R. 4305</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250710">July 10, 2025</action-date><action-desc><sponsor name-id="W000829">Mr. Wied</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Chief Counsel for Advocacy of the Small Business Administration to establish a Red Tape Hotline to receive notifications of burdensome agency rules, and for other purposes.</official-title></form><legis-body id="HC7078222002E43D48591686A3CFE7DE6" style="OLC"><section id="H7BBBE58CF6DA475FBFC059DF6241A03B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Destroying Unnecessary, Misaligned, and Prohibitive Red Tape Act of 2025</short-title></quote> or the <quote><short-title>DUMP Red Tape Act</short-title></quote>.</text></section><section id="HFC871A284E564DA9A461465DBEE84F01" section-type="subsequent-section"><enum>2.</enum><header>Establishment of Red Tape Hotline</header><text display-inline="no-display-inline">Section 203 of <external-xref legal-doc="public-law" parsable-cite="pl/94/305">Public Law 94–305</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/15/634c">15 U.S.C. 634c</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" id="H83C0E6FFF03549EC8217BEE77A6942AF" display-inline="no-display-inline"><subsection id="H2B97A11840704A68B8797B6FB1C72342"><enum>(c)</enum><header>Red Tape Hotline</header><paragraph id="H54C54FFA16C24E4EA6966CFFAA6343E9"><enum>(1)</enum><header>Establishment</header><text>Not later than 180 days after the date of the enactment of this Act, the Chief Counsel for Advocacy shall—</text><subparagraph id="H5FBDD840E6EA42CDB7065C8857C2D22B"><enum>(A)</enum><text>operate and maintain an email address to be known as the <quote>Red Tape Hotline</quote> to receive a notification from a small business concern (as defined under section 3 of the Small Business Act) relating to the burden of complying with a rule of an agency applicable to such concern; and</text></subparagraph><subparagraph id="HC6171263E23545A296C7AFA2D84C295E"><enum>(B)</enum><text display-inline="yes-display-inline">establish a website providing the email address or including a submission form or phone number in a manner that is easily accessible.</text></subparagraph></paragraph><paragraph id="H08C223C5851C436C95274030F142B85D"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this subsection, and annually thereafter, the Chief Counsel for Advocacy shall submit to the Administrator of the Small Business Administration and Congress a report on the Red Tape Hotline that includes—</text><subparagraph id="H0CC48EB0D31C4FAF8161AD4DB089F4A6"><enum>(A)</enum><text>the rules for which notifications are most frequently received, including the affected industry sectors for such rules;</text></subparagraph><subparagraph id="H4C78725BBB1D4A8AA4E0E001D7AD0C04"><enum>(B)</enum><text display-inline="yes-display-inline">a summary of the notifications received, including the geographic area and the industry category from which the notification was sent;</text></subparagraph><subparagraph id="H18B3D2DEB57D447BBDF470815F163ADB"><enum>(C)</enum><text>recommendations for each agency which issued such rules; and</text></subparagraph><subparagraph id="HE1E113E828214926A23667FD9A798A91"><enum>(D)</enum><text>a summary of actions taken by the Chief Counsel to address such rules, including any such rules for which the Chief Counsel submitted comments or analysis.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
