<section id="HA41ED40E6BDE44CFAFF976D7A8461D66" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Renewable Energy for U.S. Territories Act</short-title></quote>.</text></section> <section id="H868263899F464190B492BBC976BC027E"><enum>2.</enum><header>Renewable energy grant program</header> <subsection id="H265DF2191FA9423C806B26029D4841B1"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Agriculture shall establish a renewable energy program (in this section referred to as the <quote>program</quote>) under which the Secretary may award grants to covered entities to facilitate projects, in territories of the United States, described in subsection (c).</text></subsection>
<subsection id="H3386387F46954C50A5042E214AF84BDF"><enum>(b)</enum><header>Applications</header><text display-inline="yes-display-inline">To be eligible for a grant under the program, a covered entity shall submit to the Secretary an application at such time, in such form, and containing such information as the Secretary may require.</text></subsection> <subsection id="H83A6BD6E1C82420E8EAD7C5F4B985A91"><enum>(c)</enum><header>Grant uses</header> <paragraph id="HB953974B165E4337B0383C1C2CEFAA04"><enum>(1)</enum><header>In general</header><text>A covered entity receiving a grant under the program may use grant funds for a project, in a territory of the United States—</text>
<subparagraph id="H4AFC74EF5722445E827C5D91A203BB20"><enum>(A)</enum><text>to develop or construct a renewable energy system;</text></subparagraph> <subparagraph id="HC11AED0834FD424992A631E6148757DB"><enum>(B)</enum><text display-inline="yes-display-inline">to carry out an activity to increase energy efficiency;</text></subparagraph>
<subparagraph id="H1E88D80352DB4B46B16EBEECFFE59E9C"><enum>(C)</enum><text>to develop or construct an energy storage system or device for—</text> <clause id="HA196AD5A9F5F4C969852C34174A0A120"><enum>(i)</enum><text>a system developed or constructed under subparagraph (A); or</text></clause>
<clause id="HD0D193F5B1A44F2FB1FD525553D6F7CA"><enum>(ii)</enum><text>an activity carried out under subparagraph (B);</text></clause></subparagraph> <subparagraph id="HF4ACD30383374E21B3E665593836450B"><enum>(D)</enum><text>to develop or construct—</text>
<clause id="HE84C3A7288694884AE0DEC4DA6D3C431"><enum>(i)</enum><text>a smart grid; or</text></clause> <clause id="HCE4BFE0E9DB54749A84274E50DA22D08"><enum>(ii)</enum><text>a microgrid; or</text></clause></subparagraph>
<subparagraph id="H7363B1F142B245C288473E593977D878"><enum>(E)</enum><text>to train residents of the territory of the United States to develop, construct, maintain, or operate a renewable energy system.</text></subparagraph></paragraph> <paragraph id="H767E66A61FEB40F090FA947C494C42D7"><enum>(2)</enum><header>Limitation</header><text>A covered entity receiving a grant under the program may not use grant funds to develop or construct a facility that generates electricity using energy derived from—</text>
<subparagraph id="H91ACF5B5364B4C04AAE09985DDE83B10"><enum>(A)</enum><text>fossil fuels; or</text></subparagraph> <subparagraph id="H68CD24E764EA4010AED62905B4DF57D2"><enum>(B)</enum><text>nuclear power.</text></subparagraph></paragraph></subsection>
<subsection id="H815F61F7669E478CAE597487FEDE12E9"><enum>(d)</enum><header>Technical assistance</header><text display-inline="yes-display-inline">The Secretary of Energy shall ensure that Department of Energy national laboratories offer to provide technical assistance to each covered entity carrying out a project assisted with a grant under the program.</text></subsection> <subsection id="H724CDE040EA04CBBB4717A75E58B97AD"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after the establishment of the program, and on an annual basis thereafter, the Secretary shall submit to Congress a report containing—</text>
<paragraph id="H95856BC5AC87446AB9AD2BE736A042C6"><enum>(1)</enum><text>an estimate of the amount of funds disbursed under the program;</text></paragraph> <paragraph id="HC9B1C0BA5F4F4FBC9D535C53954ACA78"><enum>(2)</enum><text>an estimate of the energy conservation achieved as a result of the program;</text></paragraph>
<paragraph id="H4BED5CC67D794F2F8A1DE1E152CA372C"><enum>(3)</enum><text>a description of challenges encountered in implementing projects described in subsection (c)(1); and</text></paragraph> <paragraph id="HEBF3C26484604B8B8628937E9054EC5E"><enum>(4)</enum><text>recommendations as to additional legislative measures to increase the use of renewable energy in territories of the United States, as appropriate.</text></paragraph></subsection>
<subsection id="H724F2ED62D7A46A58FFBBC1EE81F6550"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as may be necessary to carry out this section.</text></subsection></section> <section id="HC30839545629466E803BFB192CC42BD9"><enum>3.</enum><header>GAO study and report</header> <subsection id="H9B7D4B5283554E13BDE00FD29734A79D"><enum>(a)</enum><header>In general</header> <paragraph id="HF3DB1818BCE84BAC9ED2F2FBBE30A1CC"><enum>(1)</enum><header>Study and report</header><text>Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall—</text>
<subparagraph id="H5A124CC473E74C14A24FD0C755552DD8"><enum>(A)</enum><text>conduct a study regarding renewable energy and energy efficiency in territories of the United States; and</text></subparagraph> <subparagraph id="H235466F791A04020ABD58AE80FAE5C3C"><enum>(B)</enum><text>submit to Congress a report containing—</text>
<clause id="H7F44CB6A4D22468D87826C8F1AA47715"><enum>(i)</enum><text>the findings of the study; and</text></clause> <clause id="H3A2C4D4EF17A4733B839AB957099B2B9"><enum>(ii)</enum><text>related recommendations.</text></clause></subparagraph></paragraph>
<paragraph id="HEEE4B46794954C9F8793DB3F79CBE250"><enum>(2)</enum><header>Components</header><text>The study conducted under paragraph (1) shall consider, in relation each territory of the United States, the potential—</text> <subparagraph id="H43084A32724B49388E42D2D2C78D45A3"><enum>(A)</enum><text>to modify existing electric power systems to use renewable energy sources;</text></subparagraph>
<subparagraph id="HD6D645C230C84D1D8F702C163F618FA5"><enum>(B)</enum><text>to expand the use of microgrids; and</text></subparagraph> <subparagraph id="HB161E7BC793E4C9690E7896C651EC68F"><enum>(C)</enum><text>to improve energy resiliency.</text></subparagraph></paragraph></subsection>
<subsection id="H96B8D57337414BA98EA94E039C88C126"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated $1,500,000 to carry out this section.</text></subsection></section> <section id="HF0D8EB4D63B34D3183D7F5E5972DFF1C"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act, the following definitions apply:</text>
<paragraph id="H3034EBC12AEC4248B00121F18147CAFB"><enum>(1)</enum><header>Covered entity</header><text>The term <term>covered entity</term> means a not-for-profit organization determined eligible by the Secretary of Agriculture for purposes of this Act.</text></paragraph> <paragraph id="HC570CC616B304ECEB369899F4CE1B010"><enum>(2)</enum><header>Department of Energy national laboratories</header><text>The term <term>Department of Energy national laboratories</term> has the same meaning as the term <quote>National Laboratory</quote> under section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text></paragraph>
<paragraph id="H1FC40D5EF34F44EA91A86C2989EA6E19"><enum>(3)</enum><header>Microgrid</header><text>The term <term>microgrid</term> means an electric system—</text> <subparagraph id="H4E824C2FB15644CB95F7EDC3C791AF17"><enum>(A)</enum><text>that serves the local community with a power generation and distribution system; and</text></subparagraph>
<subparagraph id="H274B841DA379401F80C1FA8813050212"><enum>(B)</enum><text>that has the ability—</text> <clause id="H1F4CB9F9D8764989838EFF5D7116C9E3"><enum>(i)</enum><text>to disconnect from a traditional electric grid; and</text></clause>
<clause id="H3A8B064E0DEF429E93FBA9BA73823569"><enum>(ii)</enum><text>to operate autonomously when disconnected.</text></clause></subparagraph></paragraph> <paragraph id="H804F3D001CE441D7970869ED979B3483"><enum>(4)</enum><header>Renewable energy; renewable energy system</header><text>The terms <term>renewable energy</term> and <term>renewable energy system</term> have the meanings given those terms in section 9001 of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8101">7 U.S.C. 8101</external-xref>).</text></paragraph>
<paragraph id="HD2644BC58434433AA6DB417073F55476"><enum>(5)</enum><header>Smart grid</header><text display-inline="yes-display-inline">The term <term>smart grid</term> means an intelligent electric grid that uses digital communications technology, information systems, and automation to, while maintaining high system reliability—</text> <subparagraph id="HD33CD4C2D9A2464F92D71755BB4387F1"><enum>(A)</enum><text>detect and react to local changes in usage;</text></subparagraph>
<subparagraph id="HF1F126005165446389A34482E6F25691"><enum>(B)</enum><text>improve system operating efficiency; and</text></subparagraph> <subparagraph id="H1C6249EAACF6499281D9B322BB697C07"><enum>(C)</enum><text>reduce spending costs.</text></subparagraph></paragraph>
<paragraph id="H92FC733008554216BB34FEC01593573B"><enum>(6)</enum><header>Territory of the United States</header><text display-inline="yes-display-inline">The term <quote>territory of the United States</quote> means the Commonwealth of Puerto Rico, Guam, the United States Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands.</text></paragraph></section> </legis-body></bill>
