R. 415</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250115">January 15, 2025</action-date><action-desc><sponsor name-id="B001296">Mr. Boyle of Pennsylvania</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Federal Election Campaign Act of 1971 to prohibit individuals holding Federal office from directly soliciting contributions to or on behalf of any political committee under such Act, and for other purposes.</official-title></form><legis-body id="H98FFF0C430DD4238B9F7125FFFF37832" style="OLC"><section id="HD841DB888BA84E8E8D5C57FF6CD1BDA9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Act</short-title></quote>.</text></section><section id="H0CADA0496B874809AA7F4434799B409D"><enum>2.</enum><header>Prohibiting direct solicitation of campaign contributions or funds for Federal election activity by Federal officeholders</header><subsection id="HAA37A3882FD64820B9EAA69F89E29789"><enum>(a)</enum><header>Prohibition</header><text>Section 323(e) of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30125">52 U.S.C. 30125(e)</external-xref>) is amended—</text><paragraph id="HC4A2B9805C194EE9B963EFF6C240EAA7"><enum>(1)</enum><text>by redesignating paragraphs (2) through (4) as paragraphs (3) through (5), respectively; and</text></paragraph><paragraph id="H524BC7083BE345F1A0B72B7DC27AD3A5"><enum>(2)</enum><text>by inserting after paragraph (1) the following new paragraph:</text><quoted-block style="OLC" id="H33C0EBE002774DD7AA5D808FE516F8AB" display-inline="no-display-inline"><paragraph id="H79B4B35FAF1249C28595857E4984BC1B"><enum>(2)</enum><header>Prohibiting direct solicitations for Federal election purposes by Federal officeholders</header><subparagraph id="HE389900C73A241DEBD85D7D733479BDB"><enum>(A)</enum><header>Prohibition</header><text>In addition to the prohibitions on soliciting funds set forth under paragraph (1), an individual holding Federal office shall not solicit funds directly from any person—</text><clause id="H979739FE51174C82A66A39580C4E544A"><enum>(i)</enum><text>for or on behalf of any political committee; or</text></clause><clause id="HA8040128B7164ECA8DA4B5B6074146F0"><enum>(ii)</enum><text>for or on behalf of any person for use for Federal election activity (as defined in section 301(20)).</text></clause></subparagraph><subparagraph id="H326FBDD767AE4AB886E614D1B453B60E"><enum>(B)</enum><header>Rule of construction regarding participation in fundraising events</header><text display-inline="yes-display-inline">Nothing in this paragraph may be construed to prohibit an individual holding Federal office from participating in a fundraising event, including planning or attending the event, speaking at the event, or serving as a featured guest at the event, so long as the individual does not engage in any written or verbal solicitation of funds in connection with the event.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H9459E0AA0F374FA8B2EE2E2A2F55D656"><enum>(b)</enum><header>Conforming amendment relating to attendance at State and local political party fundraising events</header><text>Section 323(e)(4) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/30125">52 U.S.C. 30125(e)(4)</external-xref>), as redesignated by subsection (a)(1), is amended—</text><paragraph id="H53A8A3E8D4D446F1A5E5E402B7D701A9"><enum>(1)</enum><text>by striking <quote>Notwithstanding paragraph (1) or subsection (b)(2)(C),</quote> and inserting <quote>Notwithstanding paragraph (1), paragraph (2), or subsection (b)(2)(C),</quote>; and</text></paragraph><paragraph id="HBB09CB2BCDF6408BB1CACEF858244445"><enum>(2)</enum><text>by striking the period at the end and inserting the following: <quote>, so long as, in the case of an individual holding Federal office, the individual does not engage in any written or verbal solicitation of funds in connection with the event.</quote>. </text></paragraph></subsection></section><section id="H3632ABE6DC064F90A43CCEE39AF27FB6"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall apply with respect to solicitations made on or after the date of the enactment of this Act.</text></section></legis-body></bill>
