<official-title display="yes">To require the President to designate the Muslim Brotherhood as a foreign terrorist organization, to direct the Secretary of State to submit a report to Congress regarding such designation, and for other purposes.</official-title>

<section section-type="section-one" id="H835D49E477ED4C09A1F8109585622D35"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Muslim Brotherhood Terrorist Designation Act of 2025</short-title></quote>.</text></section> <section id="H867CA2C2F2434704B355A5DBFD9B32A6"><enum>2.</enum><header>Prohibitions on Muslim Brotherhood operations in the United States</header> <subsection commented="no" display-inline="no-display-inline" id="HFF54DC10E5DB44728EF257942BEC9E57"><enum>(a)</enum><header display-inline="yes-display-inline">Findings; determinations</header><text>Section 1002 of the Anti-Terrorism Act of 1987 (<external-xref legal-doc="usc" parsable-cite="usc/22/5201">22 U.S.C. 5201</external-xref>) is amended—</text>
<paragraph commented="no" display-inline="no-display-inline" id="H6EDE82662DB54909B7B925F2856299CC"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text> <subparagraph commented="no" display-inline="no-display-inline" id="HB6E7FA0FFB814E618F5013150AB62E38"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (6), by striking <quote>and</quote> at the end;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H216E7053ED874C8CB920B4F6C761F4B0"><enum>(B)</enum><text>in paragraph (7), by striking the period at the end and inserting a semicolon; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H1DA4AD50D69043A89A310676E6256C33"><enum>(C)</enum><text>by adding at the end the following:</text>

<paragraph id="H5FC7EDF504CD41118B95FD1492F7B900"><enum>(8)</enum><text>Hamas is a Muslim Brotherhood branch, according to its charter, which describes Hamas as <quote>one of the wings of the Muslim Brotherhood in Palestine</quote>;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H11E17EE7A0C84B6691CA20DEEFAAF719"><enum>(9)</enum><text display-inline="yes-display-inline">the Counter Terrorism Guide, published by the National Counterterrorism Center, states Hamas’s <quote>roots are in the Palestinian branch of the Muslim Brotherhood</quote>;</text></paragraph>
<paragraph id="HF17247527B0A4C94A745C914546838C4"><enum>(10)</enum><text>Hamas has been designated as a foreign terrorist organization by the Secretary of State pursuant to section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>) and as a Specially Designated Global Terrorist pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism);</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HD1BE2AB11A5441CBB98A7FD02716F215"><enum>(11)</enum><text display-inline="yes-display-inline">on October 7, 2023, Hamas terrorists committed the worst 1-day massacre of Jews since the Holocaust, which included the murder, kidnapping, or disappearance of at least 53 United States citizens;</text></paragraph>
<paragraph id="HEB5E444B64214E6FBF8989872F630A47"><enum>(12)</enum><text>the Muslim Brotherhood functions as a global organization and provides material support to Muslim Brotherhood branches in countries and territories by providing political support, financial resources, training, services, expert advice, and communications assistance; and</text></paragraph> <paragraph id="H4989D20C054F40FFA958132F2B678B0D"><enum>(13)</enum><text>Muslim Brotherhood branches have sought to destabilize and undermine United States allies and partners throughout the Middle East, including in Bahrain, Egypt, Jordan, Saudi Arabia, and the United Arab Emirates, and have been outlawed as a terrorist group by the governments of those countries.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph id="H6200842A9D4543158D413177BA365B16"><enum>(2)</enum><text>in subsection (b), by striking <quote>the PLO and its affiliates are a terrorist organization and</quote> and replacing with <quote>the PLO, the Muslim Brotherhood, and their affiliates are terrorist organizations and are</quote>.</text></paragraph></subsection> <subsection id="H8702E800E1A746F59331A16DA2DAD3AE"><enum>(b)</enum><header>Prohibitions</header><text display-inline="yes-display-inline">Section 1003 of the Anti-Terrorism Act of 1987 (<external-xref legal-doc="usc" parsable-cite="usc/22/5202">22 U.S.C. 5202</external-xref>) is amended—</text>
<paragraph id="H40E2DE8357EB4E81A64878AC1BDB60B6"><enum>(1)</enum><text>in the section title, by striking <quote><header-in-text style="USC" level="section">PLO</header-in-text></quote> and inserting <quote><header-in-text style="USC" level="section">the PLO and the Muslim Brotherhood</header-in-text></quote>;</text></paragraph> <paragraph id="H9EF77D0F543946D8BF365B550E2869B2"><enum>(2)</enum><text>in the matter preceding paragraph (1), by striking <quote>or any of its</quote> and inserting <quote>, the Muslim Brotherhood, or any of their respective</quote>; and</text></paragraph>
<paragraph id="HD2C1F4DBD5D54A14AFD5CE9536143CBE"><enum>(3)</enum><text>by striking <quote>or any of its</quote> each place such phrase appears and inserting <quote>, the Muslim Brotherhood, or any of their</quote>.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="H43C4A464BFFF4151B66BFC693B7E0543"><enum>(c)</enum><header>Termination</header><text>Section 1005(b) of the Anti-Terrorism Act of 1987 (<external-xref legal-doc="usc" parsable-cite="usc/22/5201">22 U.S.C. 5201</external-xref> note) is amended by inserting <quote>, with respect to prohibitions regarding the PLO,</quote> after <quote>this title</quote>.</text></subsection>
<subsection commented="no" display-inline="no-display-inline" id="HB07ADF11741143B1AF92A6BEBD32FC6E"><enum>(d)</enum><header>Immigration restrictions</header><text>The Anti-Terrorism Act of 1987 (<external-xref legal-doc="usc" parsable-cite="usc/22/5201">22 U.S.C. 5201 et seq.</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H2D4DF52A128840B0876173A9B8D2060E"> <section id="H1616EF7C972D4697919E16EFC38A4E31"><enum>1006.</enum><header>Mandatory ineligibility for visas, admission, or parole for Muslim Brotherhood members</header><text display-inline="no-display-inline">The Secretary of State shall impose the sanctions authorized under section 306(b)(1) of the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act (<external-xref legal-doc="usc" parsable-cite="usc/22/1741d">22 U.S.C. 1741d(b)(1)</external-xref>) with respect to any foreign person the President determines, based on credible evidence, is a Muslim Brotherhood member, including the measures—</text>
<paragraph id="HB35EFF67144A47A6A359F15E76F809B5"><enum>(1)</enum><text>related to inadmissibility and ineligibility described in subparagraph (A) of such section; and</text></paragraph> <paragraph id="H7613898893CB48D78ED86A83F5CC1235"><enum>(2)</enum><text>requiring the immediate revocation of current visas in accordance with subparagraph (B) of such section.</text></paragraph></section>
<section id="HDBFC7F16D7264631A0AE6B8FBC3C8A8A"><enum>1007.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> <paragraph id="HEDA3DE06FF08451B8D9B9CECF8DBBE59"><enum>(1)</enum><header>Foreign person</header><text>The term <term>foreign person</term> means an individual or entity that is not a United States person.</text></paragraph>
<paragraph id="H1C14F4C3F4654DA89EA71B5550C86A8D"><enum>(2)</enum><header>Muslim brotherhood</header><text>The term <term>Muslim Brotherhood</term> means the Society of the Muslim Brothers (also known as <quote>Jamaʿat al-Ikhwan al-Muslimin</quote>).</text></paragraph> <paragraph id="H132BC89A70AB4E249FDE7F5D16C3E7B7"><enum>(3)</enum><header>Muslim brotherhood branch</header><text>The term <term>Muslim Brotherhood branch</term> means any entity that is a branch, charity, or organization that is directly or indirectly owned or controlled, or otherwise directly or indirectly affiliated with the Muslim Brotherhood including—</text>
<subparagraph id="HA839C05D9F6F4332BFB2E6ACEDA3F2E1"><enum>(A)</enum><text>Hamas and Lajnat al-Daawa al-Islamiya; and</text></subparagraph> <subparagraph id="HD41D9F64F98743238160CA2C65C910BE"><enum>(B)</enum><text>any other such organization operating in Algeria, Bahrain, Bangladesh, Belgium, Canada, Egypt, France, Gaza, Germany, India, Indonesia, Iran, Iraq, Jordan, Judea and Samaria, Kuwait, Lebanon, Libya, Malaysia, Mauritania, Morocco, Oman, Pakistan, Qatar, Saudi Arabia, Somalia, South Africa, Sudan, Syria, Tunisia, Turkey, United Arab Emirates, United Kingdom, Yemen, or in any other country or jurisdiction identified by the Secretary of State.</text></subparagraph></paragraph>
<paragraph id="H15D2AA5188754DF5B6EE31EE281D0AC0"><enum>(4)</enum><header>Muslim brotherhood member</header><text>The term <term>Muslim Brotherhood member</term> means an individual who is a member of, under the control of, or serving as a representative of, the Muslim Brotherhood or a Muslim Brotherhood branch.</text></paragraph> <paragraph id="HA4018FA2038B402BB0B54497244F2090"><enum>(5)</enum><header>United States person</header><text>The term <term>United States person</term> means—</text>
<subparagraph id="H9131EEDDD3F54068BCFCCE8A8D617AC0"><enum>(A)</enum><text>a United States citizen;</text></subparagraph> <subparagraph id="HA99794BEACC14281836FC1FB6F5074BC"><enum>(B)</enum><text>a permanent resident of the United States;</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H3774411DB8664E74B8A2B9C0D0D4F5A9"><enum>(C)</enum><text display-inline="yes-display-inline">a foreign national who is residing in the United States; and</text></subparagraph> <subparagraph id="H1050776F33524611A974F3FE45ABE422"><enum>(D)</enum><text>an entity organized under the laws of the United States or of any jurisdiction of the United States, including a foreign branch of such an entity.</text></subparagraph></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
<section commented="no" display-inline="no-display-inline" id="H5B9CBF455A7641F085D2806E16FBAF08"><enum>3.</enum><header display-inline="yes-display-inline">Designation of Muslim Brotherhood entities as foreign terrorist organizations</header>
<subsection id="H06CBAA33FC224A56804469E06848055A"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph commented="no" display-inline="no-display-inline" id="HFC054E2E3C884704BC6EB2DC5ED161D6"><enum>(1)</enum><header>Muslim brotherhood; muslim brotherhood branch; muslim brotherhood member</header><text display-inline="yes-display-inline">The terms <term>Muslim Brotherhood</term>, <term>Muslim Brotherhood branch</term>, and <term>Muslim Brotherhood member</term> have the meanings given such terms in section 1007 of the Anti-Terrorism Act of 1987, as added by section 2(d).</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HEA1D28E8601649BA90E79AF885A159B5"><enum>(2)</enum><header>Relevant congressional committees</header><text display-inline="yes-display-inline">The term <term>relevant congressional committees</term> means—</text> <subparagraph id="HD19328E58D7845AFA80D071687BD05D3"><enum>(A)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text></subparagraph>
<subparagraph id="H21B3F0E4D12C411B8057D3FC60CA8827"><enum>(B)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives; and</committee-name></text></subparagraph> <subparagraph id="H5990FB1CB15E49AFAC021722F40E84E5"><enum>(B)</enum><text>the <committee-name committee-id="">Committee on the Judiciary of the House of Representatives.</committee-name></text></subparagraph></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="H85516821AA6C43B48A30535C37135509"><enum>(b)</enum><header display-inline="yes-display-inline">Annual report</header><text>Not later than 90 days after the date of the enactment of this Act, and annually thereafter, the Secretary of State shall submit a report to the relevant congressional committees that—</text> <paragraph commented="no" display-inline="no-display-inline" id="H5FA30B7497CD49D087A914E646ECBBDD"><enum>(1)</enum><text display-inline="yes-display-inline">identifies all Muslim Brotherhood branches, including branches operating in the countries and jurisdictions described in section 1007(2)(B) of the Anti-Terrorism Act of 1987, as added by section 2(d); and</text></paragraph>
<paragraph id="H2FDDA35757094EFE9552C9FA4A25FD31"><enum>(2)</enum><text>for each such Muslim Brotherhood branch, includes a determination of whether—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H9505459049FD434C99538979045D6959"><enum>(A)</enum><text>the Muslim Brotherhood branch has been designated pursuant to any of the authorities described in subsection (c); and</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H2C43E388C5B34588993512608143514C"><enum>(B)</enum><text display-inline="yes-display-inline">the activities of such Muslim Brotherhood branch meets the criteria for such designation, or whether such entities engaged in conduct that may be constitute a ground for such designation, pursuant to any of the authorities described in subsection (c).</text></subparagraph></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="HF5EC7FA7159A43D285936AB163A76471"><enum>(c)</enum><header>Authorities described</header><text display-inline="yes-display-inline">The authorities described in this subsection are the laws authorizing the designation of an entity as—</text>
<paragraph commented="no" display-inline="no-display-inline" id="H76A2C8A8F62E4DC092BAC06888E85BEC"><enum>(1)</enum><text display-inline="yes-display-inline">a foreign terrorist organization under section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>); or</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H54D8FC6DA114431BB6D59768302B619C"><enum>(2)</enum><text>a Specially Designated Global Terrorist pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</text></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="HAA0ECDD2D7234D80B786B94131A815E9"><enum>(d)</enum><header>Sanctions</header>
<paragraph id="HE243E0D8A7264AFABF5099BFE6B5E98B"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the President shall impose the sanctions described in paragraph (3) with respect to the Muslim Brotherhood or any successor organization.</text></paragraph> <paragraph id="H8ACB25692FF9408881CBDF4F5FF1F046" commented="no"><enum>(2)</enum><header>Sanctions against muslim brotherhood branches</header> <subparagraph commented="no" display-inline="no-display-inline" id="H28F454F6BAE64068B164ABD8DB305352"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the submission of each report pursuant to subsection (b), in the case of any positive determination made related to a Muslim Brotherhood branch the President shall impose—</text>
<clause commented="no" display-inline="no-display-inline" id="HE0AF6916B6864519911118166A09DF74"><enum>(i)</enum><text display-inline="yes-display-inline">the sanctions described in paragraph (3)(A) on any Muslim Brotherhood branch that has been designated pursuant to subsection (c)(2)(A); and</text></clause> <clause id="H4BD0550E1B4B4A7DB9C10D84E033CC0C" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text>the sanctions described in paragraph (3)(B) on any Muslim Brotherhood branch whose activities meet the criteria for such designation in accordance with subsection (b)(2)(B).</text></clause></subparagraph>
<subparagraph id="H186BA31C266A418F87B0FB444EB3EF63" commented="no"><enum>(B)</enum><header>Minimum period</header><text>The President may not remove the sanctions described in paragraph (3) from the Muslim Brotherhood during the 4-year period beginning on the date of the report in which such positive determination regarding a Muslim Brotherhood branch was made.</text></subparagraph></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HC9791D934F244855ADDBB35F21D896D9"><enum>(3)</enum><header>Sanctions described</header><text display-inline="yes-display-inline">The sanctions described in this paragraph are—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="H43F45E7CF36F49BB9B84F2AC20C95032"><enum>(A)</enum><text>designation as a foreign terrorist organization pursuant to section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>); and</text></subparagraph> <subparagraph id="HDFF05788F24145228EF48E6103ADDFB7" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>imposition of the sanctions applicable with respect to a foreign person pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</text></subparagraph></paragraph></subsection>
<subsection id="H0050ACDA0F4B4242B4A1219853ECA395"><enum>(e)</enum><header>Form</header><text>The report required under subsection (b) shall be submitted in unclassified form, but may include a classified annex, if appropriate.</text></subsection></section> </legis-body> </bill>
