<section id="HDB02F27851344FCCA1D7674BA4C876A2" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mission Utilize No Phones in Learning to Unleash Growth in Grades and Educate Distraction-free Act</short-title></quote> or the <quote><short-title>Mission UNPLUGGED Act</short-title></quote>.</text></section> 
<section id="H6E23BC1EBE144307B318951ED07A9614"><enum>2.</enum><header>Policy prohibiting the use of certain electronic devices in DODEA schools</header> 
<subsection id="H57EE18E62FAF4A58A79AD5D14467610D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall establish and maintain a policy pursuant to which the use of covered electronic devices by students in schools operated by the Department of Defense Education Activity is prohibited during regular school hours.</text></subsection> <subsection id="HB389D5A526C644B984921215F65434DE"><enum>(b)</enum><header>Additional requirements and exceptions</header> <paragraph id="H0B10AFCE760147AA992832337C7F7E90"><enum>(1)</enum><header>Requirements</header><text>The policy required under subsection (a)—</text> 
<subparagraph id="HECD01617624643229327C096427126BC"><enum>(A)</enum><text display-inline="yes-display-inline">shall provide administrators of individual schools with a degree of flexibility to determine the methods of enforcing the policy at their school, subject to such limits as the Director determines appropriate; and</text></subparagraph> <subparagraph id="H67259D244F7240F3B8138D91098F1777"><enum>(B)</enum><text display-inline="yes-display-inline">shall include procedures that enable parents and children to contact each other during the school day in the event of an emergency.</text></subparagraph></paragraph> 
<paragraph id="HF0DD3B10946242A79A3303B8DF1BB82D"><enum>(2)</enum><header>Exceptions</header><text>The policy required under subsection (a) shall include exceptions pursuant to which a student may use a covered electronic device—</text> <subparagraph id="H64FC209BA4F2442FA074F8EA2331EACF"><enum>(A)</enum><text>in an emergency situation;</text></subparagraph> 
<subparagraph id="H309F648D35B24125977EBA471ED4C913"><enum>(B)</enum><text>on school grounds outside of regular school hours, such as while awaiting transportation to or from school or while participating in extracurricular activities;</text></subparagraph> <subparagraph id="H57642534F0C049E4B5D33F0EF7405B19"><enum>(C)</enum><text display-inline="yes-display-inline">if the student has a medical or health condition requiring use of a covered electronic device as part of a treatment or monitoring plan as certified by a licensed healthcare provider;</text></subparagraph> 
<subparagraph id="H856249F03CE440A6A86EFE8CFA99D1F3"><enum>(D)</enum><text>if the student has a disability or special needs and the use of a covered electronic device is documented as necessary—</text> <clause id="H922959FE0D01495AB8DFE5B137912FA8"><enum>(i)</enum><text display-inline="yes-display-inline">as part of an individualized education program;</text></clause> 
<clause id="HE7DCAF1791F942ADA5FE5926AB663CBB"><enum>(ii)</enum><text display-inline="yes-display-inline">as an accommodation under section 504 of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>) or the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101 et seq.</external-xref>); or</text></clause> <clause id="HBEC5539F56824291822E46C8E7C55E8C"><enum>(iii)</enum><text>under a similar policy or program of the Department of Defense Education Activity;</text></clause></subparagraph> 
<subparagraph id="H96E7414057804707AA54CC7DA4C23E06" commented="no"><enum>(E)</enum><text>if the student is an English learner and requires the use of a covered electronic device to assist with learning or understanding the English language; and</text></subparagraph> <subparagraph id="H662897AC92E04FF483FE72C50365883C"><enum>(F)</enum><text>in such other circumstances as the Director determines appropriate.</text></subparagraph></paragraph></subsection> 
<subsection id="H56552D42264D44978AA2145AE1E520D1"><enum>(c)</enum><header>Consultation</header><text display-inline="yes-display-inline">In developing the policy under subsection (a), the Director shall consult with—</text> <paragraph id="H1860B33AFFE447E5927AE1ED3FEEB1AD"><enum>(1)</enum><text>the Chief Academic Officer and the District Superintendents of the Department of Defense Education Activity; and</text></paragraph> 
<paragraph id="H90D75738BBC543CE8D68F01A7215225F"><enum>(2)</enum><text display-inline="yes-display-inline">School Advisory Committees for schools operated by the Activity.</text></paragraph></subsection> <subsection id="H220C50CCBE2446D99F57CB525169C841"><enum>(d)</enum><header>Implementation</header><text>The policy required under subsection (a) shall be established not later than 180 days after the date of the enactment of this Act and shall apply with respect to school years beginning after the date on which the policy is established.</text></subsection> </section> 
<section id="H23391341F252414BA546DA17FA085BD6"><enum>3.</enum><header>Support for implementation at schools</header> 
<subsection id="H3C0AF9CACA4D42F09C954126722AFA63"><enum>(a)</enum><header>In general</header><text>The Director is authorized to provide support to schools operated by the Department of Defense Education Activity to assist such schools in the implementation of the policy required under section 2. Such support may include—</text> <paragraph id="H95F0CEC5203B40FA944F38AD6D58E4F8"><enum>(1)</enum><text>the procurement of lockboxes or other means for storing covered electronic devices during the school day; and</text></paragraph> 
<paragraph id="H0CE866C20AD34BF5BA199B2EA6E682A7"><enum>(2)</enum><text>such other forms of support as the Director determines appropriate.</text></paragraph></subsection> <subsection id="H4786DBB99A4A425481C8AE59AAA34CC7"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $1,207,500 for fiscal year 2026.</text></subsection></section> 
<section id="HF1052B5F09784FE0B8088E0C5A94D482"><enum>4.</enum><header>Annual reports</header> 
<subsection id="H24B168DC21B6455B86907C0D691B6FB4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the policy required under section 2 first takes effect, and on an annual basis thereafter for the following four years, the Director shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the status of the implementation of the policy.</text></subsection> <subsection id="H6AED4927D61A4E3794EBE02461F56A1A"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">At a minimum, each report under subsection (a) shall include a description of—</text> 
<paragraph id="H3305F9C1E17246F787A58B6D4C7911A8"><enum>(1)</enum><text>how the policy has been implemented in the year covered by the report;</text></paragraph> <paragraph id="H1F7F9CF40FF8415CBFC4974225462781"><enum>(2)</enum><text>the cost of implementation; and</text></paragraph> 
<paragraph id="H4887674BC9DD46D79813D054D6F9D069"><enum>(3)</enum><text>any effects of the policy with respect to student performance and mental health, teacher and student retention, and other relevant outcomes.</text> </paragraph></subsection></section> <section id="H5FC421D6319D47B5AC86D73B0BB0BC27"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text> 
<paragraph id="H93647FBEF17F427388436664C1DEFD1A"><enum>(1)</enum><text>The term <term>covered electronic devices</term> means—</text> <subparagraph id="HF000EBD25ECA48D4B044CCA12A278F41"><enum>(A)</enum><text>cellular phones, including smartphones; and</text></subparagraph> 
<subparagraph id="H3CD56277C74D4790885F8D6B109BB467"><enum>(B)</enum><text>any other personal electronic devices the Director determines—</text> <clause id="HF569BD9FBE054146AD34A6E8456E1456"><enum>(i)</enum><text>are likely to distract students during the school day; and</text></clause> 
<clause id="H568DB2D51DE64A939417593B79362736"><enum>(ii)</enum><text>are appropriate for inclusion in the prohibition under section 2.</text></clause></subparagraph></paragraph> <paragraph id="HEBE8653C2E93428C97BB07BAD0F2131A"><enum>(2)</enum><text>The <quote>Director</quote> means the Director of the Department of Defense Education Activity.</text></paragraph> 
<paragraph id="H9AE8051799A94120885774A827BC15B7" commented="no"><enum>(3)</enum><text>The term <term>English learner</term> has the meaning given that term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph> <paragraph id="H80C634F5D779442D9A7CF05D175A04F2"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>individualized education program</term> has the meaning given that term in section 602 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1401">20 U.S.C. 1401</external-xref>).</text></paragraph> </section>
