1.This Act may be cited as the Protecting American Diplomats Act
. 2.Report on counterintelligence training for high-risk diplomatic posts (a)Not later than 120 days after the date of the enactment of this Act, the Secretary of State shall submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a report evaluating the quality and adequacy of counterintelligence (CI) training provided to Department of State personnel assigned to high-risk diplomatic posts.
(b)The report required by subsection (a) shall include the following: (1)A description of the content, frequency, and delivery format, such as in-person, virtual, or scenario-based, of CI training programs offered to personnel at high-risk overseas posts.
(2)An explanation of how CI training is tailored to specific regional or country-level threat environments. (3)An identification of which categories of Department personnel, including Foreign Service Officers, Diplomatic Security Service agents, and locally employed staff, are required or eligible to receive such training.
(4)An assessment of interagency coordination in the development and delivery of CI training. (5)A review of any known capability gaps or deficiencies in CI preparedness among deployed personnel.
(6)Recommendations for improving CI training standards, content, or delivery to strengthen the Department’s overall CI posture. (c)The report required by subsection (a) shall be submitted in unclassified form but may include a classified annex as necessary.
(d)The requirements of this section shall terminate on the date that is two years after the date of the enactment of this Act.
