        each case for consideration of such provisions as fall within the jurisdiction of the
        committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 10, United States Code, to direct the Secretary of Labor to carry out a grant program to help certain members of the Armed Forces, veterans, and their spouses, obtain employment in the energy industry.</official-title></form><legis-body id="H7F31ECD2787C4877A0D4A12226A157A7" style="OLC">
<section id="HD8081647DAEE4D76994A008CA6815A1B" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Energy Transition Act of 2025</short-title></quote> or the <quote><short-title>VET Act of 2025</short-title></quote>.</text></section> 
<section id="H280750A1F0EF43F7B9918CE8C4D51B03" section-type="subsequent-section"><enum>2.</enum><header>Establishment of grant program to help certain members of the Armed Forces, veterans, and their spouses obtain employment in the energy industry</header>
<subsection id="H0DC7810321A14F8BA02CDBEB6A854561"><enum>(a)</enum><header>Repeal of expired authorities</header><text display-inline="yes-display-inline">Sections 1152 and 1153 of title 10, United States Code, are repealed.</text></subsection> <subsection id="HD50C3FBA296E4B3A8BCEC0EF37C16F13"><enum>(b)</enum><header>Establishment</header><text>Chapter 58 of such title is amended by inserting, after section 1151, the following new section 1152:</text>

<section id="H9030CAEDC98940979966CA8F10706581"><enum>1152.</enum><header>Assistance to separating members, veterans, and spouses to obtain employment in the energy industry</header>
<subsection id="HD6CCE59BDC8247E88C63C1E718708099"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Labor, in consultation with the Transition Executive Committee, shall carry out a program to provide grants to eligible entities that hire covered individuals.</text></subsection> <subsection id="H1313CCFE417A406F925CA0D47C8E4B11"><enum>(b)</enum><header>Covered individuals</header> <paragraph id="HD1AFAE31D65D4B4687440A09EFC620F1" display-inline="yes-display-inline" indent="up1"><enum>(1)</enum><text>An covered individual under this section is—</text>
<subparagraph id="H2AF6F10F5925460BB35AB735A33C2456" indent="up1">
                  <enum>(A)</enum>
 <text display-inline="yes-display-inline">a member of the Armed Forces eligible for preseparation counseling under section 1142 of this title;</text>
                </subparagraph>
<subparagraph id="HDEFD5C23782F4D10B9BD3676339D7DE7" indent="up1"><enum>(B)</enum><text>a veteran; or</text></subparagraph> <subparagraph id="H2E4720932AC043FE8107DB211A771CA1" indent="up1"><enum>(C)</enum><text>a spouse of such a member or veteran.</text></subparagraph></paragraph>
<paragraph id="H95F6C6FC96F240B589A4E9F623DE78C0" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">In the selection of covered individuals for assistance under a grant agreement under this section, preference shall be given to a covered individual (or the spouse of a covered individual) who—</text> <subparagraph id="H8700619A3AEF43968E751F95F8F4D912"><enum>(A)</enum><text display-inline="yes-display-inline">is involuntarily separated, approved for separation under section 1174a or 1175 of this title, or retires pursuant to the authority provided in section 4403 of the Defense Conversion, Reinvestment, and Transition Assistance Act of 1992 (division D of <external-xref legal-doc="public-law" parsable-cite="pl/102/484">Public Law 102–484</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/1293">10 U.S.C. 1293</external-xref> note);</text></subparagraph>
<subparagraph id="HC38C67BA7BFC4533BE3D7E0ED75ED0A6"><enum>(B)</enum><text display-inline="yes-display-inline">has a military occupational specialty, training, or experience related to energy production, construction, or manufacturing, or meets other criteria prescribed by the Secretary;</text></subparagraph> <subparagraph id="H77502FBF22594A13AD4B936769C15C22"><enum>(C)</enum><text>resides in a qualified opportunity zone; or</text></subparagraph>
<subparagraph id="H14D784CC53F94859B5F63809E54FB66B"><enum>(D)</enum><text>has a service-connected disability, is a homeless veteran, or faces another significant barrier to employment.</text></subparagraph></paragraph></subsection> <subsection id="H76D0252475EB440090EBB4B6F3D54477"><enum>(c)</enum><header>Eligible entities</header> <paragraph id="H95B110E0A20945FAACC3FDBD154D21D0" display-inline="yes-display-inline"><enum>(1)</enum><text>An entity is eligible for a grant under this section if the primary function of such entity is any of the following:</text>
<subparagraph id="H50FCD0DBE24545868706316E5C0C2871" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">The generation, transmission, storage, or distribution of energy.</text></subparagraph> <subparagraph id="H18990AFD7D08494DBE5E58D1541CC891" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">The manufacture or distribution of equipment and components critical to the energy industry.</text></subparagraph></paragraph>
<paragraph id="H82C3C3758D9B4239AAAABB76D0ECC7B4" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">In the selection of eligible entities for a grant under this section, preference shall be given to an eligible entity that—</text> <subparagraph id="HB8FFD12299494DF7B7F28407B4DE0AB1"><enum>(A)</enum><text display-inline="yes-display-inline">operates in a qualified opportunity zone; or</text></subparagraph>
<subparagraph id="H333E2D45E30A4129B5E6FAC4B3F5A248"><enum>(B)</enum><text>is a small business concern.</text></subparagraph></paragraph></subsection> <subsection id="H6D1BAC11A0264C89B4AF38113D50BC98"><enum>(d)</enum><header>Grant funds: authorized uses; maximum amounts</header> <paragraph id="H71BDD660C0C94F3FB1F083B45C19E21F" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Grant funds awarded under this section shall be used to reimburse a grantee for costs incurred by such grantee in the course of hiring a covered individual. Such costs may include the following:</text>
<subparagraph id="H99CCEEED58954ED18D8106BC6CBA2FBF" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">Costs for the relevant licensure, certification, training, or education of the eligible employee.</text></subparagraph> <subparagraph id="H4F463E23052242E882AADDAD05D8BE16" indent="up1"><enum>(B)</enum><text>Recruitment costs.</text></subparagraph>
<subparagraph id="H9A51C64330854AFBB0A5B99898655FE4" indent="up1"><enum>(C)</enum><text>Orientation, administrative, and relocation costs.</text></subparagraph></paragraph> <paragraph id="H3A696326F0B546D9949D4E5301812801" indent="up1"><enum>(2)</enum><text>In any fiscal year, a grantee may not be awarded—</text>
<subparagraph id="H2C616B191C324AEC922727162CCCDC21"><enum>(A)</enum><text display-inline="yes-display-inline">more than $10,000 per covered individual hired by such grantee; and</text></subparagraph> <subparagraph id="HF1E7A8E4954A41C8B5979B41BE82C479"><enum>(B)</enum><text>more than $500,000 under this section.</text></subparagraph></paragraph></subsection>
<subsection id="H2BA5DB05CB1A4590B05CF60271F664C3"><enum>(e)</enum><header>Terms</header><text>As a condition of receiving a grant under this section, an eligible entity shall agree to—</text> <paragraph id="HB156D372B7AD4E5187105434D78FCBC9"><enum>(1)</enum><text>submit to the Secretary a report for each fiscal year in which the grantee receives funds under such grant that includes information regarding—</text>
<subparagraph id="H8571C3D0F60847A0BBD3BA8E13BA494C"><enum>(A)</enum><text>use of grant funds;</text></subparagraph> <subparagraph id="HA7EA3499EB4541C6A4FA2DE593FBF8EA"><enum>(B)</enum><text display-inline="yes-display-inline">whether a covered individual is still employed by such eligible entity;</text></subparagraph>
<subparagraph id="H3515D7C5965C4FDDBE2399B5FFD3E135"><enum>(C)</enum><text display-inline="yes-display-inline">the rates of retention and employee satisfaction of covered individuals employed by such eligible entity; and</text></subparagraph> <subparagraph id="H963595770BAF4C8D8F5D858793CB3BFA"><enum>(D)</enum><text display-inline="yes-display-inline">the salaries and benefits paid by such eligible entity to covered individuals;</text></subparagraph></paragraph>
<paragraph id="H1D556B421043429EB2CEF6D323708B90"><enum>(2)</enum><text>comply with an audit by the Inspector General of the Department of Labor or the Comptroller General of the United States; and</text></paragraph> <paragraph id="HB7B354670E95481888C74C3785E04E81"><enum>(3)</enum><text>repay the Federal Government any grant funds used by the eligible entity for any purpose not described in subsection (d)(1).</text></paragraph></subsection>
<subsection id="H19ACD243494540A4AA4D3E96A512B4C0"><enum>(f)</enum><header>Coordination with existing programs</header>
<paragraph id="H1A0C6A650632442EB993EE16A2316396" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary of Labor shall coordinate with the Secretaries of Defense and Veterans Affairs regarding the grant program under this section and other programs for members separating from active duty, including—</text> <subparagraph id="H59E167F604484B46913EED21B802A0DE" indent="up1"><enum>(A)</enum><text>the Transition Assistance Program under sections 1142 and 144 of this title;</text></subparagraph>
<subparagraph id="HED94E7A8C9FC48989C44F7C6D2DDD7CC" indent="up1"><enum>(B)</enum><text>Skillbridge under section 1143(e) of this title; and</text></subparagraph> <subparagraph id="H48B8CC94FC5342FBAD9AF733AD6EC20D" indent="up1"><enum>(C)</enum><text>the Solid Start program under section 6320 of title 38.</text></subparagraph></paragraph>
<paragraph id="H8453302FCF0F4E0B8E94B1D804FB1890" indent="up1"><enum>(2)</enum><text>In the course of such coordination, the Secretaries shall—</text> <subparagraph id="H72FBDB5E677947C2B91C7C0340AA1E52"><enum>(A)</enum><text display-inline="yes-display-inline">seek to avoid the duplication of services to covered individuals under such programs;</text></subparagraph>
<subparagraph id="HFF483CF729DA44CBA0575F7881C16476"><enum>(B)</enum><text display-inline="yes-display-inline">promote the grant program under this section to covered individuals; and</text></subparagraph> <subparagraph id="H8C9D180E84AF4D998954FAF0109B2012"><enum>(C)</enum><text display-inline="yes-display-inline">submit to the appropriate congressional committees, not less than once each fiscal year in which the Secretary of Labor carries out such grant program, a report regarding such coordination.</text></subparagraph></paragraph></subsection>
<subsection id="H6CA4305AEDAF4991B8EF070B1FAD684A" display-inline="no-display-inline"><enum>(g)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than September 30, 2030, the Secretary of Labor shall submit to Congress a report containing the evaluation of the Secretary of the grant program under this section. Such report shall include the recommendation of the Secretary whether to expand, extend, or otherwise amend the grant program.</text></subsection> <subsection id="H17B7B09593504D0A822AD305164628F8"><enum>(h)</enum><header>Authorization of appropriations; administrative costs</header> <paragraph id="H7672550212F94DA7BA06B18983FE4C79" display-inline="yes-display-inline"><enum>(1)</enum><text>There is authorized to be appropriated to the Department of Labor, to carry out this section, $60,000,000 for each of fiscal years 2026 through 2031.</text></paragraph>
<paragraph id="HCCD8CA48F81D47EF885AD9AA280B9D19" indent="up1"><enum>(2)</enum><text>In a fiscal year, the Secretary may not spend more than 15 percent of the funds appropriated to carry out this section on administrative costs.</text></paragraph></subsection> <subsection id="H2AAC83C923A84375B07B848845E5E84D"><enum>(i)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="H69E4D923DF2749F6B86C509BF104309A"><enum>(1)</enum><text>The term <quote>appropriate congressional committee</quote> means the following:</text> <subparagraph id="H61F1E611161A4D16A15959AABE5DB0C9"><enum>(A)</enum><text>The Committee on Armed Services of the House of Representatives.</text></subparagraph>
<subparagraph id="HA5F3D30D0B8B4B17B3E9DE2BA06E41E8"><enum>(B)</enum><text display-inline="yes-display-inline">The Committee on Veterans’ Affairs of the House of Representatives.</text></subparagraph> <subparagraph id="HBFE3501A60914B0FBDEFFDC63912EFCB"><enum>(C)</enum><text display-inline="yes-display-inline">The Committee on Education and Workforce of the House of Representatives.</text></subparagraph>
<subparagraph id="HB4E26CC7AF0243C8ADFE8634BB48D688"><enum>(D)</enum><text display-inline="yes-display-inline">The Committee on Armed Services of the Senate.</text></subparagraph> <subparagraph id="HB6D00C5CA0764718AF6E5FD489FF6115"><enum>(E)</enum><text display-inline="yes-display-inline">The Committee on Veterans’ Affairs of the Senate.</text></subparagraph>
<subparagraph id="HA77D3EC68A134E31A3765140328BCF74"><enum>(F)</enum><text display-inline="yes-display-inline">The Committee on Health, Education, Labor, and Pensions of the Senate.</text></subparagraph></paragraph> <paragraph id="H12F7918DBFC04BAE8D2AE751A37C96AF"><enum>(2)</enum><text>The term <quote>equipment and components critical to the energy industry</quote> includes the following:</text>
<subparagraph id="H8AD6AE5E52B84A3B81E68CAD5CF81877"><enum>(A)</enum><text>Batteries.</text></subparagraph> <subparagraph id="H4582285DB1834E49B01C3923E282520F"><enum>(B)</enum><text>Solar energy components.</text></subparagraph>
<subparagraph id="HAD050CA7B3C744C69313567FE2A1E1BB"><enum>(C)</enum><text>Wind energy components.</text></subparagraph> <subparagraph id="H0D70247BD11D4B0F87D9BAF3A8EF0F2F"><enum>(D)</enum><text>Nuclear energy components.</text></subparagraph>
<subparagraph id="H09E33EA40CEF472E9B31213CDCACC4F5"><enum>(E)</enum><text>Electronics.</text></subparagraph> <subparagraph id="H01CF013FB781493A8FAA01446F07AF8C"><enum>(F)</enum><text>Control systems.</text></subparagraph>
<subparagraph id="HE7AC16CCBB2D4C31B1BEED0228D7E718"><enum>(G)</enum><text>Transformers.</text></subparagraph> <subparagraph id="H8F53CDCE51934C45931678B9B7EC7937"><enum>(H)</enum><text>Fuel cell technologies.</text></subparagraph>
<subparagraph id="H4A2D0628AD1347D2B982BF9BA69DE711"><enum>(I)</enum><text>Advanced materials.</text></subparagraph></paragraph> <paragraph id="H5A5CCA420D0F47D8B64FDA6EF23E4002"><enum>(3)</enum><text>The term <quote>homeless veteran</quote> has the meaning given such term in section 2002 of title 38.</text></paragraph>
<paragraph id="HA2D3178A7FDB4FD881363974C2E72F68"><enum>(4)</enum><text display-inline="yes-display-inline">The term <quote>qualified opportunity zone</quote> has the meaning given such term in <external-xref legal-doc="usc" parsable-cite="usc/26/1400Z">section 1400Z–1</external-xref> of the Internal Revenue Code of 1986 (<external-xref legal-doc="usc" parsable-cite="usc/26/1400Z-1">26 U.S.C. 1400Z–1</external-xref>).</text></paragraph> <paragraph id="H03387F6555A44B488F3E9953A09F710D"><enum>(5)</enum><text display-inline="yes-display-inline">The terms <quote>service-connected</quote> and <quote>veteran</quote> have the meanings given such terms in section 101 of title 38.</text></paragraph>
<paragraph id="H7D263B873FD3446B8FFF85F0CF828E76"><enum>(6)</enum><text>The term <quote>small business concern</quote> has the meaning given such term in section 3 of the Small Business Act (<external-xref legal-doc="public-law" parsable-cite="pl/85/536">Public Law 85–536</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></paragraph> <paragraph id="H02B0CABBF00F4D71B14B97175D716745"><enum>(7)</enum><text display-inline="yes-display-inline">The term <quote>Transition Executive Committee</quote> means the subordinate committee, established under section 320(b)(2) of title 38, of the Veterans Affairs-Department of Defense Joint Executive Committee.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H5261DCA62BDD4F19A329C5AB5E2B92BA"><enum>(c)</enum><header>Coordination plans</header><text>The Secretary of Labor shall submit to the appropriate congressional committees, as such term is defined in section (i) of section 1152 of such title, as added by this section, a report regarding—</text> <paragraph id="H7152705D003941C5B8AE4E23099C7735"><enum>(1)</enum><text>the initial plan of the Secretary to coordinate under subsection (f) of such section not later than 180 days after the date of the enactment of this Act; and</text></paragraph>
<paragraph id="H974E6BFF7781491487A66199C11E0FE3"><enum>(2)</enum><text>the final such plan not later than one year after such date.</text> </paragraph></subsection></section> </legis-body></bill>
