<section id="H67D310DAF9C64231BF71BA45F0E2E42C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect the Permian Act of 2025</short-title></quote>.</text></section> <section id="HA1F7939F724341D5B94D61BA1B791C70"><enum>2.</enum><header>Permian Basin Oil Theft Task Force</header> <subsection id="HAA78DC7593EE413CB496141A00099BEB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Federal Bureau of Investigation is authorized to establish a program to combat oil theft in the Permian Basin to be carried out through the Permian Basin Oil Theft Task Force (hereinafter in this Act referred to as the <quote>task force</quote>).</text></subsection> 
<subsection id="H0D179BE90A8A48DB9EE0C19FEDEB2852"><enum>(b)</enum><header>Coordination</header><text display-inline="yes-display-inline">In carrying out the program established pursuant to subsection (a), the Director of the Federal Bureau of Investigation shall coordinate with the heads of relevant State, local, and Tribal law enforcement organizations, including other relevant organizations, at the Director’s discretion, with expertise in the oil and gas industry, such as the Railroad Commission of Texas.</text></subsection> <subsection id="H78A742A111B54D198699DE93193B558F"><enum>(c)</enum><header>Composition</header><text display-inline="yes-display-inline">The task force shall consist of not fewer than 2 full time employees of the Federal Bureau of Investigation, one of whom shall be the head of the task force, and may include such local, State, and tribal law enforcement partners as the Director of the Federal Bureau of Investigation determines appropriate.</text></subsection> 
<subsection id="HB1E2BE9DFB774D6FB518C83DDFD98C47"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act and annually thereafter, the task force shall submit to the President and relevant congressional committees a report on all task force activities, including—</text> <paragraph id="H3C1B657417FF4F2FA48273C9DE6F319F"><enum>(1)</enum><text>the number of criminal charges brought and convictions resulting from the task force’s activities; and</text></paragraph> 
<paragraph id="HC1533A5949E6451BB4498F2C8C0F777B"><enum>(2)</enum><text>a detailed account of all funds obligated for task force operational and administrative costs.</text></paragraph></subsection> <subsection id="H97C6A09E3C2E4262AB67E82337CA7649"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated not less than $100,000 and not more than $1,000,000 to carry out this section.</text></subsection> 
<subsection id="HC526F2D57B26427683238D58888B8E15"><enum>(f)</enum><header>Relevant congressional committees</header><text display-inline="yes-display-inline">For purposes of this section, the term <term>relevant congressional committees</term> means—</text> <paragraph id="H7B456FB1E2B1483294320614F84835F0"><enum>(1)</enum><text>the Committee on Appropriations of the Senate;</text></paragraph> 
<paragraph id="H7127DE0F864D4825A57BB62F88964958"><enum>(2)</enum><text>the Committee on the Judiciary of the Senate;</text></paragraph> <paragraph id="HAD834BC363A54062A3B7B6A4F2B54F44"><enum>(3)</enum><text>the Committee on Appropriations of the House of Representatives; and</text></paragraph> 
<paragraph id="HC96B70D53EF84F81AF59ED0330C3B8C3"><enum>(4)</enum><text display-inline="yes-display-inline">the Committee on the Judiciary of the House of Representatives.</text></paragraph></subsection></section> <section id="H6A8905CD5B304B22A5312C4CB72BB4D3"><enum>3.</enum><header>Enhancing criminal penalties</header> <subsection id="H5AD424DDEFAF4667801B6DDD0585D8F5"><enum>(a)</enum><header>Interstate or foreign shipments by carrier; State prosecutions</header><text display-inline="yes-display-inline">Section 659 of title 18, United States Code, is amended—</text> 
<paragraph id="H5DA785888E944F58B15160D2121EC9DC"><enum>(1)</enum><text>by inserting after <quote>pipeline system</quote> the following: <quote>or oil refinery or related asset</quote>;</text></paragraph> <paragraph id="H0A952B58AF09448B903CAFE03CEFA2FC" display-inline="no-display-inline"><enum>(2)</enum><text>by striking <quote>3 years</quote> and inserting <quote>5 years</quote>; and</text></paragraph> 
<paragraph id="H35879C6FA9F849EB99CD2E6EE1D7AC10"><enum>(3)</enum><text>by striking <quote>10 years</quote> and inserting <quote>15 years</quote>.</text></paragraph></subsection> <subsection id="H027B907392094D6EB022EAFD486CB247"><enum>(b)</enum><header>Transportation of stolen goods, securities, moneys, fraudulent State tax stamps, or articles used in counterfeiting</header><text>Section 2314 of such title is amended—</text> 
<paragraph id="HDC7D5E6F81EE4A5FBD826BB4E11F5DA6"><enum>(1)</enum><text>by inserting after <quote>goods, wares, merchandise,</quote> the following: <quote>oil, pipeline, oil and gas equipment or technology,</quote>;</text></paragraph> <paragraph id="H10A8055F52FB42459A082C8731C77FC1"><enum>(2)</enum><text>by striking <quote>one year</quote> and inserting <quote>5 years</quote>; and</text></paragraph> 
<paragraph id="H7A7C90C4149A46B2A4DF6896F20DB690"><enum>(3)</enum><text display-inline="yes-display-inline">by striking <quote>ten years</quote> and inserting <quote>15 years</quote>.</text></paragraph></subsection> <subsection id="H346131C1B9BA483988BBC64FC1E12A83"><enum>(c)</enum><header>Sale or receipt of stolen goods, securities, moneys, or fraudulent State tax stamps</header><text>Section 2315 of such title is amended by striking <quote>ten years</quote> and inserting <quote>15 years</quote>.</text></subsection></section> 
<section id="H299BA38415F049859C886FDCE6253A25"><enum>4.</enum><header>Additional authorized use of Byrne JAG funds</header><text display-inline="no-display-inline">Section 501(a)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10152">34 U.S.C. 10152(a)(1)</external-xref>) is amended by adding at the end the following:</text> <quoted-block id="H5844C4EFE09D43CA893D8892365F24A2" style="OLC"> <subparagraph id="H9452865D914B477CB84CCE0F38CA56F1"><enum>(J)</enum><text display-inline="yes-display-inline">Programs to reduce or combat oil theft and related crimes (including theft of pipes, technology, equipment, or other assets related to oil refineries or pipelines), as well as the hiring of personnel dedicated to investigating and preventing oil theft.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
