-display-inline">The term <quote>livestock</quote> means livestock (as such term is defined in section 602 of the Emergency Livestock Feed Assistance Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/7/1471">7 U.S.C. 1471</external-xref>)), insects, all other living animals cultivated, grown, or raised for commercial purposes, and live aquatic animals that have been caught, taken, or harvested.</text></paragraph></subsection></section></legis-body></bill>
