          Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to ensure that veterans in each of the 48 contiguous States are able to receive services in at least one full-service hospital of the Veterans Health Administration in the State or receive comparable services provided by contract in the State.</official-title></form><legis-body id="H33701974B83F44F991908BCBE2D32337" style="OLC"> 
<section id="HA29BCCC51C1E46758A8B35DAAD61DD17" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Full-Service Care and Access Act of 2025</short-title></quote>.</text></section> <section id="H172B052AB9CE4217A4177B029DE4547A"><enum>2.</enum><header>Availability of full-service hospital of the Veterans Health Administration in certain States or provision of comparable services through contract with other health care providers in the State</header> <subsection id="H379B4677E6FA4CD3A45092E3729C3885"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">Chapter 17</external-xref> of title 38, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/38/1716">section 1716</external-xref> the following new section:</text>

<section id="H72DDA3F4459F4E1A893007105A720918"><enum>1716A.</enum><header>Access to full-service hospitals in certain States or comparable services through contract</header> 
<subsection id="H6BD4F5362E644A8F8A7528F4DB3B84D7"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">With respect to each of the 48 contiguous States, the Secretary shall ensure that veterans in the State eligible for hospital care and medical services under section 1710 of this title shall receive such hospital care and medical services at not fewer than one full-service hospital of the Veterans Health Administration located within the geographic boundaries of the State.</text></subsection> <subsection id="HC8C92456211E45048E2B5211FD523CCF"><enum>(b)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in subsection (a) shall be construed to restrict the ability of the Secretary to provide enhanced care to an eligible veteran who resides in one State in a hospital of the Veterans Health Administration in another State.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H6C12646FD936416F85EEDF7934D1DF14" commented="no"><enum>(b)</enum><header>Conforming amendments to Veterans Community Care Program</header><text>Section 1703(d)(1) of such title is amended in subparagraph (B) by inserting <quote>as of the date of the enactment of the <short-title>Veterans Full-Service Care and Access Act of 2025</short-title></quote> before the semicolon at the end.</text></subsection> <subsection id="HCB6A28FCFAC24EF38BE5F8F71616EEB5"><enum>(c)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 1716 the following new item:</text>

<subsection id="H9C6984444CE849678132A84559320659"><enum>(d)</enum><header>Report on implementation</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to Congress a report describing the extent to which the Secretary has complied with the requirement imposed by section 1716A of title 38, United States Code, as added by subsection (a), including the effect of such requirement on improving the quality and standards of care provided to veterans.</text></subsection></section> </legis-body></bill>
