<section id="H34E013FB254645D1BBC0BE222306D843" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Agricultural Security Research Act of 2025</short-title></quote>.</text></section> <section id="HFFCA85162314462A83FD6712CD7D2882"><enum>2.</enum><header>Centers of Excellence</header><text display-inline="no-display-inline">Section 1673 of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5926">7 U.S.C. 5926</external-xref>) is amended—</text> 
<paragraph id="H983DBC46226246A48A658FDD0278B0CF"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsections (a) through (c) and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H6E51DEFDAD1F423690C51B524D38E927"> <subsection id="HCE5FDBEB575940B1A16D5B28E14BC83E"><enum>(a)</enum><header>Centers of Excellence</header> <paragraph id="HA5273236740547FEB0E62C24F74CDD7B"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall recognize at least one center of excellence for each of the areas of focus described in paragraph (2) for the purpose of carrying out research, extension, and education programs.</text></paragraph> 
<paragraph id="HDE5FAF70B26047D084BA139D85309D10"><enum>(2)</enum><header>Areas of Focus</header><text display-inline="yes-display-inline">A center of excellence recognized under this subsection may engage in research, extension, and education programs focused on the following:</text> <subparagraph id="H7ED1F8266EFD4AC4A8403D4E8CF0EAC4"><enum>(A)</enum><header>Aquaculture</header><text display-inline="yes-display-inline">Developing and applying aquaculture methods, including through the propagation and rearing of economically and ecologically valuable aquatic and marine species.</text></subparagraph> 
<subparagraph id="H633FEF5533A0497A92AB6D2C1857184D"><enum>(B)</enum><header>Beginning farmers and ranchers</header><text display-inline="yes-display-inline">Training beginning farmers and ranchers, including training on farm and agribusiness management, mentoring and technical assistance, and access to capital.</text></subparagraph> <subparagraph id="H0FB4EFC389A04138B5FA2134FF820249"><enum>(C)</enum><header>Biosecurity and cybersecurity</header><text display-inline="yes-display-inline">Agricultural biosecurity and cybersecurity efforts to defend the food supply of the United States from—</text> 
<clause id="HCF922A610FF54DF998D2915EEDFBCCFC"><enum>(i)</enum><text>a biosecurity or cybersecurity attack; or</text></clause> <clause id="H6BD178EDC6774013B4DB25EC76FB848D"><enum>(ii)</enum><text>other global catastrophic and existential threats, as defined in section 7302 of the Global Catastrophic Risk Management Act of 2022 (<external-xref legal-doc="usc" parsable-cite="usc/6/821">6 U.S.C. 821</external-xref>).</text></clause></subparagraph> 
<subparagraph id="H23BC2DB6380A4F5983053C9ABFC26B31"><enum>(D)</enum><header>Biosystems and agricultural engineering</header><text display-inline="yes-display-inline">Biosystems and agricultural engineering, including precision agriculture technologies and mechanization and automation technologies for specialty crops.</text></subparagraph> <subparagraph id="HC560144C1949477B9A73A4CBDB09EA02"><enum>(E)</enum><header>Biotechnology</header><text display-inline="yes-display-inline">Development of animal and plant biotechnologies that will increase agricultural productivity.</text></subparagraph> 
<subparagraph id="H6DBE87F6129D45E7BB6776DE5B2E7CC7"><enum>(F)</enum><header>Crop production, protection, and resilience</header><text display-inline="yes-display-inline">Crop production and protection, including the development, manufacture, and use of fertilizer, crop protection tools, and adjuvants in increasing productivity and protecting crops from damaging pests and diseases.</text></subparagraph> <subparagraph id="HA8137BF3D67A42A6A7BBCCCD8B439F24"><enum>(G)</enum><header>Digital agriculture</header><text display-inline="yes-display-inline">Developing, evaluating, and deploying digital agriculture, including artificial intelligence and remote sensing systems.</text></subparagraph> 
<subparagraph id="H11EC670D74A44B4D94FB4EA6B7194141"><enum>(H)</enum><header>Farm business and financial management</header><text display-inline="yes-display-inline">Farm business and financial management activities, including marketing plans, production diversification, and cash forward contracting.</text></subparagraph> <subparagraph id="H8F1F415658D046A686DC7431E43930B3"><enum>(I)</enum><header>Food quality</header><text display-inline="yes-display-inline">Improving food quality, including research on the uptake of perfluoroalkyl and polyfluoroalkyl substances in food, the presence of microplastics in biosolids, and the efficacy and feasibility of reducing levels of inorganic arsenic, lead, cadmium, or mercury in food.</text></subparagraph> 
<subparagraph id="HE3AB6A108046447D994ED05C0C3D342C"><enum>(J)</enum><header>Foreign animal disease</header><text display-inline="yes-display-inline">Foreign animal diseases, including the ecology and etiology of emerging diseases, control methods, and implementation strategies to enhance preparedness and response efforts to protect the livestock and poultry industry.</text></subparagraph> <subparagraph id="HB4FF05A2B8E74595B427FB6B05BE63E4"><enum>(K)</enum><header>Forestry</header><text display-inline="yes-display-inline">Forest productivity and forest health, including invasive species control, biochar and pyrolysis development and commercialization, reforestation and restoration of damaged landscapes, and new wood-based materials.</text> </subparagraph></paragraph> 
<paragraph id="H758D2A9E5F6449EBA7D6D97D220B9358"><enum>(3)</enum><header>Host Institutions</header> 
<subparagraph id="HFD9663314EFA41BBB55FE3366C10E338"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">An institution eligible to host or co-host a center of excellence recognized under this subsection means—</text> <clause id="H971DAE652F00491F8C7CEAC398F91713"><enum>(i)</enum><text display-inline="yes-display-inline">a 1862 Institution, as defined in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/7/7601">7 U.S.C. 7601</external-xref>);</text></clause> 
<clause id="H0DEE662D5BD34E12B2F172C713AC2E76"><enum>(ii)</enum><text>a 1890 Institution, as defined in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/7/7601">7 U.S.C. 7601</external-xref>);</text></clause> <clause id="HDF14FFAA0B75438E96F36728806183B9"><enum>(iii)</enum><text>a 1994 Institution, as defined in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/301">7 U.S.C. 301</external-xref> note);</text></clause> 
<clause id="H32FA04CB2E1642669D4559D05847D944"><enum>(iv)</enum><text>a non-land-grant college of agriculture, as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>);</text></clause> <clause id="HDD87DD31ECFD4BE0A5F896D129B33940"><enum>(v)</enum><text>a Hispanic-serving agricultural college or university, as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>); and</text></clause> 
<clause id="H821BA6698E134E8CB673A0FB34327798"><enum>(vi)</enum><text>a college or school of veterinary medicine accredited by the American Veterinary Medical Association.</text> </clause></subparagraph> <subparagraph id="H88EA14257D6E4E31BB9211E2D1F2DD59"><enum>(B)</enum><header>Distribution</header><text display-inline="yes-display-inline">To the maximum extent practicable, the Secretary shall ensure the geographic diversity of institutions selected to host or co-host a center of excellence recognized under this subsection.</text> </subparagraph> 
<subparagraph id="H8BA1BC8994704EA988B83858F8C01D53"><enum>(C)</enum><header>Limitation</header><text display-inline="yes-display-inline">An institution may host or co-host only one center of excellence recognized under this subsection during any given period.</text></subparagraph> <subparagraph id="H303B2C384B7042568D07133A7EEA771D"><enum>(D)</enum><header>Duties</header><text display-inline="yes-display-inline">A institution selected to host or co-host a center of excellence recognized under this subsection shall partner with the Agricultural Research Service, other Federal agencies, State governments, other institutions of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)), agricultural industry groups, or other relevant entities to—</text> 
<clause id="HC7F49EDF28DA47E891E3A44296144B2E"><enum>(i)</enum><text display-inline="yes-display-inline">reduce duplicative efforts and focus on filling gaps across research, extension, and education programs by enhancing coordination and improving cost-effectiveness;</text></clause> <clause id="H3237BFE50EE146C8B8E31EDA92FAD2A3"><enum>(ii)</enum><text>leverage available resources by using public-private partnerships;</text></clause> 
<clause id="HB81C2A980FB34C02806DB77A8249C3E3"><enum>(iii)</enum><text display-inline="yes-display-inline">implement training and educational initiatives to increase awareness and effectively disseminate solutions to target audiences through extension activities;</text></clause> <clause id="H5BCF43FF3FCF436181B5338267BE05B0"><enum>(iv)</enum><text>increase economic returns to rural communities by identifying, attracting, and directing funds to high-priority agricultural issues;</text></clause> 
<clause id="H88C18315BFBA442A8DC2251A802A12CD"><enum>(v)</enum><text display-inline="yes-display-inline">rapidly respond to emerging issues that threaten any sector of the agricultural industry of the United States;</text></clause> <clause id="H75C34D93A2774396A856B60E1639D34F"><enum>(vi)</enum><text>focus on workforce development for employers to recruit and retain high-quality employees in rural areas; and</text></clause> 
<clause id="HBB85506EE79E4D40ABF99BCB1F763AF2"><enum>(vii)</enum><text display-inline="yes-display-inline">engage in assistance for administrative management and education regarding potentially valuable intellectual property derived from federally supported research, extension, and education programs.</text></clause></subparagraph></paragraph> <paragraph id="H975A99E748DF4E2785810B3103A8149C"><enum>(4)</enum><header>Duration</header><text display-inline="yes-display-inline">The term of an award under this subsection shall be for a five-year period and may be renewed for not more than one additional five-year period.</text></paragraph> 
<paragraph id="H84CEECFE8353488699437CA4B23C1427"><enum>(5)</enum><header>Construction Prohibited</header><text display-inline="yes-display-inline">Funds made available under this subsection shall not be used for—</text> <subparagraph id="H49545D0ED1404DC2AE10A4F8DF7ED476"><enum>(A)</enum><text>the construction of a new building or facility; or</text></subparagraph> 
<subparagraph id="H2681DCD5B6EA483EA1AE2CF2D4362517"><enum>(B)</enum><text>the acquisition, expansion, remodeling, or alteration of an existing building or facility (including site grading and improvement and architect fees).</text> </subparagraph></paragraph> <paragraph id="HA067243D950E4F44A8FECADF1A47D352"><enum>(6)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of enactment of the <short-title>American Agricultural Security Research Act of 2025</short-title>, and every year thereafter, the Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report describing—</text> 
<subparagraph id="H887B797AF8AC49CD8A160D25F1EC2B31"><enum>(A)</enum><text display-inline="yes-display-inline">the projects initiated in the preceding year by each center of excellence recognized under this subsection;</text></subparagraph> <subparagraph id="HBBD9F9B42FEE4460ADDF8AD782B70E54"><enum>(B)</enum><text>the amount of funding for each such project and the funding source;</text></subparagraph> 
<subparagraph id="H6A3B862D89264B88BD2C7A1FCDA30A3E"><enum>(C)</enum><text>the institutions participating in each such project and their shares of the overall funding for each project;</text></subparagraph> <subparagraph id="H9DB31E2A29A442658BFF8B03E5030EE0"><enum>(D)</enum><text>the level of cost-sharing for each such project;</text></subparagraph> 
<subparagraph id="H7680E27942EF4177989007CCD5BD9A82"><enum>(E)</enum><text>any technology transfer and intellectual property management actions taken by each such center of excellence, including the number of relevant invention disclosures, any provisional patents filed, any non-provisional patents filed and issued, the number of licenses executed, and any start-up companies registered; and</text></subparagraph> <subparagraph id="H10B8E7055401439A8C8D36874328783F"><enum>(F)</enum><text>any additional information deemed necessary by the Secretary.</text></subparagraph></paragraph> 
<paragraph id="H2397E07BE74C4B999B8F9BFD4C928696"><enum>(7)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary $10,000,000 for each of fiscal years 2026 through 2030 to carry out this subsection.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph id="H6F5E99BDC7D84CC5ACFEBC9C51F7B24B"><enum>(2)</enum><text>by redesignating subsection (d) as subsection (b); and</text></paragraph> 
<paragraph id="H7ACAD1AB7C0B4E49910B07CAAE35A8D9"><enum>(3)</enum><text>in subsection (b), as so redesignated—</text> <subparagraph id="H6B9AC151399A4E5FB3BB48DF85F0C2EB"><enum>(A)</enum><text>in paragraph (1)—</text> 
<clause id="H3BFF9701232E4177B4EF02B1EC5D2E1D"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>The Secretary</quote> and inserting <quote>In addition to the centers of excellence recognized under subsection (a), the Secretary</quote>; and</text></clause> <clause id="H5985AF76EEB54D618FE2383C9230363E"><enum>(ii)</enum><text>by striking <quote>3</quote> and inserting <quote>8</quote>;</text></clause></subparagraph> 
<subparagraph id="HAD6F9D0F5BC042F5A57D5C2175AC169E"><enum>(B)</enum><text>in paragraph (2)—</text> <clause id="H9CD8E737F8884AA3832F311FC41CE3AD"><enum>(i)</enum><text>in subparagraph (A)—</text> 
<subclause id="H590CFE4F253145BAA44CBA832D03D7B4"><enum>(I)</enum><text>in the subparagraph heading, by striking <quote><header-in-text level="subparagraph" style="OLC">and workforce development</header-in-text></quote> and inserting <quote><header-in-text level="subparagraph" style="OLC">, workforce development, and rural studies</header-in-text></quote>; and</text></subclause> <subclause id="H74B6308B2A564C0BA6DEB4A48C130E4C"><enum>(II)</enum><text>by inserting <quote>economics, psychology, rural sociology, data sciences,</quote> after <quote>mathematics,</quote>;</text></subclause></clause> 
<clause id="H4C1176CA148440CBA1EAC6F52E18CABC"><enum>(ii)</enum><text display-inline="yes-display-inline">in subparagraph (E), by inserting <quote>and developing nature-based solutions to improve the composition of soil organic compounds, including carbon, that are beneficial to soil quality and the environment</quote> before the period at the end; and</text></clause> <clause id="H03E0BE940F2F4698A7FB3ECB8BEF6A8C"><enum>(iii)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="H24BB35BF628C4145847FEAD77330E6A1" display-inline="no-display-inline"> 
<subparagraph id="H41F7E30E82694A199C42C3B13E20C645"><enum>(G)</enum><header>Forest health and conservation</header><text display-inline="yes-display-inline">A center of excellence established under paragraph (1) may focus on forest health, sustainable forest management, agroforestry, enhancing forest resilience to catastrophic wildfire, supporting rural infrastructure, and urban and community forestry programs to promote healthy forest ecosystems and resilient communities.</text></subparagraph> <subparagraph id="H651494345B28458FA08628D3492F8423"><enum>(H)</enum><header>Food safety, bioprocessing, and value-added agriculture</header><text display-inline="yes-display-inline">A center of excellence established under paragraph (1) may focus on food safety, bioprocessing, value-added agriculture enterprise development, and innovative food and agriculture product development. </text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="HF803E310C56649A4BCC1BAA1C9163A6F"><enum>(C)</enum><text>in paragraph (3), by striking <quote>2023</quote> and inserting <quote>2029</quote>.</text></subparagraph></paragraph></section> <section id="H3DB18652D0B74F91BF45CBF2628D94C9"><enum>3.</enum><header>Agriculture and food protection grant program</header><text display-inline="no-display-inline">Section 1485 of the <short-title>National Agricultural Research, Extension, and Teaching Policy Act of 1977</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/7/3352">7 U.S.C. 3352</external-xref>) is amended to read as follows:</text> 
<quoted-block style="OLC" id="H5355865151D94C36AC73DFB8C8095080" display-inline="no-display-inline"> 
<section id="H2D88036DA1754B408CF7AEF592F2BCBF"><enum>1485.</enum><header>Agriculture and food protection grant program</header> 
<subsection id="HCAA83DB4A4A643A1B27ADB61907E168C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish a program under which the Secretary will award grants on a competitive basis to eligible entities to support research, extension, and education activities that improve the capability of the United States to protect the food and agricultural system from—</text> <paragraph id="H466C46DAB1C24AE3BEEFE2DBAC792C3C"><enum>(1)</enum><text>a chemical, biological, cybersecurity, or bioterrorism attack; or</text></paragraph> 
<paragraph id="H7A287D62DC014734AE5DE4656016ACC8"><enum>(2)</enum><text>other global catastrophic and existential threats, as defined in section 7302 of the Global Catastrophic Risk Management Act of 2022 (<external-xref legal-doc="usc" parsable-cite="usc/6/821">6 U.S.C. 821</external-xref>).</text></paragraph></subsection> <subsection id="H63E78879748E45BB9260520F4713DF22"><enum>(b)</enum><header>Use of funds</header><text>An eligible entity that receives a grant under this section shall use funds received through the grant—</text> 
<paragraph id="HCFBEBDA2D1714E52A05F3AA273C497BE"><enum>(1)</enum><text>to encourage basic and applied research on, and the development of, qualified agricultural countermeasures;</text></paragraph> <paragraph id="HFD5DA3AA4B8D4D859B66054488C1F951"><enum>(2)</enum><text>to promote the development and expansion of teaching programs in agriculture, veterinary medicine, and other disciplines closely allied to the food and agriculture system of the United States to increase the number of trained individuals with an expertise in agricultural biosecurity and cybersecurity;</text></paragraph> 
<paragraph id="HCAB67F7FEB5F463E837C7358105A720F"><enum>(3)</enum><text>to expand or upgrade facilities to meet biosafety and biosecurity requirements necessary to protect facility staff, members of the public, and the food supply while carrying out agricultural biosecurity research;</text></paragraph> <paragraph id="H6E977B6579304E9EAEDF5D160AFB5B89"><enum>(4)</enum><text>to cover costs associated with the acquisition of equipment and other capital costs related to expansion of food, agriculture, and veterinary medicine teaching programs in agricultural biosecurity and cybersecurity; or</text></paragraph> 
<paragraph id="H0712075BF8B04E19853C0D4A353B4999"><enum>(5)</enum><text>to otherwise improve the capacity of the United States to respond in a timely manner to emerging or existing threats.</text></paragraph></subsection> <subsection id="HF18E6484A027489EBD873BBBABD44564"><enum>(c)</enum><header>Eligible entities</header><text>An entity eligible to receive a grant under this section is—</text> 
<paragraph id="H0471CD1857654A6F885C64023E8A3389"><enum>(1)</enum><text>a State agricultural experiment station;</text></paragraph> <paragraph id="HE20D3CD53C26461597A9EE66DD29A0A0"><enum>(2)</enum><text>a State department of agriculture;</text></paragraph> 
<paragraph id="H92D2F903964F4C389D1D48A4A7A10059"><enum>(3)</enum><text>a college or university;</text></paragraph> <paragraph id="HE5DD380EE9D745F2A8D6D2D0369B5D9C"><enum>(4)</enum><text>a university research foundation;</text></paragraph> 
<paragraph id="H26EA6121774241B0B4555C61E77D93A9">
                            <enum>(5)</enum>
 <text>a research institution or organization;</text> </paragraph> <paragraph id="H6A2F529E188D489F85A2B9FFE528E670"> <enum>(6)</enum> <text>a Federal agency;</text>
                        </paragraph> 
<paragraph id="H03EE16BBB11C40688ACE75148AEBA7C4"><enum>(7)</enum><text>a national laboratory; or</text></paragraph> <paragraph id="HD92A92519F7F4C42BFF2E44958C826E3"><enum>(8)</enum><text>any group consisting of 2 or more of the entities described in paragraphs (1) through (7).</text></paragraph></subsection> 
<subsection id="H69F4C5166DD245FEBB6CDF76B81CF2B9"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2026 through 2030.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
