<section id="H85D415078E6C4FDE9A78B74AE830D3A6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Disaster Assistance for Veterans Act</short-title></quote>.</text></section> <section id="HE30A46D33BD746B6A84B62A1D7976CCD"><enum>2.</enum><header>Designation of Veterans Advocate</header> <subsection id="HA9A0CA992A4F49818E60D0B0F93FB072"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title III of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5141">15 U.S.C. 5141 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H6BCEB48F4784411DA1DFD01AE2C773DC"><enum>328.</enum><header>Designation of veteran advocate</header> 
<subsection id="H56456AE6CDA0427EA079B595952A5540"><enum>(a)</enum><header>In general</header><text>The President shall designate in the Federal Emergency Management Agency a Veteran Advocate.</text></subsection> <subsection id="H84351A1DFE674FFCA74CBB0D5B572369"><enum>(b)</enum><header>Responsibilities</header><text>The Veterans Advocate shall be an advocate for the fair treatment of veterans in the provision of assistance under this Act.</text></subsection> 
<subsection id="HD16F754F19264EFBA23E2D0FD775653C"><enum>(c)</enum><header>Duties</header><text>The Veterans Advocate shall—</text> <paragraph id="H344AD478828041368959B26AF20BF272"><enum>(1)</enum><text>participate in the disaster declaration process under section 401 and the emergency declaration process under section 501 to ensure that the needs of veterans are being addressed;</text></paragraph> 
<paragraph id="H2E51DA98D3D344B0BEC76F651558E9F7"><enum>(2)</enum><text>serve as the primary point of contact between veterans service organizations and the Federal Emergency Management Agency;</text></paragraph> <paragraph id="HE900D5DD754C4583B7E4828F38748AE8"><enum>(3)</enum><text>identify opportunities for expanded veteran recruitment for Federal Emergency Management Agency employment, including Federal Emergency Management Agency reservist positions; and</text></paragraph> 
<paragraph id="H605B978862C44E2FA843A37566D96B55"><enum>(4)</enum><text>conduct such other activities as the Administrator of the Federal Emergency Management Agency considers appropriate.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H001E698DF08A4ED48F1DFBEC6AD821DB"><enum>(b)</enum><header>Statutory construction</header><text>Nothing in this section or the amendment made by this section shall be construed to authorize major disaster or emergency assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121 et seq.</external-xref>) that is not authorized as of the date of enactment of this Act.</text></subsection></section>
