<section id="H61465FD6771E476394DA8835811E54A3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wildfire Response and Preparedness Act of 2025</short-title></quote>.</text></section> <section id="HE5B7335213C64462A52A2B081F39FDC2"><enum>2.</enum><header>Standards for response time to wildfire incidents</header> <subsection commented="no" display-inline="no-display-inline" id="H5C39D136931749CAA2F2947FBFFA0BCE"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HE4690B47092C42BDAE306348C9869561"><enum>(1)</enum><header>Relevant congressional committees</header><text>The term <term>relevant congressional committees</term> means—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H91D274DE90AE44FA89264B9754E7C23C"><enum>(A)</enum><text>the Committee on Energy and Natural Resources of the Senate;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H9A5DE963EEAF45B2B12C726FA433537E"><enum>(B)</enum><text>the Committee on Agriculture, Nutrition, and Forestry of the Senate;</text></subparagraph> <subparagraph id="HB0F75D5606344F948854F9D3FD0C92BB"><enum>(C)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text></subparagraph> 
<subparagraph id="H999A00BA862347678269564F3183B785" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>the Committee on Agriculture of the House of Representatives.</text></subparagraph></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H7630412DF6614CBC9BEAED948CD0CC25"><enum>(2)</enum><header display-inline="yes-display-inline">Response time</header><text>The term <term>response time</term>, with respect to a wildland fire incident, means the period of time between ignition of the wildland fire and evaluation for purposes of suppression of that wildland fire, on the ground or in an aircraft, by—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H13AB353D745A49B8BB32B6DCE876538A"><enum>(A)</enum><text display-inline="yes-display-inline">a Federal, State, or local public safety officer; or</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HB295D55E96C6431DA825346D3BDDA8A1"><enum>(B)</enum><text display-inline="yes-display-inline">a public safety volunteer.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H57C6AED97FA248F8879EA8E9E7914BB1"><enum>(3)</enum><header display-inline="yes-display-inline">Secretary concerned</header><text>The term <term>Secretary concerned</term> means—</text> <subparagraph id="HC6A9DEF7876D4DC58BD0F59586F8EFD0"><enum>(A)</enum><text>the Secretary of Agriculture, with respect to Federal land administered by the Forest Service;</text></subparagraph> 
<subparagraph id="H5B4C2F328049421AB2D82F40A0AF8535" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>the Secretary of the Interior, with respect to Federal land administered by the Bureau of Land Management, the Bureau of Indian Affairs, the National Park Service, or the United States Fish and Wildlife Service; and</text></subparagraph> <subparagraph id="HBDAFEFF2843F4218A5D98FFDF784E622"><enum>(C)</enum><text>the Administrator of the Federal Emergency Management Agency, with respect to consultation with the United States Fire Administration relating to wildland fires in the wildland-urban interface.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H9A2925F127374C68962B1E3568158F3C"><enum>(b)</enum><header>Standards</header> 
<paragraph commented="no" display-inline="no-display-inline" id="H26BC1372CE1B456DB71BA32B6756767F"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary concerned shall establish a standard for the response time to any wildland fire incident occurring on Federal land administered by the Secretary concerned.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H106F0220066A4B479FC3F75A97506A29"><enum>(2)</enum><header>Goal</header><text display-inline="yes-display-inline">To the extent practicable, the response time established by the Secretary concerned for a wildland fire incident under paragraph (1) shall—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H9E7A23A32F584F5D99080241E68FDE2F"><enum>(A)</enum><text display-inline="yes-display-inline">be not more than 30 minutes; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HACAF3EEF900A42FEBDE551A653B7168D"><enum>(B)</enum><text>include the deployment of fire suppression assets in a response time of not more than 3 hours.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H628C63DF7CC941F88C02DC3BB62FAD80"><enum>(c)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretaries concerned shall jointly submit to the relevant congressional committees a report that includes—</text> <paragraph id="H148A05762A364E8FB5B97CCF4DCDFDB3"><enum>(1)</enum><text>identification of a single point of contact for Federal wildland fire response at the Department of the Interior;</text></paragraph> 
<paragraph id="HDACC38A16E2541F394A0C45EC8C28DCB"><enum>(2)</enum><text>a unified budget request that covers all wildland fire activities of the Secretaries concerned;</text></paragraph> <paragraph id="H8CF342A97BA446EE853F6818AD3F67BF"><enum>(3)</enum><text>a description of key performance indicators for wildland fire response for each of—</text> 
<subparagraph id="H615C1C13001A45598BB1EFD1692F1FFC"><enum>(A)</enum><text>the Forest Service;</text></subparagraph> <subparagraph id="HD770CD9233E74954B40E62D3B9E5690C"><enum>(B)</enum><text>the Bureau of Land Management;</text></subparagraph> 
<subparagraph id="H9D0074E0739647BA9CCC3ADAB214BE83"><enum>(C)</enum><text>the Bureau of Indian Affairs;</text></subparagraph> <subparagraph id="H1DAE8FC5E928489EA0B32607D9FA6140"><enum>(D)</enum><text>the National Park Service; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HE2E4485B3B46455E8FA1694FE7A15BC9"><enum>(E)</enum><text display-inline="yes-display-inline">the United States Fish and Wildlife Service;</text></subparagraph></paragraph> <paragraph id="H7634E96956CB4CB9B48E7BAA55600E90"><enum>(4)</enum> <subparagraph commented="no" display-inline="yes-display-inline" id="H74691FA6E4754DA18D213602CCDDCCCD"><enum>(A)</enum><text>a description of the composition of the aviation and ground wildland firefighting fleet as of the date on which the report is submitted; and</text></subparagraph> 
<subparagraph id="H14F46251F1E0444A98D3180174A28D43" indent="up1"><enum>(B)</enum><text>an estimation of the size of that fleet required to provide a response time of not more than 30 minutes for wildland fires occurring in the United States, including the deployment of fire suppression assets in a response time of not more than 3 hours;</text></subparagraph></paragraph> <paragraph id="H671746269EB745E4860FFC91318D4D55"><enum>(5)</enum><text>a description of necessary changes to the Federal ordering and dispatch system to enable Federal wildland firefighting assets to be dispatched faster;</text></paragraph> 
<paragraph id="H440D1645637A4E55948839F0F9E81923"><enum>(6)</enum><text>a description of Federal contracting mechanisms relating to wildland firefighting assets that may be streamlined to ensure that contract activation and awards may be provided within a 1-year period; and</text></paragraph> <paragraph id="H6248E7BC0BFE400185711FDED9DBC490"><enum>(7)</enum><text>a description of all resources and authorities needed to ensure that wildland firefighting assets under Federal contracts are available year-round and nationwide.</text></paragraph></subsection></section>
