<section id="HF43D0752B09049DEB56B7408EDB015E9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Modern Approaches in Recovery Technology for Traumatic Brain Injury Act</short-title></quote> or the <quote><short-title>SMART for TBI Act</short-title></quote>.</text></section> <section id="HC2CA31E0C749470DA1DDFACFEB70DBAB"><enum>2.</enum><header>Strategy for treating traumatic brain injuries through digital health technologies</header><text display-inline="no-display-inline">Section 735 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (<external-xref legal-doc="public-law" parsable-cite="pl/117/263">Public Law 117–263</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/1071">10 U.S.C. 1071</external-xref> note) is amended—</text> 
<paragraph id="H0E2D9127FA8B4F918A8584D7681C50D2"><enum>(1)</enum><text>by redesignating subsections (e) and (f) as subsections (f) and (g), respectively; and</text></paragraph> <paragraph id="H2C02D59B095C4026A2E6F895C1F465AE"><enum>(2)</enum><text>by inserting after subsection (d) the following new subsection:</text>

<subsection id="H9A6ABC6A9DC349B5ABFB22D221E222F9"><enum>(e)</enum><header>Digital health technologies</header> 
<paragraph id="HE7A2185180A24475A03E862C0642E2A9"><enum>(1)</enum><header>Working group</header><text display-inline="yes-display-inline">As part of the Initiative, the Secretary shall establish a working group to develop a strategy for treating traumatic brain injuries through digital health technologies.</text></paragraph> <paragraph id="HA32948E47341483BB515B114E9AD8EE3"><enum>(2)</enum><header>Membership</header><text display-inline="yes-display-inline">The working group shall be composed of members of the Armed Forces, civilian employees of the Department of Defense, and individuals not employed by the Federal Government, who have expertise in traumatic brain injury clinical care, biomedical informatics, engineering, or implementation science.</text></paragraph> 
<paragraph id="H7B8339F8AD284FA7B881EB21075B5C14"><enum>(3)</enum><header>Elements</header><text>The strategy developed under paragraph (1) shall include the following:</text> <subparagraph id="H464D9D784AEB4F2E940D8C9A06013970"><enum>(A)</enum><text display-inline="yes-display-inline">Identification of capability gaps in the treatment of traumatic brain injuries that could be addressed through artificial intelligence and digital health technologies.</text></subparagraph> 
<subparagraph id="H0044141B51A447EB8534CCA415E916D5"><enum>(B)</enum><text display-inline="yes-display-inline">An analysis of existing research, development, and acquisition efforts leveraging artificial intelligence-based capabilities and digital health technologies, including any applicable commercial off-the-shelf solutions being used by the Secretary to support the treatment of traumatic brain injuries.</text></subparagraph> <subparagraph id="H7E9F8E7CCF134905BECFC8260EFC4828"><enum>(C)</enum><text>Recommendations with respect to advances required to—</text> 
<clause id="H7E9273695D5F4CD8A591B2FB232B490F"><enum>(i)</enum><text>address gaps identified under subparagraph (A); and</text></clause> <clause id="HBC5F9AA9C0EB4F92B1E70D087D01DE62"><enum>(ii)</enum><text display-inline="yes-display-inline">significantly improve the treatment of traumatic brain injuries using artificial intelligence and digital health technologies.</text></clause></subparagraph> 
<subparagraph id="H3759D4AD8A804F8696AEDFEC24CCB183"><enum>(D)</enum><text display-inline="yes-display-inline">A recommended investment plan to advance technology and knowledge readiness levels to field digital health technologies to treat traumatic brain injuries.</text></subparagraph></paragraph> <paragraph id="H7C88327A34524FD2895554ADB3427982"><enum>(4)</enum><header>Briefing</header><text>Not later than September 30, 2026, the Secretary shall provide to the congressional defense committees a briefing on the strategy developed under paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
