R. 4424</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250716">July 16, 2025</action-date><action-desc><sponsor name-id="Y000067">Mr. Yakym</sponsor> (for himself, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, <cosponsor name-id="M001210">Mr. Murphy</cosponsor>, <cosponsor name-id="B001314">Mr. Bean of Florida</cosponsor>, <cosponsor name-id="V000134">Ms. Van Duyne</cosponsor>, <cosponsor name-id="M001224">Mr. Moran</cosponsor>, <cosponsor name-id="R000603">Mr. Rouzer</cosponsor>, <cosponsor name-id="K000376">Mr. Kelly of Pennsylvania</cosponsor>, and <cosponsor name-id="M001213">Mr. Moore of Utah</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title III of the Social Security Act and the Federal Unemployment Tax Act to clarify eligibility requirements when an individual is unemployed as the result of a labor dispute.</official-title></form><legis-body id="HF9CEFE1E969F4F8897C19F0561DE0DD5" style="OLC"><section id="HB2BA97B92753400B8300547060E71B64" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Securing Help for Involuntary Employment Loss and Displacement Act</short-title></quote> or the <quote><short-title>SHIELD Act</short-title></quote>. </text></section><section id="H67FFB303E7984AE183F05DB02B248C62" section-type="subsequent-section"><enum>2.</enum><header>Ineligibility as a result of labor disputes</header><subsection id="H166283294E2B4D08B7324A015D063000"><enum>(a)</enum><header>Provision of State laws</header><text>Section 303(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/503">42 U.S.C. 503(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HE8FFA342CACF4DE99CD4BAAA99A4775B" display-inline="no-display-inline"><paragraph id="H22CCB5A78AE3484D952C3BF0E4D5FBF6"><enum>(13)</enum><text display-inline="yes-display-inline">A requirement that, as a condition of eligibility for regular compensation for any week, an individual not be unemployed during such week as the result of a strike or other labor dispute (other than a lockout) that such individual—</text><subparagraph id="HC6641B0BE01942AABD8E5306A9DA32E0"><enum>(A)</enum><text>is participating in,</text></subparagraph><subparagraph id="H46AC86A6AA24490C84467A9BE4351FDE"><enum>(B)</enum><text>providing financial support to, or</text></subparagraph><subparagraph id="H63BB7C579BA14685BF046F12843EED6D"><enum>(C)</enum><text>has a direct interest in.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H14963C6DE466464A8CCD166E333DDFF7"><enum>(b)</enum><header>Federal Unemployment Tax Act amendment</header><text display-inline="yes-display-inline">Paragraph (5) of <external-xref legal-doc="usc" parsable-cite="usc/26/3304">section 3304(a)</external-xref> of the Internal Revenue Code of 1986 is repealed.</text></subsection><subsection id="H93BAA8C4E07147589C167A7EE1F4D2C0"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply beginning on the date that is 2 years after the date of enactment of this Act, except that nothing in this section shall be interpreted to prevent a State from amending its law before the end of the 2-year period beginning on the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
