<section id="HBA19698ADA8A472A940514AE4B63358E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Congressional Oversight Access Act</short-title></quote>.</text></section> <section id="H905D0D6342E646F3AF5108087C41B57A"><enum>2.</enum><header>Prohibition on use of force against Members of Congress</header> <subsection id="H73ABFAA10F254905BBB33925166B3D49"><enum>(a)</enum><header>Prohibited actions</header><text>No officer, agent, contractor, or employee of the executive branch may use physical force, detain, remove, or otherwise physically interfere with a Member of Congress who—</text> 
<paragraph id="HFC7BB885A54B4843BA213ABDC3DAED29"><enum>(1)</enum><text>is conducting a covered oversight activity;</text></paragraph> <paragraph id="H61BE52BD3BD84910AD127020ECECD0A2"><enum>(2)</enum><text>presents valid congressional identification or identifies themselves as a Member of Congress;</text></paragraph> 
<paragraph id="H580D1F5B82C14220AE3E634FE897D98E"><enum>(3)</enum><text>is present in or on the premises of any federally controlled property; and</text></paragraph> <paragraph id="HA418A5EDB5034B3AAEEFFAFD04BE8CFA"><enum>(4)</enum><text>does not pose a clear and imminent physical threat to persons or property.</text></paragraph></subsection> 
<subsection id="H680799F48B404A8CB0949D388605CFF9"><enum>(b)</enum><header>Application</header><text>Nothing in this section shall be construed to—</text> <paragraph id="H4B6DF475E2344F41ABCA94A6E9B89D36"><enum>(1)</enum><text>exempt a Member of Congress from lawful security screening or building access procedures; or</text></paragraph> 
<paragraph id="H7A94C94306DE43F3B4522DD56E278178"><enum>(2)</enum><text>prevent action in response to a clear and imminent physical threat to persons or property.</text></paragraph></subsection> <subsection id="H54F0797B6846414BA73D34AE5DE734B1"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section, the following definitions apply:</text> 
<paragraph id="HA8A7882AF1F54286A41D6D4D8D121BBB"><enum>(1)</enum><header>Covered oversight activity</header><text display-inline="yes-display-inline">The term <term>covered oversight activity</term> means any activity that includes the review, monitoring, supervision, investigation, visitation, whether scheduled or unscheduled, by a Member of Congress acting in their official capacity, with respect to the execution of laws, compliance with court orders, or the administration of Federal programs, policies, or operations.</text></paragraph> <paragraph id="H0BC0EBF5A1A9442A9295B946993EF9AE"><enum>(2)</enum><header>Federally controlled property</header><text>The term <term>federally controlled property</term> means any building, land, or other real property owned, leased, operated, occupied, or used under contract, cooperative agreement, or intergovernmental service agreement by the Federal Government or any executive branch agency (including detention centers and field-control sites).</text></paragraph></subsection></section>
