<section id="H6434D1A1D96D4FAAAB8278457C0CD8A9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cool Corridors Act of 2025</short-title></quote>.</text></section> <section id="H0BE043E13B764B24A1046C56E8244D6F" section-type="subsequent-section"><enum>2.</enum><header>Findings; purpose</header> <subsection id="HEC6CE9AD606C4EACA0BA057D25071981"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text> 
<paragraph id="H45C787948B2749439E29453C33CAA524"><enum>(1)</enum><text display-inline="yes-display-inline">Extreme heat is a growing public health and infrastructure challenge.</text></paragraph> <paragraph id="H9DF32B56A3B54E29B8E4E65344A77F15"><enum>(2)</enum><text>Tree canopy and green infrastructure reduce surface and air temperatures, improve safety and usability along transportation corridors, and protect infrastructure from heat-related degradation.</text></paragraph> 
<paragraph id="HB57486466A2D4EE38EC848975F596918"><enum>(3)</enum><text>Communities with limited infrastructure investment often lack sufficient tree cover and face increased exposure to extreme heat and limited transportation access.</text></paragraph> <paragraph id="HD7AC409D69C94895BC14268E4DECEB86"><enum>(4)</enum><text>Federal programs such as the Healthy Streets program and the Urban and Community Forestry Program have demonstrated both high demand and the effectiveness of locally driven, community-scale interventions.</text></paragraph> 
<paragraph id="HCD50BA700BA04A0CB24713EDAC1DE63D"><enum>(5)</enum><text>Locally driven efforts to plant and maintain trees along key walking, biking, and transit corridors are under-resourced, despite proven benefits to heat mitigation, public safety, and community health.</text></paragraph></subsection> <subsection id="HF9BB827D304242C8844177CC719F9346"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to—</text> 
<paragraph id="H1CD68DBD81A2485DAABB0B1841D0F97B"><enum>(1)</enum><text display-inline="yes-display-inline">promote the deployment of cooling infrastructure along transportation corridors;</text></paragraph> <paragraph id="H3E8B9B715983496BB28456BD6D99A111"><enum>(2)</enum><text>enhance resilience and safety of transportation systems in the face of extreme heat and improve air quality;</text></paragraph> 
<paragraph id="HDB5A545DEA5C421FBC34BE1A9FD97B36"><enum>(3)</enum><text>improve safety, accessibility, and usability for pedestrians, cyclists, and transit users;</text></paragraph> <paragraph id="HAB61AADFFE5A4CB5BE9FDB616F12538B"><enum>(4)</enum><text display-inline="yes-display-inline">extend the useful life of infrastructure; and</text></paragraph> 
<paragraph id="H4CBDDDAEF72C4CD69E0743400B10CA69"><enum>(5)</enum><text>prioritize investment in communities facing disproportionate heat and access challenges.</text> </paragraph></subsection></section> <section id="H9120042FD3CA459D8D18FD9B0703DBC5"><enum>3.</enum><header>Reauthorization of Healthy Streets program</header><text display-inline="no-display-inline">Section 11101(b)(2)(C) of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/23/101">23 U.S.C. 101</external-xref> note(b)(2)(C)) is amended by striking <quote>through 2026</quote> and inserting <quote>through 2030</quote>.</text></section> 
<section id="H2CE16D1D7B5D45A5BEA40E71F0C301DF"><enum>4.</enum><header>Healthy Streets program</header> 
<subsection id="H05C69804C8B04379A95BC402AAF2AD1E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 11406 of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/23/101">23 U.S.C. 101</external-xref> note) is amended—</text> <paragraph id="HE775E1E1C1C94C79B096D4E2816CF391"><enum>(1)</enum><text>in subsection (a)—</text> 
<subparagraph id="HDD618BB99EF742D495540FD849FAF0FD"><enum>(A)</enum><text>in paragraph (2)—</text> <clause id="H83EC4899EB1C489B95F574051EBCA1F3"><enum>(i)</enum><text>in subparagraph (D) by striking <quote>and</quote> at the end;</text></clause> 
<clause id="H8A5319E27E4840089B017AE90D2448DC"><enum>(ii)</enum><text>in subparagraph (E) by striking the period and inserting a semicolon; and</text></clause> <clause id="HDA0B2A35F3AE4FF3B7F0883E384902A6"><enum>(iii)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="HA68AD2ADA3854B189B873C9261939A05" display-inline="no-display-inline"> 
<subparagraph id="H6958E8B7B77B45ED83A226067B7229F2"><enum>(F)</enum><text display-inline="yes-display-inline">State and local transit agencies;</text></subparagraph> <subparagraph id="H5D81B958F93A4AA1B2EB4CF36E9D047C"><enum>(G)</enum><text>State departments of transportation;</text></subparagraph> 
<subparagraph id="H48264F1B335F47C8A67EB6ABCA708738"><enum>(H)</enum><text>local educational agencies; and</text></subparagraph> <subparagraph id="H1204FB53D5854C8CA09B7D62CE283797"><enum>(I)</enum><text>tree and greenspace stewardship organizations, environmental asset management groups, or infrastructure resilience partners with experience in protecting and sustaining green infrastructure and shade assets.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="H42DAE11971BD41A0B5640D6485889C95"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H3075139D3CB8458BA3FFDA9FE7266EE2" display-inline="no-display-inline"> <paragraph id="HEBE4F5AB64E74BD18126347FEDD62A1D"><enum>(8)</enum><header>Cool corridor</header><text>The term <quote>cool corridor</quote> means—</text> 
<subparagraph id="H08DA533965E944CC8D69F947DC8C8E37"><enum>(A)</enum><text>a designated transportation route enhanced through linear greening strategies, including tree canopy, shade infrastructure, and other nature-based solutions designed to reduce surface and ambient temperatures; and</text></subparagraph> <subparagraph id="H1EAF138BD17E4F1E9FFCDC8DF01E4220"><enum>(B)</enum><text>incorporates planning and stewardship measures to ensure the long-term functionality, protection, and climate resilience of the activities described in subparagraph (A).</text></subparagraph></paragraph> 
<paragraph id="H1CFA9C23E2C549D39A377DD392E9C9D8"><enum>(9)</enum><header>Heat mitigation strategies</header><text>The term <quote>heat mitigation strategies</quote> means activities that result in the mitigation of heat in public spaces, including tree planting, vegetative infrastructure, cool or reflective surfaces, shade structures, and other evidence-based practices, including the maintenance and preservation of already existing green infrastructure, roadside vegetations and trees.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HCA4D01FBA3E64458A85BEAFB67A0BEAB"><enum>(2)</enum><text>in subsection (b)—</text> 
<subparagraph id="H9A4EA0302E984994B2CD401BA0C16A34"><enum>(A)</enum><text>by inserting <quote>for demonstration projects in geographically and climatically diverse regions, including both urban and rural communities with historically low tree canopy or high heat vulnerability</quote> before <quote>to eligible entities</quote>;</text></subparagraph> <subparagraph id="HD7C0F7A39A8A4B479E5AB7EBA536BABE"><enum>(B)</enum><text>in paragraph (1) by striking <quote>and</quote> at the end;</text></subparagraph> 
<subparagraph id="HC11094F309A74ED7A106A0760A5DDBD6"><enum>(C)</enum><text>in paragraph (2) by striking the period and inserting <quote>, including the integration of shade structures, bus stop shelters, and climate-resilient streetscape elements, which may include the strategic planting of trees for shade;</quote>; and</text></subparagraph> <subparagraph id="H79737B8C8D31496DBFD049B1D975CA79"><enum>(D)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="H15BBFCBAE1A643E1AAD7BCCBED6CECB2" display-inline="no-display-inline"> 
<paragraph id="H858202CE10BB4E17A1DD4F8485B4B5F3"><enum>(3)</enum><text display-inline="yes-display-inline">to plan, design, construction, and maintain tree canopy and green infrastructure along public transportation corridors, including alongside transportation right of ways, at bus stops, near transit hubs, and within designated public-school zones and properties;</text></paragraph> <paragraph id="H442B19D5A17B44259A72CCADFDD6F2DC"><enum>(4)</enum><text>to deploy smart sensors and data tools to monitor heat exposure and performance;</text></paragraph> 
<paragraph id="H2E5FE5BBB9254D088E79F1BC77C9F798"><enum>(5)</enum><text>for community engagement, planning, and workforce development activities relating to heat mitigation, tree planting and maintenance; and</text></paragraph> <paragraph id="H22091540F78D48C88FE189E0A25E7ECE"><enum>(6)</enum><text>to integrate cooling infrastructure into existing or planned multimodal corridors or new and existing transportation projects; particularly school zones, and neighborhood-scale corridors where pedestrian mobility is high to create cool corridors</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H7272C65BD5CE4ACF8BFCD47DBE311A4E"><enum>(3)</enum><text>in subsection (d)(2)—</text> <subparagraph id="HCD886A9140984F709538340EB60172EB"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A) by striking <quote>and</quote> at the end;</text></subparagraph> 
<subparagraph id="H94A8B47B0A0548678645374556D16800"><enum>(B)</enum><text>in subparagraph (B) by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph> <subparagraph id="HD41545619AF04C66963D6C50FE15DCD2"><enum>(C)</enum><text>by adding at the end the following:</text>

<subparagraph id="H4A2472379B8E496CAAA5E4595AEA69E4"><enum>(C)</enum><text display-inline="yes-display-inline">plans to undergo review and seek approval from the State or local agency of jurisdiction prior to project implementation to ensure projects do not interfere or hinder any ongoing or future developments.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H0D340A795758497993EC8F036D4423A1"><enum>(4)</enum><text>in subsection (f)—</text> 
<subparagraph id="H6FD0FB62326D409182EB8B780F33832B"><enum>(A)</enum><text>in paragraph (1) by inserting <quote>that is impacted by high heat or low tree canopy coverage</quote> after <quote>disadvantaged community</quote>;</text></subparagraph> <subparagraph id="H963D8F47F7C443F5BF54436E07066EC9"><enum>(B)</enum><text>in paragraph (2) by striking <quote>or</quote> at the end;</text></subparagraph> 
<subparagraph id="H3EBEC0C270044728BA6B62489CA42696"><enum>(C)</enum><text>in paragraph (3) by striking the period at the end and inserting a semicolon; and</text></subparagraph> <subparagraph id="H24E4C65917384216BA89E52948E803C2"><enum>(D)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="H82BA9CEA324542ADB845408B3B8C0153" display-inline="no-display-inline"> 
<paragraph id="HE67E567625164E4996164787E4F3FA99"><enum>(4)</enum><text display-inline="yes-display-inline">that improves access to transit, schools, jobs, or essential services;</text></paragraph> <paragraph id="H43E7CE3CD90046E6A3F5BF73F44741ED"><enum>(5)</enum><text>that incorporates maintenance and long-term sustainability plans; </text></paragraph> 
<paragraph id="HD420D65D4B6549B99957312A1A1E1100"><enum>(6)</enum><text>that leverages additional funding through public private or interagency coordination;</text></paragraph> <paragraph id="H367D8371BEC64870BDECA5C74112705A"><enum>(7)</enum><text>that aims to preserve and maintain existing green infrastructure and vegetation alongside transportation corridors and transit routes;</text></paragraph>
<paragraph id="HFEB7525919A54E739AAF410F00A39314"><enum>(8)</enum><text display-inline="yes-display-inline">that incorporates the use of vegetation or tree species that require minimal maintenance; or</text></paragraph> <paragraph id="H32A5B9ED08C343789018BE3E8254F100"><enum>(9)</enum><text>that integrates workforce training and urban forestry job creation strategies.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="HCC050E029C64458DBFA2129082695967"><enum>(5)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H9CF51D28837E4FBBB4093EA42D876528" display-inline="no-display-inline"> <subsection id="H7C5D0C96D07B442CAA631AC91D4BA427"><enum>(i)</enum><header>Interagency coordination</header><text>In carrying out the program under this section, the Secretary shall coordinate with the following, as appropriate:</text> 
<paragraph id="H10A8EE837145483DACEE532025BAE33B"><enum>(1)</enum><text>The Administrator of the Environmental Protection Agency.</text></paragraph> <paragraph id="H2EBA0178DDE6407D9056ECE15A7E0F03"><enum>(2)</enum><text>The Secretary of Energy.</text></paragraph> 
<paragraph id="HFA5CBDB661D047A8A37DFD963ABE0647"><enum>(3)</enum><text>The Secretary of Housing and Urban Development.</text></paragraph> <paragraph id="H4B74BBDCC7C54A2EB35827DA46A3CC41"><enum>(4)</enum><text>The Secretary of Agriculture, particularly the Chief of the Forest Service.</text></paragraph> 
<paragraph id="H6C93720EFF834F01B14736C1018EA524"><enum>(5)</enum><text>The Director of the United States Climate Resilience Toolkit and United States Global Change Research Program.</text></paragraph></subsection> <subsection id="H3FBA0E5097534E3D9803D379EC0D3F01"><enum>(j)</enum><header>Technical assistance and guidance</header><text>The Secretary, in coordination with relevant Federal agencies, shall provide—</text> 
<paragraph id="HBDD332BF6E4F4D2294DDD6C5ABBA721B"><enum>(1)</enum><text>technical assistance, model project templates, and guidance to grantees to promote cost-effective and evidence-based project delivery under this section; and</text></paragraph> <paragraph id="HBDA31A71827242C0BE6AE1E7F9DBB62E"><enum>(2)</enum><text>guidance on tree species selection, short and long term stewardship plans, and integration with local forestry plans.</text></paragraph></subsection> 
<subsection id="H84596F74CEE34433A3E299AAA8794B4B"><enum>(k)</enum><header>Specifications for tree planting</header><text display-inline="yes-display-inline">If the recipient of a grant under this section uses grant funding for tree planting—</text> <paragraph id="H132DB81C24794883891FC2DAB5E2FFAA"><enum>(1)</enum><text>such planting shall be done in a manner that does not obstruct traffic views or hinder public safety, as determined by the Secretary; and </text></paragraph> 
<paragraph id="HEFE3C257F636423D9112CCD4C2D5BA9C"><enum>(2)</enum><text>the recipient shall be responsible for tree maintenance, including watering and upkeep, as needed. </text></paragraph></subsection> <subsection id="H176AEAEE745343DD9E230F76F9C677B2"><enum>(l)</enum><header>Reporting</header><text>A recipient of a grant under this section shall submit to the Secretary an annual report on—</text> 
<paragraph id="H9801E1A8AF7C4E2C9626F83DC8C8F197"><enum>(1)</enum><text>temperature reduction and environmental performance metrics;</text></paragraph> <paragraph id="H00190D5F08564B0DAC987933C5BAB340"><enum>(2)</enum><text>infrastructure resilience improvements;</text></paragraph> 
<paragraph id="H66699A79F6DB449E9EB98D04AC6E009B"><enum>(3)</enum><text>public health and equity outcomes;</text></paragraph> <paragraph id="H389146AEF4634D299D260A1910EBD7CA"><enum>(4)</enum><text>cost-benefit analyses; and</text></paragraph> 
<paragraph id="H3F901D7B302040E8949DFB632CD54720"><enum>(5)</enum><text>community engagement practices.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HA27771FB5B11484EA33B6DFF9669DA53"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 5 years after the date of enactment of this Act, the Secretary of Transportation shall submit to Congress a report evaluating the outcomes of the program under section 11406 of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/23/101">23 U.S.C. 101</external-xref> note) and making recommendations for permanent authorization and integration of the program into the surface transportation block grant program under section 133 of title 23, United States Code.</text></subsection></section>
