<section id="H13749A0A9C1A4C4699A8B31291BB5C63" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Downwinder Commemoration Act of 2025</short-title></quote>.</text></section> <section id="H8B12851E3C5E4BC98967F17BCCD1BE04"><enum>2.</enum><header>Plaques honoring Downwinder communities of New Mexico</header> <subsection id="HF664EFF790BE485493871D5F276E7C3C"><enum>(a)</enum><header>Finding</header><text>Congress finds that the Downwinder communities of New Mexico suffered generations of detrimental health effects, including cancer and infertility, as a result of exposure to radioactive fallout following the detonation of the first atomic bomb on July 16, 1945.</text> </subsection> 
<subsection id="H6D45B8CB83D24344B241C0D16D73B434"><enum>(b)</enum><header>Honorific plaques</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of the Army, the Secretary of the Air Force, and the Secretary of the Interior, in consultation with the heads of such other departments and agencies as the Secretaries determine appropriate, shall jointly obtain three honorific plaques of an appropriate design to commemorate the Downwinder communities of New Mexico.</text></subsection> <subsection id="HC833783919BB4B2981CA77F36E8E6CBF"><enum>(c)</enum><header>Placement of plaques</header><text>Of the three plaques obtained under subsection (b)—</text> 
<paragraph id="HC5E9419FC8EB47D8ABE06975430D6727"><enum>(1)</enum><text>the Secretary of the Army shall place one plaque at an appropriate, publicly accessible location at the White Sands Missile Range, New Mexico;</text></paragraph> <paragraph id="HD8B5F1D0034C4BC8BB791B356466A2D3"><enum>(2)</enum><text>the Secretary of the Air Force shall place one plaque at an appropriate, publicly accessible location at the Holloman Air Force Base, New Mexico; and</text></paragraph> 
<paragraph id="H857AE9993AAB423289DE1C79E312DBDD"><enum>(3)</enum><text>the Secretary of the Interior shall place one plaque at an appropriate, publicly accessible location at White Sands National Park, New Mexico.</text></paragraph></subsection></section> </legis-body></bill>
