<section id="H7EB105125ABB4B0BB916B6298FBFC273" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stopping Executive Clearance Unfair Revocation Efforts Act</short-title></quote> or the <quote>SECURE Act</quote>.</text></section> <section id="H586AE86E08624FE2B6FA1926834FC5FA"><enum>2.</enum><header>Clarification of Requirements for Due Process Protections for Revocation or Denial of Eligibility for Access to Classified Information</header> <subsection id="HB50AF74D8DA6444AB9AB386D57E46001"><enum>(a)</enum><header>Requirements</header><text display-inline="yes-display-inline">Section 801(a)(5) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3161">50 U.S.C. 3161(a)(5)</external-xref>) is amended by striking <quote>employees in the executive branch of Government</quote> and inserting <quote>individuals</quote>.</text> </subsection> 
<subsection id="H5082215A79A44352A9D79FA2CAF50ED4"><enum>(b)</enum><header>Annual Report on Denials and Terminations</header><text>Section 506H(a)(1) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3104">50 U.S.C. 3104(a)(1)</external-xref>) is amended—</text> <paragraph id="HFD295346A7B446FFA6FD33043AA57519"><enum>(1)</enum><text>in subparagraph (A)(ii), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph> 
<paragraph id="H75C8A90AFE7A4F1AAF0EBC70310FFB52"><enum>(2)</enum><text>in subparagraph (B)(ii), by striking the period and inserting a semicolon; and</text></paragraph> <paragraph id="H0661F2A795A94F5CA173E01ED11EBC6F"><enum>(3)</enum><text>by adding at the end the following new subparagraphs:</text>

<subparagraph id="HFB347BBE72024117A1B7DF0BD8459C27" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">the number of individuals who were denied a security clearance at such level or whose security clearance at such level was revoked during the preceding fiscal year;</text></subparagraph> <subparagraph id="HC0944812229744EE816975D04FA4A004" indent="up1"><enum>(D)</enum><text>with respect to each denial or termination described in subparagraph (C)—</text> 
<clause id="HB9A9A804A615400C9A351799D2219B80"><enum>(i)</enum><text>an identification of the department or agency of the Federal Government or the private-sector entity that employs (or employed) the person who was the subject of the denial or termination at the time of such denial or termination; and</text></clause> <clause id="HAA19A76C3F44498798A9825A63B70CF3"><enum>(ii)</enum><text>an explanation of the reasons for the denial or termination; and</text></clause></subparagraph> 
<subparagraph id="HE5D72A1412CC42628C2AACF206BD960A" indent="up1"><enum>(E)</enum><text>a description of the outcome of any appeal or review with respect to each denial or termination described in subparagraph (C).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> </section> </legis-body></bill>
