<section id="H31954069EBF4493D981C6B2F7D0D5559" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saving Our Invaluable Land Act of 2025</short-title></quote> or the <quote><short-title>SOIL Act of 2025</short-title></quote>.</text></section> 
<section id="HD1F82148238C46278B016FE1C8D7D608" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on certain foreign countries purchasing or leasing property near sensitive sites</header><text display-inline="no-display-inline">Section 721 of the Defense Production Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/50/4565">50 U.S.C. 4565</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="H265648437DED438F885998E32FED0CA1" display-inline="no-display-inline"> <subsection id="HECA2E7493E6341489B70826978D7D2FA"><enum>(r)</enum><header>Prohibition on certain foreign countries purchasing or leasing property near sensitive sites</header> <paragraph id="HB63234A5DAAA4104832AA1957888700A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A covered foreign country may not purchase or lease, or be granted a concession with respect to, property within 10 miles of a sensitive site.</text></paragraph> 
<paragraph id="HBD02F3A801954474AE4C159D0CBFC6CA"><enum>(2)</enum><header>Notice to Congress of violations</header><text>The Committee shall promptly notify the Congress if the Committee identifies a violation or attempted violation of the requirements of this subsection.</text></paragraph> <paragraph id="H163D0E9D26BA439E99BCF013F8BFB26B"><enum>(3)</enum><header>Rule of application</header><text>This subsection shall apply to purchases, leases, and concessions made on or after the date of enactment of this subsection.</text></paragraph> 
<paragraph id="H7E594026A3164275996E7C6BC164552C"><enum>(4)</enum><header>Definitions</header><text>In this subsection:</text> <subparagraph id="HD9C51FDFDE304487BEB66BD3354F20E2"><enum>(A)</enum><header>Covered foreign country</header><text display-inline="yes-display-inline">The term <term>covered foreign country</term> means—</text> 
<clause id="HB9769767217F409B9A418928F95A9E28"><enum>(i)</enum><text>China, Iran, North Korea, and Russia; and</text></clause> <clause id="H439E1E27742E49FCA9B4CD5705364E4B"><enum>(ii)</enum><text display-inline="yes-display-inline">any entity controlled by or acting on behalf of a government described under clause (i).</text></clause></subparagraph> 
<subparagraph id="H4AA0AA6AB92F4AC8A554A8C6C2AA6A98"><enum>(B)</enum><header>Sensitive site</header><text display-inline="yes-display-inline">The term <term>sensitive site</term> means public or private real estate located in the United States that—</text> <clause id="H20DCDECA5EE942F9857D8728AE9F90B2"><enum>(i)</enum><text display-inline="yes-display-inline">is, is located within, or functions as part of, an air or maritime port;</text></clause> 
<clause id="H5355988BD3904B84A66DB46F07BF61C3"><enum>(ii)</enum><text display-inline="yes-display-inline">is a United States military installation;</text></clause> <clause id="H6A44EEB7AD36483FABC51C10A7FE549B"><enum>(iii)</enum><text display-inline="yes-display-inline">is another facility or property of the United States Government that is sensitive for reasons relating to national security, as defined by the Committee; or</text></clause> 
<clause id="H4F9A0D55C6C7415FBFF44D730F40C3C6"><enum>(iv)</enum><text display-inline="yes-display-inline">the Committee determines could—</text> <subclause id="H10C429F1BFE04D4DA3173F292C982D3E"><enum>(I)</enum><text>reasonably provide a covered foreign country the ability to collect intelligence on activities being conducted at a location described under clause (ii) or (iii); or</text></subclause> 
<subclause id="HD12ED5557B82486685E14B2E835F72F8"><enum>(II)</enum><text display-inline="yes-display-inline">otherwise expose national security activities at a location described under clause (ii) or (iii) to the risk of foreign surveillance by a covered foreign country.</text></subclause></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
