R. 4296</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250707">July 7, 2025</action-date><action-desc><sponsor name-id="L000599">Mr. Lawler</sponsor> (for himself, <cosponsor name-id="M001237">Ms. McDonald Rivet</cosponsor>, <cosponsor name-id="R000622">Mr. Riley of New York</cosponsor>, and <cosponsor name-id="M001238">Ms. McBride</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Food Security Act of 1985 to address emissions of certain greenhouse gases and carbon storage through conservation incentive contracts.</official-title></form><legis-body id="HFB34805A6F8C4A028A97023C3416161B" style="OLC"><section id="H14CE3501DB9B4F8EB5477F3F4B721922" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Conservation and Regenerative Optimization Practices for Farming Act</short-title></quote> or the <quote><short-title>CROP for Farming Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="H1A953CD4EB0B4501913B37D1FD170D17"><enum>2.</enum><header>Conservation incentive contracts</header><text display-inline="no-display-inline">Section 1240B(j) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-2">16 U.S.C. 3839aa–2(j)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H76D55405C00B4861977271FFB90DBE10"><enum>(1)</enum><text>in paragraph (1)(A), by striking <quote>concerns</quote> and inserting <quote>concerns, which may include emissions of nitrous oxide or methane (referred to in this subsection as <term>greenhouse gas emissions</term>) or storage of carbon in plants or soil (referred to in this subsection as <term>carbon storage</term>),</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBD9D3F31ADEE40CB8D486570C579499B"><enum>(2)</enum><text>in paragraph (2)(A)(ii)(I), by striking <quote>conservation</quote> and inserting <quote>conservation, reductions of greenhouse gas emissions, or increased levels of carbon storage</quote>.</text></paragraph></section></legis-body></bill>
