<section id="H5484C2ED1C394C50865E0875FB3D2FBB" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect the First Amendment Act</short-title></quote>.</text></section>
<section id="H8235CC199B364C1AA7E74ECBD4A3A998"><enum>2.</enum><header>Prohibition on authorization of funding for covered entities and nonprofit organizations or other entities that engage in covered behavior</header> 
<subsection id="HE094F6E2BBEF4A64BC18E5EAC14DA5D2">
        <enum>(a)</enum>
        <header>In general</header>
 <text display-inline="yes-display-inline">No funds are authorized to be used by the Federal Government, to contract with or grant awards to—</text>
        <paragraph id="HA0B28E2A5B6B46DB95F06D062093A089">
          <enum>(1)</enum>
 <text display-inline="yes-display-inline">a covered entity; or</text> </paragraph> <paragraph id="HC30B7E02DE9A415D85F199C328A5B8A9"> <enum>(2)</enum> <text>a nonprofit organization or other entity that engages in covered behavior.</text>
        </paragraph>
      </subsection> 
<subsection id="H0A89CB0E51AB429388565867B30A5D6D"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HAEFFC602F4EA4196BC442F16F302E02E"><enum>(1)</enum><header>Covered entity</header><text>The term <term>covered entity</term> means—</text> 
<subparagraph id="H94BD6463F8AB41E48B32C2B506D0321F"><enum>(A)</enum><text display-inline="yes-display-inline">NewsGuard Technologies, Inc. (doing business as <quote>NewsGuard</quote>), or any successor thereto; or</text></subparagraph> <subparagraph id="H387E172BB4E141C3BB1DC6399C9C874F"><enum>(B)</enum><text>Disinformation Index, Inc., Disinformation Index, Ltd., or Global Disinformation Index gUG (collectively doing business as <quote>Global Disinformation Index</quote>), or and successor thereto.</text></subparagraph></paragraph> 
<paragraph id="H0AD924DC83894BFF927844DE2843679D"><enum>(2)</enum><header>Covered behavior</header><text display-inline="yes-display-inline">The term <term>covered behavior</term> means operations, activities, or products, the function of which is to demonetize or rate the credibility of a domestic entity (including news and other information outlets) based on the lawful speech of such domestic entity by purporting to evaluate whether such speech is misinformation, disinformation, or malinformation.</text></paragraph> <paragraph id="H71CF14A8CD0941FC84153C51D9ADF8EA"><enum>(3)</enum><header>Nonprofit organization</header><text display-inline="yes-display-inline">The term <term>nonprofit organization</term> means an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and that is exempt from taxation under section 501(a) of such Code.</text> </paragraph></subsection></section>
