which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To promote fair and equal treatment by the Administrator of the Small Business Administration with respect to certain firearms industry applicants for assistance, and for other purposes.</official-title></form><legis-body id="HB780A72FB86649E7984F7941651F0DFF" style="OLC"><section id="H0F1EF62FA7A44C2684CCF35964673F0E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Equal Shot Act of 2025</short-title></quote>.</text></section><section id="H50D3C42466BB4E93AE752C68837536E2"><enum>2.</enum><header>Treatment of certain firearms industry applicants for assistance by the Small Business Administration</header><text display-inline="no-display-inline">The Administrator of the Small Business Administration may not adopt any policy, practice, guidance, or directive that discriminates against an otherwise eligible applicant for financial assistance under the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>) or the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/661">15 U.S.C. 661 et seq.</external-xref>), including an applicant for a loan or loan guarantee, solely because such applicant is a—</text><paragraph id="HD864176C2E104DA792FE8F3251A68FA9"><enum>(1)</enum><text>firearm entity;</text></paragraph><paragraph id="HA7AA583994104C4799E3D1BCC63B7457"><enum>(2)</enum><text display-inline="yes-display-inline">firearm entity affiliate; or</text></paragraph><paragraph id="HB0F623EE3A024D209BBC319AEA579E57"><enum>(3)</enum><text>firearm trade association.</text></paragraph></section><section id="HE4C3FFB9274948ADB3018AECE2832C42"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H618F1006B13C41908FC61B4621A37CD9"><enum>(1)</enum><header>Firearm entity</header><text display-inline="yes-display-inline">The term <term>firearm entity</term> means an entity engaged in the design, manufacture, marketing, distribution, importation, promotion, or sale of firearms, ammunition, any component part of a firearm or ammunition, or any part, combination of parts, or components of attachments, accessories, or other instruments associated with the use of firearms (including scopes, sights, optics, stocks, grips, stabilizing braces, mounts, weapon mounted lights, multifunction aiming lights, silencers, magazines, clips, feed strips, any other ammunition feeding device, holsters, slings, secure gun storage or safety devices (as defined in section 921(a) of title 18, United States Code), firearm cleaning kits, range equipment, and other related products).</text></paragraph><paragraph id="H1A1BD4D389224A0880279097D41416DF"><enum>(2)</enum><header>Firearm entity affiliate</header><text display-inline="yes-display-inline">The term <term>firearm entity affiliate</term> means a sport shooting range, an entity providing course of instruction on the lawful use of firearms, and any other entity that is affiliated, associated, or connected with a firearm entity.</text></paragraph><paragraph id="H64A67003A91D48B48DF8BDA13B4A8FAB"><enum>(3)</enum><header>Firearm trade association</header><text display-inline="yes-display-inline">The term <term>firearm trade association</term> means an organization that represents a firearm entity or firearm entity affiliate.</text></paragraph></section></legis-body></bill>
