R. 427</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250115">January 15, 2025</action-date><action-desc><sponsor name-id="F000471">Mr. Fitzgerald</sponsor> (for himself, <cosponsor name-id="G000576">Mr. Grothman</cosponsor>, <cosponsor name-id="T000165">Mr. Tiffany</cosponsor>, and <cosponsor name-id="S001213">Mr. Steil</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend <external-xref legal-doc="public-law" parsable-cite="pl/86/272">Public Law 86–272</external-xref> to expand the prohibition of State taxation relating to certain solicitation of orders.</official-title></form><legis-body id="H6D78BBCE32B7400DB4F7915BA9A4338F" style="OLC"><section id="H104592E096D54A2BBFBD036A0D0E6209" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Interstate Commerce Simplification Act of 2025</short-title></quote>.</text></section><section id="HBD832BCC41D149A28B2405D370EF8542" section-type="subsequent-section"><enum>2.</enum><header>Amendment</header><text display-inline="no-display-inline">Section 101(d) of <external-xref legal-doc="public-law" parsable-cite="pl/86/272">Public Law 86–272</external-xref> (73 Stat. 555) is amended—</text><paragraph id="H566D260E57424279B1D680EE23202695"><enum>(1)</enum><text>in paragraph (1) by striking <quote>and</quote> at the end,</text></paragraph><paragraph id="H9845553D1F1C4053B0CE4EFFB9AA3864"><enum>(2)</enum><text>in paragraph (2) by striking the period at the end and inserting <quote>; and</quote>, and</text></paragraph><paragraph id="HC8E70A9B06D4458BB0BF57966DA85352" display-inline="no-display-inline"><enum>(3)</enum><text> by adding at the end the following:</text><quoted-block style="OLC" id="H85A4DDA06D274E168555D033F98B39ED" display-inline="no-display-inline"><paragraph id="H8F230348E19E4B81BD46F38E79DC8E34"><enum>(3)</enum><text>the term <quote>solicitation of orders</quote> means any business activity that facilitates the solicitation of orders even if that activity may also serve some independently valuable business function apart from solicitation.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
