<section id="H0106162E92B24C7EB3E3997D4B765A73" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Foundation for America’s Public Lands Reauthorization Act</short-title></quote>.</text></section> 
<section id="H9C344E58B8A84D589182D6B03617394D"><enum>2.</enum><header>Bureau of Land Management Foundation</header><text display-inline="no-display-inline">Section 122 of division G of <external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/43/1748c">43 U.S.C. 1748c</external-xref>) is amended as follows:</text> <paragraph id="HF5D16B4177FB492FA9F601A70E5DFF0D"><enum>(1)</enum><text display-inline="yes-display-inline">In subsection (a)(3), by striking <quote>Bureau of Land Management Foundation</quote> and inserting <quote>Foundation for America’s Public Lands</quote>.</text></paragraph> 
<paragraph id="H988477211EA64F5C86F10E927FCE1B75"><enum>(2)</enum><text>In subsection (b)—</text> <subparagraph id="HE155E714C3A44C1B8558D6DADF134EAD"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)(A), by striking <quote>Bureau of Land Management Foundation</quote> and inserting <quote>Foundation for America’s Public Lands</quote>; and</text></subparagraph> 
<subparagraph id="H255CDBA762D0456EB6CD6B2E27CC38E1"><enum>(B)</enum><text>in paragraph (2)(D)—</text> <clause id="H89B1DB7D34D54F708E8285C9599C6E60"><enum>(i)</enum><text>in clause (ii), by striking <quote>; and</quote> and inserting a semicolon;</text></clause> 
<clause id="HBA5BFEC17E994B808225EB05555C0BA0"><enum>(ii)</enum><text display-inline="yes-display-inline">in clause (iii), by striking the period and inserting <quote>; and</quote>; and</text></clause> <clause id="HA3977A29DACC44AAA90F509A272FF5CE"><enum>(iii)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="HEA2B7CEEC1D345F694480F50C111C83B" display-inline="no-display-inline"> 
<clause id="HA832AAEB7F0B4158829BF618BA6B4D46"><enum>(iv)</enum><text display-inline="yes-display-inline">the fulfillment of the Bureau of Land Management’s multiple use mandate.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph> <paragraph id="H1E6DC8A5EA614E74973E07C60669972F"><enum>(3)</enum><text display-inline="yes-display-inline">By amending subsection (c)(1)(B)(i) to read as follows:</text> 
<quoted-block style="OLC" id="H7CB541C91F63423CAACA8F17DEF32E73" display-inline="no-display-inline"> 
<clause id="H4400507745514B25BA32D88B1F434CDF"><enum>(i)</enum><header>Number of board members</header><text display-inline="yes-display-inline">The number of members on the Board shall be as follows:</text> <subclause id="HEE80B1F18C914E76B65D1EA41F6EED4F"><enum>(I)</enum><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of the Foundation for America’s Public Lands Reauthorization Act, not more than 12 members.</text></subclause> 
<subclause id="H5097DA2CFEBE4367AC0B903DD6629D1A"><enum>(II)</enum><text display-inline="yes-display-inline">Two years after the date of the enactment of the Foundation for America’s Public Lands Reauthorization Act, not more than 15 members.</text></subclause> <subclause id="H71DA687063654FA4B8BB2E5BA48C0981"><enum>(III)</enum><text display-inline="yes-display-inline">Four years after the date of the enactment of the Foundation for America’s Public Lands Reauthorization Act and thereafter, not more than 18 members.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H3BE3E254DE0B4D16B7CD9053BE0548A8"><enum>(4)</enum><text>By amending subsection (c)(1)(C)(ii) to read as follows:</text> <quoted-block style="OLC" id="HEEA64ECF8C9743B4BB40A430E6FAB606" display-inline="no-display-inline"> <clause id="H8B5719E6FBD041CEB5E9457C32BB6EF0"><enum>(ii)</enum><header>Expertise; representation</header> <subclause id="H23D3E2F0D7DA47C78F0A598EDB2F045C"><enum>(I)</enum><header>Expertise</header><text>Not less than one-third of the members of the Board shall have education or experience relating to natural, cultural, conservation, or other resource management, law, or research.</text></subclause> 
<subclause id="HC2ACA2EAD1FB4F7789F787F6F235C701"><enum>(II)</enum><header>Representation</header><text display-inline="yes-display-inline">Not later than 4 years after the date of the enactment of the Foundation for America’s Public Lands Reauthorization Act, the 18 members of the Board shall include not fewer than—</text> <item id="HF0B65E18BB17453D837C622213F17703"><enum>(aa)</enum><text display-inline="yes-display-inline">two members with experience in energy production; including one with experience with fossil fuels and one with experience in non-fossil fueled energy production;</text></item> 
<item id="H28264D38985143B0987D55654E693C27"><enum>(bb)</enum><text display-inline="yes-display-inline">one member with experience ranching or grazing on Federal land under the administrative jurisdiction of the Bureau of Land Management;</text></item> <item id="HECA654546F2549168D06B2959D81E10D"><enum>(cc)</enum><text>one member from the non-motorized outdoor recreation community;</text></item> 
<item id="H44FFD907FB9244798F0A6130B51A0BDF"><enum>(dd)</enum><text>one member from the motorized outdoor recreation community;</text></item> <item id="H25CA78183DC6452CA1124B99535A916B"><enum>(ee)</enum><text>one member from the hunting/fishing community or one member from the recreational shooting industry; and</text></item> 
<item id="H4BA555CA2F474866B430C950C64B4FA2"><enum>(ff)</enum><text>one member from the mining industry.</text></item></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="H56F4E01EBFF8447A93F02FA3AA565CFD"><enum>(5)</enum><text>By inserting after subsection (i) the following:</text> 
<quoted-block style="OLC" id="HEBAD06612EF34CA68C7FAD7DDAFDA472" display-inline="no-display-inline"> 
<subsection id="H761F2007A273448BB9B699EC22E0EE5C"><enum>(j)</enum><header>Prohibition on use of amounts for litigation and lobbying expenses</header><text display-inline="yes-display-inline">Amounts made available under this Act shall not be used for—</text> <paragraph id="H19D72E2FC6BA48E192884ADAEA9AA9A6"><enum>(1)</enum><text>any expense related to litigation; or</text></paragraph> 
<paragraph id="H635ECF72D34846A8A8223CC12ABF8CA1"><enum>(2)</enum><text>any activity the purpose of which is to influence legislation pending before Congress.</text></paragraph></subsection> <subsection id="H2DAA2C3D41F74ED49209BE0592AE67AF"><enum>(k)</enum><header>Use of gifts, devises, or bequests of money or other property</header><text display-inline="yes-display-inline">Any gifts, devises, or bequests of amounts or other property, or any other amounts or other property, transferred to, deposited with, or otherwise in the possession of the Foundation pursuant to this Act, may be made available by the Foundation to Federal departments, agencies, or instrumentalities and may be accepted and expended (or the disposition of the amounts or property directed), without further appropriation, by those Federal departments, agencies, or instrumentalities, subject to the condition that the amounts or property be used for purposes that further the multiple use mission of the Bureau of Land Mangement.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph>

                <enum>(6)</enum>
 <text>By redesignating subsection (j) as subsection (l).</text> </paragraph> <paragraph id="H67614AF763104C93B92E032D6C2D7A53"> <enum>(7)</enum> <text>In subsection (l) (as so redesignated by paragraph (7) of this subsection), by striking <quote>such sums as are necessary to carry out this section</quote> and inserting <quote>to the Secretary of the Interior to carry out this Act, $10,000,000 for each of the five fiscal years after the date of the enactment of this Act</quote>.</text>
