which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Federal Aviation Administration to conduct a study on the readiness of certain airports to accommodate high-speed air travel, and for other purposes.</official-title></form><legis-body id="HADB386554E3B499DBEFD155CED9A7071" style="OLC"><section id="H7DA24CEC58724953AF6CD21B3A0DCC53" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Airport Supersonic Readiness Act of 2025</short-title></quote>.</text></section><section id="HA2FE1838144245329AD0E532CF187806"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H0CB9916ED59E484B8951B980A6E69560"><enum>(1)</enum><text display-inline="yes-display-inline">Supersonic and hypersonic commercial airliners have the potential to transform air travel by reducing long-haul flight times significantly.</text></paragraph><paragraph id="H6A1FB5643DE04234A3364D6217F2474E"><enum>(2)</enum><text display-inline="yes-display-inline">Existing airport infrastructure may not be fully equipped to handle the unique requirements of such aircraft, including runway length, ground equipment, noise regulations, and fuel supply.</text></paragraph><paragraph id="HD93FD1C289DC4FA4878AA7940233E3C7"><enum>(3)</enum><text display-inline="yes-display-inline">A comprehensive study is necessary to evaluate the ability of major United States airports to accommodate these aircraft safely and efficiently.</text></paragraph></section><section id="HFA6F1D54241045E5ACB54E1EA6EE781A"><enum>3.</enum><header>High-speed air travel readiness study</header><subsection id="HB9072E57B45D4BCDBCDBB29DBF57DDDA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the Federal Aviation Administration, in consultation with the Administrator of the National Aeronautics and Space Administration and any other relevant stakeholders the Administrator determines appropriate, including industry and academia, shall conduct a study to assess the capability of large hub airports, including the largest airports in the United States, to accommodate high-speed aircraft.</text></subsection><subsection id="H6A141E79EB754B4B8E437F91CC68BCA1"><enum>(b)</enum><header>Considerations</header><text>In conducting the study required under subsection (a), the Administrator shall evaluate—</text><paragraph id="HE32E9049331F4B60A95A2AA38E3F19F7"><enum>(1)</enum><text display-inline="yes-display-inline">runway length and structural integrity;</text></paragraph><paragraph id="H1141729C3BD349E5B89C31111CCCF3C2"><enum>(2)</enum><text display-inline="yes-display-inline">ground equipment compatibility, including fueling and maintenance facilities;</text></paragraph><paragraph id="H69831057D09E4CA19C68F42BFD1A041B"><enum>(3)</enum><text display-inline="yes-display-inline">air traffic control systems and procedures;</text></paragraph><paragraph id="H406125D8CB33486DA179DB82FB22907B"><enum>(4)</enum><text display-inline="yes-display-inline">environmental regulations that may prevent the use of high-speed aircraft at an airport described in subsection (a), including any such regulation relating to noise pollution or emissions; and</text></paragraph><paragraph id="HA3FA62BD6BDD4C9380FE9EDE22D8CE1E"><enum>(5)</enum><text display-inline="yes-display-inline">potential economic benefits and challenges relating to accommodating high-speed aircraft at any such airport. </text></paragraph></subsection><subsection id="HD218F6D9932E4FB4A77D1A8E856F3858"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator shall submit to the appropriate committees of Congress a report that includes—</text><paragraph id="H2D63D6EE6B194D6EBB847A0431EAE00F"><enum>(1)</enum><text display-inline="yes-display-inline">the results of the study required under subsection (a);</text></paragraph><paragraph id="HB96916ACAB514C6DA85BAAC01684844B"><enum>(2)</enum><text>recommendations for policy changes and infrastructure improvements necessary to facilitate the use of high-speed aircraft at the airports described in subsection (a); and</text></paragraph><paragraph id="H4B318A7B223B4AF98673EEE2CBA3D002"><enum>(3)</enum><text>estimated costs and a projected timeline for any such improvement.</text></paragraph></subsection><subsection id="H44E39229733D45F28BA4FFE9CA36708C"><enum>(d)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="HA5A368EF72314170A3EDDB76BC28B8AF"><enum>(1)</enum><header>Appropriate committees of Congress</header><text display-inline="yes-display-inline">The term <quote>appropriate committees of Congress</quote> means the Committee on Transportation and Infrastructure and the Committee on Science, Space, and Technology of the House of Representatives.</text></paragraph><paragraph id="HA665C4FAA444405CB427DAF4AD10395A"><enum>(2)</enum><header>High-speed aircraft</header><text display-inline="yes-display-inline">The term <term>high-speed aircraft</term> means an aircraft operating at speeds in excess of Mach 1, including supersonic and hypersonic aircraft.</text></paragraph><paragraph id="HC0AFF26E43224E0E9E3C23B8B667D9AC"><enum>(3)</enum><header>Hypersonic</header><text display-inline="yes-display-inline">The term <term>hypersonic</term> means flights operating at speeds that exceed Mach 5.</text></paragraph><paragraph id="HC3A4E0EF493B4CC39B9C6415387E158D" commented="no"><enum>(4)</enum><header>Large hub airport</header><text>The term <term>large hub airport</term> has the meaning given that term in section 40102 of title 49, United States Code. </text></paragraph><paragraph id="H0E5DD8D0EE3A4EB2B994C97BA287DFF3"><enum>(5)</enum><header>Supersonic</header><text display-inline="yes-display-inline">The term <term>supersonic</term> means flights operating at speeds in excess of Mach 1 but less than Mach 5.</text></paragraph></subsection></section></legis-body></bill>
