R. 413</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250115">January 15, 2025</action-date><action-desc><sponsor name-id="B000740">Mrs. Bice</sponsor> (for herself, <cosponsor name-id="S001156">Ms. Sánchez</cosponsor>, <cosponsor name-id="F000446">Mr. Feenstra</cosponsor>, <cosponsor name-id="H001085">Ms. Houlahan</cosponsor>, <cosponsor name-id="M001194">Mr. Moolenaar</cosponsor>, <cosponsor name-id="N000193">Mr. Nunn of Iowa</cosponsor>, <cosponsor name-id="T000486">Mr. Torres of New York</cosponsor>, and <cosponsor name-id="M001223">Mr. Magaziner</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to index dependent care assistance programs to inflation.</official-title></form><legis-body id="H914134E3AB8340C9BB8FA56902197CD2" style="OLC"><section id="HA28387EEB82A46F499D04B0A0186E904" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combating High Inflation Limiting Daycare Act of 2025</short-title></quote> or the <quote><short-title>CHILD Act of 2025</short-title></quote>. </text></section><section id="H51EDE1012B6D457DAA3FDC1FB39DE983"><enum>2.</enum><header>Increased maximum contribution to dependent care assistance programs</header><subsection id="HC5BE8A49D6D34FBF9ABA29067B02CE45"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/129">Section 129(a)(2)(A)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>$5,000 ($2,500</quote> and inserting <quote>$10,000 ($5,000</quote>. </text></subsection><subsection id="H51B7638DB94A41D79D113335E612BC38"><enum>(b)</enum><header>Cost-of-Living adjustment</header><text display-inline="yes-display-inline">Section 129 of such Code is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" id="H90A2EC069FB24A92BBC01B932CE70031" display-inline="no-display-inline"><subsection id="H62042A5A31C54F4DB358FA1930C1170D"><enum>(f)</enum><header>Inflation adjustment</header><paragraph id="H4B5D49D7A89F41639EAB515AF5ECFB73"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Each dollar amount in this section shall be increased by an amount equal to—</text><subparagraph id="H2586BAB9DAF04571B1D5BF891590313C"><enum>(A)</enum><text>such dollar amount, multiplied by</text></subparagraph><subparagraph id="H91B87DF455A749B2A804E5664175AE6E"><enum>(B)</enum><text display-inline="yes-display-inline">the cost-of-living adjustment determined under section 1(f)(3) for the calendar year in which such taxable year begins, determined by substituting <quote>calendar year 2023</quote> for <quote>calendar year 2016</quote> in subparagraph (A)(ii) thereof.</text></subparagraph></paragraph><paragraph id="H5704F7B6530341D4AF6949D8182F28F3"><enum>(2)</enum><header>Rounding</header><text>If any increase under paragraph (1) is not a multiple of $50, such increase shall be rounded to the nearest multiple of $50.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H35EE9AB5284D4189A0C8DA8FF1D8BEC4"><enum>(c)</enum><header>Removing deadwood</header><text>Section 129(a)(2) of such Code is amended by striking subparagraph (D).</text></subsection><subsection id="HACE0A3B909854D4FB4A76E94776FA8F3"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to calendar years beginning after December 31, 2024.</text></subsection></section></legis-body></bill>
