<section id="HF90CCD0F87BD478B9D89F35320030A2A" section-type="section-one"><enum>1.</enum><header>Congressional approval before pursuing civil action under Impoundment Control Act of 1974</header><text display-inline="no-display-inline">Section 1016 of the Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/687">2 U.S.C. 687</external-xref>) is amended—</text> <paragraph id="HD4021E5345EC4DE2904887F44C828982"><enum>(1)</enum><text>by striking <quote>If,</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">In general</header-in-text>.—If,</quote>;</text></paragraph> 
<paragraph id="HB2E6CC140BC74F0EAE00D4531F435DBB"><enum>(2)</enum><text>by striking <quote>is hereby expressly empowered</quote> and inserting <quote>may, subject to approval by the Congress under subsection (b),</quote>; and</text></paragraph> <paragraph id="HD3C5C123CFAE45458CED633C53EF883E"><enum>(3)</enum><text>by adding at the end the following:</text>

<subsection id="H463D9AFEE9DA4C7095BB1E7D1051EE3C"><enum>(b)</enum><header>Prior congressional approval required</header><text display-inline="yes-display-inline">The Comptroller General may not bring a civil action under subsection (a) unless the Congress has enacted a concurrent resolution authorizing the Comptroller General to bring such civil action.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section> </legis-body></bill>
