<section id="H02E558A5D25545379AD356EB57CA2F10" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>STEM Pathways for the Future Act</short-title></quote>.</text></section> 
<section id="H501BB21FB342446D9D05FA610A9D0986"><enum>2.</enum><header>Grant program to establish certain STEM apprenticeship programs; Interagency Task Force</header> 
<subsection id="HAF17A551E17C45478B7495352CB9EAE3">
        <enum>(a)</enum>
        <header>Grant program To establish certain STEM apprenticeship programs</header>
 <text display-inline="yes-display-inline">The National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/368">Public Law 107–368</external-xref>) is amended by inserting after section 8 the following new section:</text>

            <enum>8A.</enum>
            <header>Grant program to establish certain STEM apprenticeship programs</header>
            <subsection id="HBE293D604CAF4C8090BC87B8FB8542E4">
              <enum>(a)</enum>
              <header>In general</header>
 <text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this section, the Director shall establish a program to award grants on a competitive basis to eligible recipients to establish STEM apprenticeship programs that are not carried out by four-year institutions of higher education (in this section referred to as the <quote>Program</quote>).</text>
            </subsection>
            <subsection id="H5520F178B2504399BFBC07453110CA3C">
              <enum>(b)</enum>
              <header>Application</header>
 <text>An eligible recipient that seeks a grant under the Program shall submit to the Director an application at such time, in such manner, and containing such information as the Director may require.</text>
            </subsection>
            <subsection id="H34347B22ED504F0B9B61ECAF07A43733">
              <enum>(c)</enum>
              <header>Awards</header>
 <text>In awarding grants under the Program, the Director shall give preference to priority recipients over eligible recipients that are not priority recipients.</text>
            </subsection>
            <subsection id="H0B1A4290F124446C8D731F7F83308CA1">
              <enum>(d)</enum>
              <header>Permissible use of funds</header>
 <text display-inline="yes-display-inline">As determined appropriate by the Director, a recipient of a grant awarded under the Program may obligate or expend grants funds for the following activities:</text>
              <paragraph id="HCEDC260D76C343BFA54EDF991D5EEDAD">
                <enum>(1)</enum>
 <text>Recruiting participants to a STEM apprenticeship program established under the Program.</text>
              </paragraph>
              <paragraph id="H05C2539E83B949DABC808F681336CA52">
                <enum>(2)</enum>
 <text>Planning and technical assistance to improve such apprenticeship program.</text>
              </paragraph>
              <paragraph id="HA8B98F6DC5844A24A2C7CB48751D493C">
                <enum>(3)</enum>
 <text>Incorporating emerging technology into such apprenticeship program.</text> </paragraph> <paragraph id="HE15E92333DE844008783FDAADB08BDBB"> <enum>(4)</enum> <text>Entering such apprenticeship program into a consortium with, or establishing an advisory board for such apprenticeship program that is composed of, one or more private sector entities in STEM.</text>
              </paragraph>
              <paragraph id="HA38A6D2EA4FD4F8E9EA02EE46491674A">
                <enum>(5)</enum>
 <text display-inline="yes-display-inline">Any other activity as the Director may determine.</text>
              </paragraph>
            </subsection>
            <subsection id="H9B7C6936621244BEB843086BDD1D5A8E">
              <enum>(e)</enum>
              <header>Impermissible use of funds</header>
 <text>A recipient of a grant awarded under the Program may not obligate or expend grant funds for recruitment, inducement, or associated financial or tangible incentives that might be offered to relocate an existing business from a geographic area to another geographic area.</text>
            </subsection>
            <subsection id="H6B39ECE93B9D4CDBAFEDA5C5A1F6C3A3">
              <enum>(f)</enum>
              <header>Definitions</header>
 <text>In this section:</text> <paragraph id="HA76BED1A27C5435CA27FE705B505668D"> <enum>(1)</enum> <header>Eligible recipient</header> <text>The term <term>eligible recipient</term> means any of the following:</text>
                <subparagraph id="HE4B433032237472A89D197B9013A6851">
                  <enum>(A)</enum>
 <text display-inline="yes-display-inline">A State.</text> </subparagraph> <subparagraph id="H7E1A53549ED548FDA50D58E161F32025"> <enum>(B)</enum> <text display-inline="yes-display-inline">An Indian Tribe (as such term is defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)).</text>
                </subparagraph>
                <subparagraph id="H817A0BEDCDBD4CE09B3CD81C53758CAE">
                  <enum>(C)</enum>
 <text>A city or other political subdivision of such State or Indian Tribe.</text> </subparagraph> <subparagraph id="HBBAEABE5A87C49379C9518311120416E"> <enum>(D)</enum> <text display-inline="yes-display-inline">A public-private partnership focused primarily on career development and training in STEM.</text>
                </subparagraph>
                <subparagraph id="H5BAF8DB613CF4980B8930F7427DAD9EC">
                  <enum>(E)</enum>
 <text>A priority recipient.</text> </subparagraph> <subparagraph id="H75CCEB9DD5C345EC84A01024BC3020D7"> <enum>(F)</enum> <text>A consortium of any of the entities described in subparagraphs (A) through (E).</text>
                </subparagraph>
              </paragraph>
              <paragraph id="H414B1AEABFFC4F71BF6FB0528B97C2AB">
                <enum>(2)</enum>
                <header>Priority recipient</header>
 <text>The term <term>priority recipient</term> means any of the following:</text> <subparagraph id="HF240581DA40D40A18B6B1461344732EA"> <enum>(A)</enum> <text display-inline="yes-display-inline">An entity that carries out an apprenticeship program registered under the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>)</text>
                </subparagraph>
                <subparagraph id="HC4716B1192FF436B94670DB7BB1CB1C7"
                  display-inline="no-display-inline">
                  <enum>(B)</enum>
 <text>A community college.</text> </subparagraph> <subparagraph id="HF69199339A364E8EB210D2C3A4755A8C"> <enum>(C)</enum> <text>A minority-serving institution (as such term is defined in section 10002 of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18901">42 U.S.C. 18901</external-xref>)).</text>
                </subparagraph>
                <subparagraph id="H5B87F52B0BC64BAEAC2BD898AB66274B">
                  <enum>(D)</enum>
 <text>Any other entity as the Director may determine.</text> </subparagraph> <subparagraph id="HA1B70E8183FD43218EEA7D0DAC55E171"> <enum>(E)</enum> <text>A consortium that includes an entity described in subparagraphs (A) through (D).</text>
                </subparagraph>
              </paragraph>

                <enum>(3)</enum>
                <header>STEM</header>
 <text>The term <term>STEM</term> means the study or practice of science, technology, engineering, or mathematics.</text>
              </paragraph>
            </subsection>
          </section>

      </subsection> 
<subsection id="HCF6119A0D4114B368F70290ECD3F0AEA"><enum>(b)</enum><header>Interagency Task Force</header> 
<paragraph id="HA859F639FCBA4D1DB85076E256230267"><enum>(1)</enum><header>Composition</header><text display-inline="yes-display-inline">There is established an interagency task force (in this subsection referred to as the <quote>Task Force</quote>) composed of eight members as follows:</text> <subparagraph id="HE95367FA4335458E83243BAAE2D23941"><enum>(A)</enum><text>The Administrator of the Environmental Protection Agency.</text></subparagraph> 
<subparagraph id="HCE02A48BA2B949E78E3BAA4ED46D7DE2"><enum>(B)</enum><text>The Director of the National Science Foundation.</text></subparagraph> <subparagraph id="H06267224D26D4874BD6A48D7CE9840C1"><enum>(C)</enum><text>The Director of the Office of Science and Technology Policy.</text></subparagraph> 
<subparagraph id="HE9C8B0DF59BE42BA90B224DB8AE844BB"><enum>(D)</enum><text>The Secretary of Commerce.</text></subparagraph> <subparagraph id="H25C50552DA6A40668BF0176837813ED1"><enum>(E)</enum><text>The Secretary of Education.</text></subparagraph> 
<subparagraph id="HE4DC748E72E04182B35F83D23BBC1562"><enum>(F)</enum><text>The Secretary of Energy.</text></subparagraph> <subparagraph id="HA8A6C828FB68416E9D5FBA403A274CFA"><enum>(G)</enum><text>The Secretary of Health and Human Services.</text></subparagraph> 
<subparagraph id="H4F47C10EF93246359CC8A7DF2C0028BF"><enum>(H)</enum><text>The Secretary of Labor.</text></subparagraph></paragraph> <paragraph id="HB698989572194EFA96573371C697B896"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this section, the Task Force shall submit to Congress a report that includes information relating to an identification of each program of the Federal Government that satisfies the following requirements:</text> 
<subparagraph id="HD5EDC5F9A3A4411E82A73A0BFFFD1277"><enum>(A)</enum><text>Is focused primarily on career development and training in STEM.</text></subparagraph> <subparagraph id="HC4CBA6872C6D45C899C387365DE37C39"><enum>(B)</enum><text>Is carried out through any of the following:</text> 
<clause id="H16D25EECA6DC4DD483C0FDED6C41785B"><enum>(i)</enum><text display-inline="yes-display-inline">An apprenticeship program registered under the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>).</text></clause> <clause id="H5ED355595870408C9CCF76E78578B5AD"><enum>(ii)</enum><text display-inline="yes-display-inline">A community college (as such term is defined in section 4 of the National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n">42 U.S.C. 1862n</external-xref> note)).</text></clause> 
<clause id="HF5F02EBEE6964572B6B0AE7279E15910"><enum>(iii)</enum><text display-inline="yes-display-inline">A minority-serving institution (as such term is defined in section 10002 of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18901">42 U.S.C. 18901</external-xref>)).</text></clause></subparagraph></paragraph> <paragraph id="H8D316CE998034B77B48DCEDF7FB5E309"><enum>(3)</enum><header>Termination</header><text>The Task Force shall terminate upon submission of the report under paragraph (2).</text> </paragraph></subsection> </section>
