<section id="HC16FE48FE26E499E83BA0A908E2E78BF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Office of Fossil Energy and Carbon Management Relocation Act of 2025</short-title></quote>.</text></section> <section id="H65C71C5A19E74D0283CE2F7B28FB63D4"><enum>2.</enum><header>Relocation of Office of Fossil Energy and Carbon Management</header> <subsection commented="no" display-inline="no-display-inline" id="H1DD47E314D9F40B28171B9EDFBC008AE"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding section 72 of title 4, United States Code, not later than December 31, 2026, the Secretary of Energy shall relocate the Office of Fossil Energy and Carbon Management (referred to in this section as the <term>Office</term>) from Washington, DC, to Pittsburgh, Pennsylvania.</text></subsection>
<subsection commented="no" display-inline="no-display-inline" id="H47B4912AD5E045A3B43B671E8F00A04D"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after the relocation required under subsection (a) is completed, the Secretary of Energy shall submit to Congress a report describing—</text> <paragraph commented="no" display-inline="no-display-inline" id="H5D592352D2604FFDBDD62CE765D18BE7"><enum>(1)</enum><text>any attrition of employees from the Office during and after that relocation;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H7FA7830D4E534E63927BD82B3D55CF15"><enum>(2)</enum><text>the extent to which that attrition is attributable to that relocation;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H174B9D8E3CCD434F897C096FE8809812"><enum>(3)</enum><text>how the Secretary of Energy will address that attrition; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HA673E011DFAD4D9EADB35783A2039F70"><enum>(4)</enum><text>how that relocation affected the ability of employees of the Office to negotiate through representatives regarding conditions of employment.</text></paragraph></subsection></section> </legis-body></bill>
